We are seeking an ASP Supervisor to join our Eagle Systems team; someone seeking an opportunity to expand an existing business. The ideal candidate will:
Scope: The ASP Supervisor reports directly to the ASP Manager. Primarily responsible for overseeing the administrative functions of the ASP and assisting the ASP Manager in setting the overall objectives and decides on the resources available. The employee plans and carries out the work, resolves most conflicts that arise, integrates and coordinates the work of others and interprets policy in terms of established objectives in the areas of automated ammunition supply systems and in dealing with customers. Keeps supervisor informed on potentially controversial matters and issues with far-reaching implications. Finished work is reviewed from an overall standpoint in terms of feasibility and effectiveness in meeting objectives and achieving expected results. The ASP Supervisor shall be required to work in the ASP yard when necessary and provide supervision over personnel in the yard, as required. He/She shall be the acting ASP Manager in the absence of the currently assigned ASP Manager. Maintains required security clearance.
Job Duties &amp; Responsibilities:
<ul><li>Supervisor for the Fort Polk ASP.</li>
<li>Supervises the input and checks and balances for the automated stock record accounts to include SAAS-MOD</li>
<li>Responsible to assist in supervising the receipt, storage, and issue of Class V Materiel such as ammunition, explosives, missiles/rockets and residue.</li>
<li>Perform surveillance of operations concerned with the receipt, storage, inspection, maintenance, renovation, issue, and demilitarization of ammunition items.</li>
<li>Supervises the input and checks and balances for the high dollar ammunition record account by directing and managing inventories, conducting research, and processing documentation of issues and turn-ins</li>
<li>Assists in supervising the storage of ammunition, explosives, and missiles/rockets used by supported activities requiring special consideration due to their hazardous and sensitive nature.</li>
<li>Assists with the Quality Assurance Program with responsibility for conducting surveillance and evaluation of employee performance in the ASP.</li>
<li>Evaluates personnel engaged in management of Class V supplies to ensure work is performed in accordance with applicable regulations, local policies, and contract performance work statement.</li>
<li>Monitors the progress of quarterly wall-to-wall inventories of the Class V ammunition and residue; monthly inventories of all Category 1 missiles and rockets; and semi-annual inventories of Unit Basic Load and any special inventories and location surveys requested.</li>
<li>Serves as the functional expert for the Standard Army Ammunition System (SAAS) to maintain stock record accountability of ammunition.</li>
<li>Analyzes and resolves complex automated supply program issues and problems involving day-to-day operations and the processes of receipt, issue, turn-in and storage management of ammunition.</li>
<li>Discusses system problems with automation and supply personnel to discuss system deficiencies and to recommend solutions.</li>
<li>Receives program change packages, reviews to determine nature of changes and impact on current operations and procedures and informs ASP users.</li>
<li>Uses a variety of supply systems automated reports and data to identify and resolve problems and/or make recommendations to improve storage procedures.</li>
<li>Contacts and coordinates with automation and supply management staff within and outside the immediate organization to include higher headquarters, FORSCOM, and local unit customers. The purpose is to plan, coordinate, advise and assist on automated supply systems and the receipt, issue and turn-in of ammunition.</li>
<li>Performs other duties as assigned.</li>
</ul>
Minimum Skills &amp; Qualifications Required:
<ul><li>High School Diploma.</li>
<li>Five or more years of experience supervising personnel.</li>
<li>Five or more years directly related experience in ammunition handling.</li>
<li>Three or more years of experience with Standard Army Ammunition System (SAAS)</li>
<li>Ability to communicate effectively to provide technical advice, guidance and assistance to customers.</li>
<li>In-depth knowledge of ammunition supply and knowledge of supply program relationships, policies, principles, procedures and regulations to monitor and resolve difficult problems related to the SAAS, TAMIS UIT ammunition supply systems. Ability to analyze and evaluate the effectiveness and efficiency of these programs.</li>
<li>Knowledge and skill in applying analytical and evaluative methods and techniques in order to achieve program objectives; schedule runs and validate output; research and resolve error situations and system problems from system, supply management and user standpoints; analyze system change packages for impact; and conduct studies and make recommendations for system improvements to better satisfy supply management information needs.</li>
<li>Knowledge of the organization and functions of supply as related to ammunition stock record accounting, distribution and storage management in order to coordinate actions and identify possible problems in document and work flow to and from the warehouse.</li>
<li>Sufficient knowledge of technical computer matters as related to the specific automated programs for which responsible in order to understand terminology, identify hardware and software requirements and problems and collaborate with system proponents at other sites.</li>
<li>Knowledge of regulated requirements on the inventory process in order to verify inventory counts, perform extensive research to identify and resolve high dollar item discrepancies and to upload inventory data into the ammunition supply system.</li>
<li>Knowledge and application of special safety devices and equipment and strict adherence to work procedures and safety precautions to avoid hazards.</li>
<li>Ability to handle multiple projects simultaneously.</li>
<li>Ability to write performance evaluations and reports.</li>
<li>Ability to administer and recommend disciplinary actions IAW company policy and the CBA.</li>
<li>Ability to write reports, develop and provide evaluation of A &amp; E work load data.</li>
<li>Must have or be able to complete the DoD Introduction to Ammo (AMMO-45), U.S. Army Explosive Safety Familiarization (AMMO 63), CLASS V Issue &amp; Turn-In Procedures for Using Units (AMMO 64), HAZMAT Familiarization/Safety in Transit (AMMO 67), Military Munitions Rule (AMMO 68), and Technical Ammunition )AMMO 60).</li>

