The Division of Finance and Administrative Services-Grants Unit is the Department&rsquo;s financial team responsible for cost allocation and financial reporting. This is an exciting opportunity for a highly motivated and responsible individual to serve as the Assistant Grants Manager and play a key role in the efficient and accurate submission of the federal financial and other reports that support the Department&rsquo;s mission to empower Missourians to live safe, healthy, and productive lives. This position is a full- time position, classified as an Accountant Manager.
Responsibilities - What you&rsquo;ll do
This is a highly independent position responsible for management of the Non-Medicaid Reporting section of the Grants Unit and directing the accurate and timely filing of all federal financial grant reports and related federal submissions to the applicable governing federal agency via manual processes or electronic gateway. This position will also assist the Grants &amp; Cost Allocation Unit Manager with special projects and other duties as assigned.
<ul><li>Responsible for reviewing and analyzing the financial and statistical data gathered from various sources and systems such as SAMII, MOBIUS, and WebFOCUS.</li>
<li>Responsible for ensuring the Non-Medicaid Reporting section maintains a highly organized and accurate audit trail to support expenditures claimed for federal reimbursement. Responsibility also includes accurate and timely state and federal audit resolution.</li>
<li>Responsible for programming and accurate processing of Department&rsquo;s cost allocation program to ensure compliance with federal requirements, regulations and the Department&rsquo;s Public Assistance Cost Allocation Plan (PACAP).</li>
<li>Responsible for working with Cost Allocation Manager to complete quarterly review of the Department&rsquo;s PACAP to ensure compliance with OMB Guidance.</li>
<li>Responsible for monitoring expenditures based on state appropriations and federal allocations and analyzing department wide federal earnings.</li>
<li>Responsible for reviewing federal legislation, state legislation, state plan amendments (SPAs), advanced planning documents (APDs), and other as applicable for impact to processes and claiming.</li>
<li>Responsible for analyzing expenditures and identifying unanticipated circumstances or new trends to support estimates and projections.</li>
<li>Responsible for ensuring the Non-Medicaid Reporting section maintains current operating manuals and Standard Operating Procedures to document changes and ensure best practices.</li>
<li>Responsible for serving as fiscal liaison for Grants Unit attending meetings and responding to inquiries and issues impacting federal financial participation.</li>
<li>Supervisory duties, including recruitment, training and directing work, reviewing performance and ensuring compliance with rules, policies, and procedures.</li>

Bachelor&rsquo;s degree and 5-7 years of relevant experience. (Substitutions may be allowed.)

As Senior Accountant / Accounting Manager, you will help build and manage the accounting function of a growing omni-channel company.
