Minimum Position Knowledge, Skills, and Abilities Required:</b></p><ul>

Graduate of an approved DoD/Airfield Managers course or equivalent and aviation related experience as aircrew/dispatcher/flight follower with a 14 CFR Part 121 or 14 CFR Part 135 operator.</li>
<li>Four (4) years of experience to include the following: Duties including supervision and coordination between air-traffic control and maintenance personnel, dispatching, implementing and enforcing airfield safety procedures; monitoring and maintaining flight records; applying knowledge of weather information, flight plan processing, flight following procedures, tracking aircraft movements, managing wildlife on and around airfield grounds, and implementing bird aircraft strike hazard procedures. Coordinating airfield maintenance and construction projects. Coordinating hazardous cargo and live fire devices, responding to aircraft emergencies, and conducting airfield inspections in accordance with AFMAN 13-204v2.</li>

San Antonio Airfield Engineer/Assistant Project Manager

<div><p>The candidate will be required to demonstrate:
</p><ul><li>Extensive industry experience of working on civil design projects, ideally at airports;
</li><li>Experience in 3D modelling, design coordination and delivery using a range of Autodesk software packages on civils and aviation projects;
</li><li>Ability to set up project seed files, template files, custom worksets and cells;

The TNAP AMP Manager leads asset management planning and performance oversight for PSAB&rsquo;s airfield pavements and transportation infrastructure portfolio. This role supports the Operations Flight Requirements &amp; Optimization (R&amp;O) cell by driving asset visibility, condition assessment governance, requirements prioritization, and multi-year investment planning using Sustainment Management System (SMS) tools, including PAVER and integration with BUILDER/NexGen IT. This position is responsible for all assigned airfield activities of the Airport Certification Program relating to FAA, 14 CFR Part 139 regulatory compliance. Manages the self-inspection program, construction and maintenance coordination, Airport Operations training. Additionally, this position is responsible for the administrative and technical aspects relating to the regulatory compliance issues of the Operations department. The position will participate in incident/accident and special investigations as well as review proposed airport grant-in-aid program projects to ensure that proposed development to be accomplished will not compromise safety. This position will proactively coordinate and interact with airport tenants, outside government agencies, Authority leadership and departmental staff on matters influencing the operations to include airport training, airfield construction impacts, and maintenance department work efforts.</p><div><br>

ESSENTIAL DUTIES</b><br>

The Alternate Site Manager (ASM) is a key personnel position under the AFCAP V contract, serving as the designated authority to act in the extended absence of the Site Manager. The ASM ensures continuity of operations and carries full authority to manage daily contract operations in alignment with the PWS and contract requirements.</div><div></div><div><br>

Responsibilities:
<div><b>
Major Job Activities:</b></div><ul><li>
Oversee airfield operations in the absence of the Site Manager with full delegated authority.</li><li>
Maintain supervision of personnel, scheduling, and execution of work to meet contractual requirements.</li><li>
Monitor all transient aircraft ramp activities at all times.</li><li>
Attend meetings, briefings and participate in exercises involving transient aircraft as requested by EMXS/EMXF Production Superintendent through the COR and ACO.</li><li>
Ensure quality control standards are upheld across all tasks and deliverables.</li><li>
Act as the primary point of contact for the ACO, COR, and Government personnel in the Site Manager&rsquo;s absence, with the ability to meet on-site within 4 hours as required.</li><li>
Provide regular updates on site activities to Site Manager, Program Manager, and Government representatives as needed.</li><li>
Support continuity of leadership and operational stability during transitions.</li></ul><br>

Qualifications:

Minimum Qualifications:</b></div><br>
<div></div><ul><li>
Must have a minimum of six (6) Years experience with airfield operations.</li><li>
Familiarity with applicable DOD, FAA, and ICAO regulations and procedures necessary to support the safe conduct of flight operations is also required.</li><li>
Prior experience in site management, operations supervision, or similar leadership roles in a government contracting environment.</li><li>
Strong organizational and problem-solving skills.</li><li>
Must be able to multitask in high-stress situations.</li><li>
Excellent communication skills for interaction with Government and contractor personnel.</li><li>
Ability to quickly assume leadership and decision-making responsibilities when required.</li><li>
Candidates must be able to obtain an airfield driver permit and must have normal color vision.</li><li>
