The ideal candidate will have exceptional professional skills, a positive work attitude and a strong desire to provide superior service to both internal and external customers.</p><p><b>SELECTED EXAMPLES OF DUTIES:</b> Under general supervision, processes invoices and vouchers for payment. Assigns appropriate GL account numbers where needed and prepares and processes requisitions or purchase orders. Assures proper approvals, vendor information, and supporting documentation are present prior to processing payments. Process credit card transactions and reconciles related monthly statement. Work with other staff members to verify vendor information, including requesting W-9 forms and verifying payment addresses. Following policies and procedures, accept cash receipt information from City departments daily. Balances cash on hand against receipts; prepares and balances deposits; makes a listing of deposits by accounts; examines receipts for accuracy and completeness; deposits monies into bank. In the case of select revenue sources this position will also log and track data related to the sources of income. Accumulates, calculates, posts, balances, and reconciles data for specific accounts; identifies, traces, and otherwise resolves discrepancies in accordance with established procedures. Posts invoices for payments to the general ledger. Prepares and makes bank deposits and records. Assists the general purchasing process of the City including inputting purchase order information by encumbering, posting, balancing, and printing checks. Composes, inputs, and edits a variety of correspondence, reports, memoranda and other material requiring judgement as to content, accuracy, and completeness. Will at times serve as a back-up to other positions within the department. Other duties as assigned.</p><p><b>DESIRED MINIMUM QUALIFICATIONS:</b> <b>Education and Experience</b>: Graduation from High School or GED supplemented by two (2) years of post-secondary training in accounting, bookkeeping, or closely related field, including two (2) quarters/semesters of accounting, and three (3) years of increasingly responsible related experience. An equivalent combination of related education and experience may be considered. Experience in accounts payable and purchasing strongly desired. <b>Necessary Knowledge, Skills and Abilities</b>: Working knowledge of computers and electronic data processing; working knowledge of modern office practices and procedures; working knowledge of generally accepted accounting principles, practices, and procedures GAAP and Budgeting, Accounting and Reporting Systems for municipalities (BARS) including data processing systems and their relationship to and use in accounting. Requires superior customer service and interpersonal relationship skills.</p><p><b>SPECIAL REQUIREMENTS: </b>Must possess a valid State driver's license or have the ability to obtain one prior to employment. Successful completion of a background check, including a criminal history check and credit report, is required. This is an FLSA-non-exempt, at-will position in the Finance Department.</p><p><b>SALARY:</b> Anticipated hiring range is in Grade 12 and will be $26.77 &ndash; $40.51 per hour.</p><p><b>BENEFITS: </b>Health benefits are provided through the Association of Washington Cities Employee Benefit Trust. Oregon State Treasury is recruiting for the position of Accounting Technician. This position is focused on general revenue and expenditure accounting and uses bookkeeping skills to record, review, and reconcile financial transactions to ensure accuracy and compliance.</p></div><p></p><div><p><b><br>
Job Duties Summary</b></p></div><p></p><div><p>
Provide payable processing support including, but not limited to:</p></div><div><ul><li><p>
 Maintain customer profiles in the statewide accounting system, SFMA</p></li></ul></div><div><ul><li><p>
 Processing invoices with appropriate coding to ensure timely payment</p></li></ul></div><div><ul><li><p>
 Resolving discrepancies and edits transactions to ensure completeness, appropriateness and accuracy</p></li></ul></div><div><ul><li><p>
 responding to vendors and customers by phone or in writing to resolve payment issues</p></li></ul></div><div><ul><li><p>
 collecting Requests for Taxpayer Identification Number and Certification (IRS Form W-9) when required</p></li></ul></div><div><ul><li><p>
 Complete year-end close transactions as assigned by senior accountants</p></li></ul></div><div><ul><li><p>
 Reviewing purchase documentation for completeness</p></li></ul></div><p></p><div><p>
Provide receipting support including, but not limited to:</p></div><div><ul><li><p>
 Resolve discrepancies in Online Electronic Deposit (OED) and online deposit portals.</p></li></ul></div><div><ul><li><p>
 Reconciliation of the 13 Screen in the statewide accounting system, SFMA. Ensure proper backup for all transactions.</p></li></ul></div><div><ul><li><p>
 Track receipts for Treasury funds as assigned</p></li></ul></div><div><ul><li><p>
 Enter agency accounts receivable invoices in the statewide accounting system</p></li></ul></div><p></p><div><p><br>
Provide procurement support including, but not limited to:</p></div><div><ul><li><p>
Review purchase requests for goods or services.</p></li></ul></div><div><ul><li><p>
Create purchase and change orders using existing templates.</p></li></ul></div><div><ul><li><p>
Route purchase orders or other approval forms to staff with sufficient Expenditure Decision Authority to approve purchases.</p></li></ul></div></div><div><div><ul><li><p>
Implement solutions to shipping, receiving, and billing discrepancies after consultation with the Senior Procurement Officer or manager.</p></li></ul></div><p></p><div><p><b><br>
Work Schedule</b></p></div><div><p>
This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be from Treasury&rsquo;s Salem office. This position will work from the Salem office at a minimum of two days per quarter and as needed for business reasons. Upon hire, employees are expected to be in the office more often for onboarding, learning, and collaboration.</p></div><p></p><div><p><b><br>
Salary Range</b></p></div><div><p>
$49,488-$68,568 annually.</p></div><p></p><div><p><b><br>

Required Minimum Qualifications</b></p></div><div><ul><li><p>
Two years of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits; OR</p></li></ul></div><div><ul><li><p>
One year of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits AND at least 43 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 9 quarter (6 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2; OR</p></li></ul></div><div><ul><li><p>
Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program from an accredited college or university; OR</p></li></ul></div><div><ul><li><p>
At least 94 quarter (62 semester) credit hours or an associate degree from an accredited college, university, or vocational-technical school that includes 12 quarter (8 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2 and may include any additional accounting courses with &ldquo;accounting&rdquo; in the title.</p></li></ul></div><p></p><div><p><b>
