This position serves as a technical expert in civil inspection providing leadership, mentorship, and guidance to lower-level inspectors while representing the Division on complex construction projects. The incumbent ensures compliance with approved plans, specifications, codes, standards, and applicable federal, state, and local regulations. Work includes inspections of water, sewer, stormwater, drainage, underground electrical, grading, and paving based on department needs. Position Hourly Range:
Airport Civil Inspector III: $32.49 - $40.23/hr

Typical Duties:<ul><li>
Monitors construction activities to ensure adherence to approved plans, specifications, codes and safety standards, escalating issues, and support timely resolution.</li><li>
Conducts field inspections to confirm project quality, regulatory conformity, and contract compliance.</li><li>
Acts as a liaison between project teams, contractors, and Division stakeholders to communicate requirements, schedule impacts, and relevant project information.</li><li>
Participates in pre-construction and weekly construction coordination meetings to establish expectations, clarify milestones, and support collaborative problem-solving.</li><li>
Maintains clear and accurate project records, including daily reports, testing results, as-built documentation, and construction logs.</li><li>
Supports verification of completed work quantities to facilitate accurate contractor payments.</li><li>
Utilizes engineering software, GIS tools, and measurement techniques to assist with design reviews, project analysis, and documentation.</li><li>
Reviews safety practices&mdash;including traffic control, trenching, confined space procedures, and public protection&mdash;to promote safe work environments.</li></ul><ul><li>
Oversees compliance with applicable regulatory standards, including Federal Aviation Administration (FAA) requirements, and ensures alignment with Salt Lake City Department of Airports (SLCDA) policies and procedures.</li><li>
Responsible for the inspection of airfield and landside electrical, water, sewer, storm drain, grading, paving, and striping on runways, taxiways, aprons, roadways, parking lots, and utility corridors.</li><li>
Performs routine inspection tasks while providing guidance to level I and level II Inspectors.</li><li>

Minimum Qualifications:
Airport Civil Inspector III:<ul><li>
High school diploma or equivalent plus four (4) years of construction or utility experience; one year of which must have been performing public infrastructure or utility inspection.</li><li>
Two (2) years of post-high-school education in a construction related field (construction management, engineering, etc.) may be substituted for two (2) years of the experiential requirement.</li><li>
 Incumbents must obtain re: American Public Works Association (APWA) Certified Public Infrastructure Inspection (CPII) certification or department approved equivalent within 6 months of hire date.</li><li>
Knowledge of utility, building, and zoning codes and applicable local, state, and federal code.</li><li>
Knowledge of construction standards, civil inspection methods and testing procedures pertaining to paving, grading, utilities, drainage, stormwater management, and erosion control.</li><li>

Michael Baker is seeking an experienced Airport Construction Inspector to support ongoing projects in Baltimore! The Airport Construction Inspector will be responsible for inspecting and documenting construction activities associated with airport airside and landside infrastructure projects. This role focuses on heavy civil, pavement, and airfield improvements, ensuring work is performed in accordance with construction plans, specifications, FAA requirements, and applicable safety and quality standards. The inspector serves as a key representative of the Owner/Engineer during construction.
What You'll Do:
<ul><li>Perform daily field inspections of airport construction projects, with emphasis on pavements (runways, taxiways, aprons), earthwork, grading, drainage, and utility installations
</li><li>Verify construction activities comply with contract plans, technical specifications, FAA Advisory Circulars, and applicable codes and standards
</li><li>Inspect placement, testing, and finishing of asphalt and concrete pavements, including subgrade, base courses, mix designs, joints, and surface tolerances
</li><li>Monitor contractor compliance with approved work schedules, phasing plans, and airport operational constraints
</li><li>Coordinate with project managers, engineers, contractors, airport operations, and quality assurance personnel

The role supports the effective implementation of aviation security oversight by assessing operational practices, reviewing documentation, identifying non-compliance, and reporting findings and corrective actions under the direction of the Head of Aviation Security Section.
 
