The Position:

This Airfield Operations Specialist position is responsible for ensuring continuous airfield safety and security in compliance with Federal Aviation Regulations (FAR) and all applicable statutes, regulations, and requirements at McGhee Tyson (TYS) and Downtown Island (DKX) Airports. The role oversees a broad range of general and technical daily operational duties aligned with the Airport Certification Manual (ACM), including conducting airfield safety inspections, preparing reports and documentation, and supporting corrective action efforts. The position also provides training, testing, and oversight for airport employees, tenants, and users operating within movement and non‑movement areas of the airfield. *This is a fully onsite position. 
Responsibilities:
<ul>
<li>Conduct airfield safety inspections of the Airport Operations Area at TYS and DKX, documenting conditions and supporting corrective actions and repairs</li>
<li>Train, test, and oversee Airport Authority employees and tenants operating in movement and non‑movement areas; develop, update, and deliver training materials, presentations, and briefings related to airfield operations and changing conditions</li>
<li>Review, enforce, and execute Airport Certification Manual (ACM) requirements, including recordkeeping, training, self‑inspections, Wildlife Hazard Management Plan, Airport Emergency Plan, and snow and ice control programs</li>
<li>Serve as Operations Duty Officer (ODO), acting as the primary point of contact and subject matter expert for coordinating and communicating airfield operations issues at TYS and DKX</li>
<li>Maintain operational continuity and airfield safety during construction activities by reviewing Construction Safety and Phasing Plans (CSPP) and monitoring construction personnel and activities on the Air Operations Area</li>
<li>Administer FAA Notices to Airmen (NOTAMs) for TYS and DKX</li>
<li>Create and maintain operational documentation, illustrations, spreadsheets, databases, and other resources to support airport departments</li>
<li>Coordinate with airport users and tenants to schedule terminal gate usage, ramp access, and remote parking</li>
<li>Utilize and manage computer‑based systems to communicate and coordinate with airfield users, tenants, federal agencies, and MKAA departments</li>
<li>Participate in on‑call rotations, remote duties, and call‑in response requirements as needed</li>
<li>Support and backfill terminal operations assignments when required</li>
<li>Perform other related duties as assigned</li></ul> 


The Ideal Candidate:

The idea candidate will demonstrate strong knowledge of FAR Part 139 and Part 77 regulations, safety procedures and protocols, wildlife hazard management, FAA Advisory Circulars, construction activities, training materials, and strategic planning. Proficiency in Microsoft Office is very important. This role also requires well‑developed skills in clear oral and written communication, customer service, sound decision‑making, flexibility, and problem solving. The ability to effectively manage conflict, negotiate solutions, and work collaboratively with a wide range of stakeholders is essential. 
MINIMUM QUALIFICATIONS:

A bachelor&rsquo;s degree in aviation management, business, or a related field with zero to one year of experience, or an associate&rsquo;s degree in business administration or airport operations with one to three years of experience in airport operations. A valid Tennessee driver&rsquo;s license is required. American Association of Airport Executives (AAAE) Airport Certified Employee (ACE) Airfield Operations certification is preferred, or the ability to obtain the certification within two years of hire. 
Salary and Compensation:

The hiring range for this position is $52,297 to $67,987 (final offer based on experience). MKAA offers a very competitive benefits package for this position, including medical/dental/vision benefits, disability/life insurance, vacation leave, sick leave, and a 401(a)-retirement program.

