 Serves as the Shift Supervisor for the Airspace Information Center (AIC) at Biggs Army Airfield, Fort Bliss, Texas. Responsible for the use of the designated airspace utilized by the AIC Facility. Coordinates airspace utilization and operational requirements with aviation units and external air traffic agencies. Provides essential leadership for maintaining safe, compliant, and efficient air traffic operations including UAS activities during the assigned shift. Operations are conducted in accordance with Army Regulation 95-2, TC 3-04.15 Air Traffic Control Operations and Training, Fort Bliss Regulation 385-63, and Fort Bliss Regulation 95-1. Responsible to the AIC Facility Chief for directing and supervising AIC personnel providing flight following services and airspace advisory support for aircraft operating within Fort Bliss restricted areas, training sectors, corridors, routes, and Restricted Operations Zones (ROZ)

  Responsibilities

 </strong>
 This includes continuous traffic monitoring, inputting hourly traffic counts, managing controller rest and break schedules in compliance with AR 95-2 and TC 3-04.15, and making informed decisions based on real-time data. Responsible to the facility chief for the efficiency of facility operations. They also perform normal ATC duties in addition to those of the Shift Supervisor. The responsibilities are:

   Assigns and directs all phases of the subordinates' work.
  </li>
  <li>
   Ensure interfacility coordination lines, crash/alert phones and all emergency lines are monitored 24 hours a day, seven days a week.
  </li>

   Ensures personnel receive on-the-job training (OJT) and conducts assessments of training through the administration of controller evaluations (DA Form 3479-1 [Trainee/Controller Evaluation]).
  </li>
  <li>
   Conducts position qualification evaluations when directed by the facility chief/training supervisor but are restricted from conducting biennial skill evaluations.
  </li>
  <li>
   Assists and advises controllers during emergencies
  </li>
  <li>
   Maintains facility records.
  </li>
  <li>
   Ensures personnel are current and proficient.
  </li>
  <li>
   Notifies search and rescue facilities of aircraft in distress and provides assistance and advice.

PURPOSE OF THE POSITION</b><p>
The Airport Operations Supervisor - Airside in the Airside section for the Houston Airport System is to serve as a leader in Airside Operations, maintain a safe and secure airport environment by supervising airside functions to include airport operations and tenant area inspections, managing operational and emergency activities, and facilitate emergency exercises, testing, and Title 14 Code Federal Regulations (CFR), Part 139 (14 CFR Part 139) program training. Maintain efficiencies and safety, and help employees to become experts in their job functions.</p><p><b>

Initiates and disseminates NOTAMs (Notices to Airmen) per AC 150/5200-28 and Federal Aviation Administration (FAA) JO (Job Order) 7930.2 to meet federal requirements.</li><li>
Oversees wildlife hazard management activities through coordination with the staff United States Department of Agriculture (USDA) wildlife biologist to reduce and mitigate wildlife hazards on and near the airport. Maintains and updates the airports Wildlife Hazard Management Plan per 14 CFR Part 139.337 in coordination with the Airside Operations Division Manager.</li><li>
Review, provide feedback and approve airside construction plans, in coordination with management, assuring compliance with FAA regulations, policies and procedures.</li><li>
Manages the fuel inspection program and maintains fuel inspection records to ensure compliance with 14 CFR Part 139.321 and 327.</li><li>
Manage and maintain the Airport Certification Manual to include updating and ensuring compliance of the regulatory documents per 14 CFR Part 139 subpart C.</li><li>
Manage and maintain the Airport Emergency Plan to include updating and ensuring compliance of the regulatory documents per AC 150/5200-31.</li><li>
Develops and facilitates periodic tabletop and full-scale emergency exercises and tests the response of resources to ensures compliance with the airport certification manual and airport emergency plan and 14 CFR Part 139.325.</li><li>
Initiates communications with airlines, tenants and airport personnel to resolve problems pertaining to airside operations and to explain airport policy and lease provisions.</li><li>
Performs TSA 1520/1542 security inspections and responds to security incidents.</li><li>
Contributes to the team effort by completing projects and performing other related duties as assigned to enhance safety, security and productivity.</li><li>
Creates, implements and enforces operating rules, regulations, standards and procedures to ensure airport safety.</li></ul><br>

WORKING CONDITIONS</b><div>
The position routinely requires lifting and moving of moderately heavy items, such as barricades, traffic cones, and equipment (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. There are routine discomforts from exposure to heat, cold, moisture/wetness and unpleasant air conditions. The position may involve routine exposure to soiled materials and chemical substances such as aviation fuel and fluids and cleaning solutions. Requires the ability to make coordinated eye/hand movements within fairly fine tolerance and/or calibration demands; or the ability to make closely coordinated eye/hand movements on a patterned response space within moderate tolerance demands.</div></div><p></p>

A pilot&rsquo;s license, Control Tower Operator certificate, industry specific certifications (CM, AAE, IAP, ACE) and/or directly related military experience may also be considered. Prior supervisory experience, either direct or indirect, is required.<br>