 
 
 
 
 
 Key Responsibilities/Duties:
 
 
 
 
 
 
 
 1. Conduct Aviation Security Inspections and Audits
 
 
 
 Conduct independent aviation security inspections, audits, tests, and assessments at airports and regulated aviation entities to verify compliance with applicable aviation security regulations, standards, and approved security programmes.
 
 
 
 2. Evaluate Compliance and Operational Practices
 
 
 
 Assess aviation security procedures, operational practices, and control measures implemented by regulated entities to determine their effectiveness and level of compliance with approved requirements.
 
 
 
 3. Review Documentation and Security Programmes
 
 
 
 Review aviation security documentation, records, and security programmes submitted by regulated entities to verify accuracy, completeness, and compliance with regulatory requirements.
 
 
 
 4. Identify Non-Compliance and Root Causes
 
 
 
 Identify non-compliance, deficiencies, or weaknesses observed during inspections and audits, analyse underlying causes, and document findings in accordance with established inspection methodologies.
 
 
 
 5. Prepare Inspection Reports and Recommendations
 
 
 
 Prepare clear and accurate inspection, audit, and test reports, including findings, observations, and recommended corrective actions, and submit them to the Head of Aviation Security Section for review and follow-up.
 
 
 
 6. Monitor Corrective Actions and Follow-Up
 
 
 
 Monitor the implementation of corrective actions by regulated entities, verify closure of findings, and conduct follow-up inspections as required to ensure sustained compliance.
 
 
 
 7. Support Investigations and Special Assignments
 
 
 
 Participate in and support aviation security investigations, special inspections, or assessment activities as assigned, by gathering evidence, reviewing information, and contributing technical input.
 
 
 
 8. Provide Technical Guidance to Officers
 
 
 
 Provide technical guidance and on-the-job support to Aviation Security Officers during inspections and field activities to ensure consistent application of inspection standards and procedures.
 
 
 
 9. Maintain Records and Continuous Improvement
 
 
 
 Maintain inspection records and databases, contribute to the identification of recurring issues or trends, and support continuous improvement of aviation security oversight processes.
 
 
 
 10. Other Duties:
 
 
 
 Performs other job-related duties as assigned, consistent with the operational and regulatory oversight responsibilities of the Aviation Security Section.

 Academic Qualifications:

 &sect; Higher Diploma in Aviation Security, Aviation Management, Airport Operations, Security Studies, Public Safety, or a related field from a recognized institution.

 &sect; A Bachelor&rsquo;s degree in Aviation Security, Aviation Management, Security Studies, Public Safety, or a related discipline is considered an advantage.
 </li>
 <li>
 &sect; A Master&rsquo;s degree in Aviation Security, Aviation Management, Security Studies, Public Safety, or a related discipline is considered an additional advantage.
 </li>

 Certifications:
 
 
 
 
 
 
 &sect; ICAO Aviation Security (AVSEC) Certification or equivalent aviation security training aligned with the National Civil Aviation Security Programme (NCASP).
 
 
 &sect; ICAO National Aviation Security Inspector Certification or equivalent inspection and oversight training relevant to civil aviation authorities.
 
 
 &sect; Aviation Security Quality Control or Audit Training, covering inspection techniques, compliance verification, and reporting.
 
 
 &sect; Aviation Security Risk Assessment or Risk Management Training, relevant to threat identification, mitigation measures, and contingency planning.
 
 
 
 
 
 
 Professional Experience:
 
 
 
 &sect; A minimum of 5+ years of relevant experience in aviation security, airport operations, aviation safety, inspection, audit, or regulatory oversight roles within civil aviation authorities, airports, airlines, regulated aviation entities, or related aviation environments, for candidates holding a Bachelor&rsquo;s degree.
 
 
 &sect; Minimum of 3+ years of relevant experience in aviation security, inspection, audit, compliance, or regulatory support roles within civil aviation authorities, airports, airlines, or regulated aviation entities, for candidates holding a Master&rsquo;s degree.

Qualification: Technical college diploma from a recognized local institute with the completion of all required job tasks.OR fresh Bachelor's degree holders in the inspection discipline (Civil/ Mechanical/ Electrical etc.,)