The designee is responsible for guiding and assisting host nation in the overall the safe and orderly flow of air traffic within their designated airspace. This designee maintains situational awareness of the overall flow of air traffic operations at the facility assigned and is responsible for all ATC facility operations and services during their shift. Rules of separation must be applied to achieve the required separation as outlined in FAA manuals and orders. The designee coordinates with various controllers and personnel to relay information which pertains to the aircraft and in the interest of safety of flight including emergency information. The designee will be familiar with radar or control tower operations and apply the required separation of aircraft. The individual is responsible for vehicles and personnel operating on the airfield- when operating in a control tower environment. Along with controlling aircraft the designee must be able to process flight plans and supervise approach, departure, and arrival procedures. Purpose of Job
The purpose of this job is to ensure that airport operations are carried out safely and efficiently and in accordance with pertinent regulations and policies.</div>
 <div>Essential Duties and Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. 
<ul><li>Oversees and inspects aircraft operating areas at the Airport for compliance with established
</li><li>Federal Aviation Administration (FAA) and City policies and regulations and maintains records
</li><li>of inspections as required by the FAA.
</li><li>Inspects runways, taxiways and ramps for proper and safe operations and initiates any
</li><li>necessary corrective actions.
</li><li>Directs response activities for aircraft emergencies, hazmat spills, bomb threats/hijackings,
</li><li>the removal of disabled aircraft and other related emergencies in accordance with the Airport
</li><li>Emergency Plan and FAR Part 139.
</li><li>Coordinates with construction contractors on airfield projects and conducts safety
</li><li>inspections of operations.
</li><li>Monitors construction activity to ensure compliance with Advisory Circulars.
</li><li>Provides escorts in aircraft movement areas as needed.
</li><li>Participates in the HJAIA Safety Management System.
</li><li>Enforces City codes, federal regulations and departmental guidelines.
</li><li>Directs snow removal according to plan.
</li><li>Coordinates safety procedures, investigates injuries, prepares reports and processes
</li><li>associated paperwork.
</li><li>Monitor, track, coordinate and record aircraft utilizing the common use parking areas and cargo bays. 
</li></ul>Planning and Organizing
<ul><li>Assists with planning and presenting on-the-job, classroom and team training opportunities.
</li><li>Assists upper level management with developing budgets, business plans, standard operating procedures, and compiling various forms of data.
</li><li>Responds to all airfield emergencies and assists within the Airport&rsquo;s Incident Command Structure. Responsible for decisions that stabilize the situation, affect life safety and preserve property. Determines recovery efforts and activities to return the Airport back to normal operations. Notifies management and affected departments of incidents that affect the normal operation of the airport. 
</li></ul>Communication
<ul><li>Communicates daily with the cargo and airline tenants.
</li><li>Issues Notices to Airmen to advise users of changes to published airfield conditions and changes to airfield status.
</li><li>Prepares, distributes and disseminates pertinent, significant and required reports to executives, airport agencies and tenants.
</li><li>Monitors weather conditions that may impact operations and monitors aircraft departure queues, ensuring compliance with the Tarmac Delay Program.
</li><li>Ensures Operations Management is kept apprised of significant events occurring during the shift.
</li><li>Apprises appropriate division managers or supervisors of any unusual occurrences that may affect their operation.
</li><li>Verifies facts and ensures details are relayed to public information unit if media coverage is appropriate.
</li><li>Plans and facilitates tenant meetings.
</li><li>Communicates effectively and exchanges information in a professional and positive manner with customers, tenants, airport employees and other staff members. 
</li></ul>Administrative Duties
<ul><li>Prepares daily reports, logs and forms.
</li><li>Monitors supplies and equipment and keeps appropriate staff apprised of needs.
</li><li>Attends airport safety-related meetings and seminars as necessary.
</li><li>Keeps abreast of all FAA, state, local and DOA regulations, safety and compliance requirements.
</li><li>Ensures the Airport Certification Manual, Airport Emergency Plan, Winter Weather Operations Plan, SMGCS Plan, and all other federally-mandated plans and Department SOPs remain current at all times. 
</li></ul>Record Keeping and Documentation
<ul><li>Prepares records of all incidents occurring on each shift.
</li><li>Documents daily airfield inspections to validate airport and airfield compliance with FAA FAR Part 139 and other governmental agencies laws and regulations. 
</li></ul>Marginal Job Functions

The successful candidate will have considerable knowledge of management practices, policies and procedures as necessary in the completion of daily responsibilities; able to implement long-term goals in order to promote effectiveness and efficiency. Has considerable knowledge of applicable laws, policies, standards and regulations pertaining to the specific duties and responsibilities of the job; knows how to keep abreast of any changes in policy, methods, operations, and equipment needs; able to effectively communicate with the subordinates, tenants, federal officials, elected officials, management, other employees, and members of the general public. Is able to assemble information and make written or oral reports or presentations in a clear, concise and effective manner; have good organizational, management, human relations and technical skills; able to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures, maintaining standards, and resolving problems. Has the ability to comprehend, interpret, and apply regulations, procedures, and related information. 
Has the mathematical ability to handle required calculations. The candidate will be knowledgeable and skilled in the use of computers; able to read, understand, and interpret federal regulations and related materials.</div>
