The Office of Policy and Docket Management division (OPDM) supports of the Public Utility Commission of Texas (PUCT) Commissioners, including when they act collectively as the Commission. OPDM is composed of three sections that work cooperatively to support the Commission&rsquo;s decision-making and adjudicatory responsibilities.</p><p></p><p><br>
The Commission Advising is made up primarily of attorneys who advise the Commissioners and serve as their legal advisors in contested cases. Advisors work directly with the Commissioners on a regular basis, supporting legal research, analysis and decision-making on the complex and high-impact matters. This section works closely with one another and their reviewers to research, draft, and prepare written materials for, and on behalf of, the Commission.</p><p></p><p><br>
The Docket Management section consists of administrative law judges (ALJs) and legal assistants who oversee and guide the processing of contested cases. ALJs and legal assistants work collaboratively on the issuance of orders and proposals for decisions across a wide range of proceedings. The Administrative and Project Services section (APS) includes legal secretaries and project management staff who provide essential administrative support to OPDM and the Commissioners. The Special Assistant Attorney General&mdash;Environment and Energy Unit&mdash;will support the work of the Unit through consistent and high-level advocacy in regulatory, administrative, and judicial settings. From identifying and pursuing landmark civil actions against businesses and individuals that have harmed or threaten to harm the health of Rhode Islanders and/or the State&rsquo;s public trust resources, to defending state laws, the Unit&rsquo;s attorneys are at the forefront of matters being litigated before trial courts, appellate courts, and the supreme courts of Rhode Island and the United States. This Unit also frequently engages with other Attorneys General throughout the country on multistate litigation, including on efforts to guard against the federal administration&rsquo;s unlawful actions that threaten our environmental protection infrastructure and endanger our climate and energy future.</p><p>Duties and Opportunities: For this position, a Special Assistant Attorney General will be responsible for supporting and leading litigation enforcing environmental laws and engaging in other opportunities for advocacy before administrative bodies and with state agencies. The SAAG in this position will be responsible for investigations of potential cases, pre-trial litigation, negotiation, written and oral argument, trial work, and appeals. Responsibilities also include close work with community advocates, outside counsel, and other Attorney General offices on multistate litigation, with increasing opportunities to engage in multistate litigation to challenge the unlawful actions of the federal administration. Assists in preparing subpoenas requiring the appearance of witnesses, records, and documents for hearings and civil litigations:</div>

<ul><li>Assists in collecting records, and documentation from program and/or staff to respond for agency programs at SOAH hearings and civil litigations.</li></ul><br>

May draft memoranda on regulatory matters and administrative rules for the Texas Register:</div>
<ul><li>Drafts memoranda and follow the draft rules through the process for publication in the Texas Register and adoption in the Texas Administrative Code as needed.</li></ul><br>

May research, draft, or assist in drafting bills and amendments for legislative consideration:</div>
<ul><li>Determines when legislative initiatives are required for statutory changes to help the agency programs effectively carry out their duties through review of gaps in policy or the law.</li></ul>
<ul><li>Assists DFPS program staff in understanding the impact of the bill and actions the agency will need to take if the bill passes to ensure compliance with the law and to make sure staff are meeting required statutory timeframes.</li></ul>
<ul><li>Provides timely and expert resource assistance to DFPS government relations staff and the legal legislative coordinator.</li></ul>
<ul><li>Responds to questions from the state legislative offices concerning existing law, potential statutory changes, and current program policies and procedures as needed.</li></ul>
<ul><li>Testifies and serve as a resource witness during legislative SOAH hearings when needed.</li></ul><br>

May serve as a liaison with complainants to be represented in an administrative hearing or with</div>