ASP Supervisor - Fort Polk

<div>The Munitions Element Supervisor is responsible for the management, supervision and training of personnel assigned to the Element. The Munitions Sr. Technician is a first-line supervisor of production and, as such, is the technical advisor to the Section Supervisor and Munitions Superintendent. Operates Theater Integrated Combat Munitions Systems (TICMS) and MC2. Depending on the explosive operation, may participate as part of the work force, provided safety and technical standards are not compromised. Ensures compliance with Performance Work Statement (PWS) and Amentum ISO 9001 Quality Management System (QMS).
Principal Accountabilities<ul>
<li>
Observes and enforces all USAF and host nation explosives safety, AFOSH and security standards during explosives and non-explosives operations of the element and Munitions Department.</li>
<li>Takes necessary control and ensures timely response actions during emergencies.</li>
<li>Evaluates production and equipment performance to identify deficient areas and initiate corrective action.</li>
<li>Evaluates skills, aptitudes and proficiency of assigned personnel to develop work center training requirements and ensure effective relevant training programs are instituted.</li>
<li>Analyzes munitions production for compliance in accordance with established quality processes, identifying potential problems and recommending problem solving solutions.</li>
<li>Ensures availability and currency of current publications to meet work center needs.</li>

<li>Coordinates with Munitions Accountability Section to resolve any serviceability and accountability issues noted during warehouse and shipping operations.</li>

<li>Oversees the upload/download of trucks with incoming and outgoing munitions shipments.</li>
<li>Enforces compliance of supply discipline IAW with AFI 23-101 and Amentum SOPs for bench/operating stocks.</li>
<li>Supervises the management of tool storage, CTKs and special equipment for compliance actions.</li>
<li>Operates TICMS as applicable to the Element's processes.</li>
<li>Maintains shelf-life items (lubricants, paint, etc.) to include availability of SDS for assets.</li>
<li>Advises Section Supervisor of job status/delays, difficulties with vehicle, equipment or personnel shortfalls.</li>
<li>Ensures visual inspections are performed on lightning protection and static ground systems for storage locations.</li>
<li>Ensures all forklift operators complete power industrial training and certification according to standard.</li>
<li>If qualified, uploads/downloads trucks with incoming and outgoing munitions shipments and transports them to/from flightline holding areas, along with transporting munitions to support daily operations within the department.</li>
<li>Enforces operators' pre-use and maintenance actions on light vehicles, hoists and handling equipment.</li>
<li>Performs entry-controller duties as required.</li>
<li>Works necessary hours, to include stand-by duties, to support mission requirements.</li>
<li>May be appointed as the Section Chief during absences of the incumbent.</li>
<li>Performs required actions in TICMS utilizing the &quot;Receiver&quot; role.</li>

Operates and supervises the use of the Theater Integrated Combat Munitions System (TICMS). <div>The Munitions Inspection Element Supervisor is identified as a highly experienced Supervisor capable and responsible for the effective management of the assigned Element in accordance with established safety, technical, operational accountability standards and PWS contractual requirements. <li>Advises Munitions Accountability Section Chief about personnel performance and all production actions, to include root causes and solutions to correct negative trends in the Element's performance.</li>

<li>Interfaces and coordinates with the deployed Munitions Flight management as needed.</li>

Munitions Inspection Element Supervisor

<div>The Munitions Crew Chief is the senior crew member that oversees receipts, storage, inspection, transport and maintenance of U.S. Air Force (USAF) Munitions and supporting resources as applicable to the Site. Operates Theater Integrated Combat Munitions Systems (TICMS) and MC2. Supervises any assigned Munitions Technicians. Ensures compliance with Performance Work Statement (PWS) and Amentum ISO 9001 Quality Management System (QMS).
Principal Accountabilities<ul>
<li>
Consistently observes and enforces all USAF and host nation explosives safety, AFOSH, and security standards during all explosives and non-explosives operations in assigned sites and temporary duty locations.</li>
<li>Up channels any issues impacting munitions operations to Munitions Control and Superintendent.</li>
<li>Takes necessary control and ensures timely response actions during emergencies.</li>
<li>Conducts all munitions work according to established quality processes, identifying potential problems and recommending solutions.</li>
<li>Monitors multiple operations, ensures work is carried out in accordance with priorities, goals and schedules.</li>
<li>Performs the duties of the Munitions Supervisors in their absence.</li>

<li>Inspects and operates metal strapping equipment, stencil machines, heat sealers, pneumatic paint guns, air compressors and power tools</li>
<li>Inspects and performs minor maintenance on facilities and installed equipment. Cleans vehicles, equipment and facilities.</li>
<li>Prepares and delivers general and explosives safety briefings.</li>
<li>Evaluates technical skills of crew members for conformance to established standards, provides required training as necessary.</li>
<li>If qualified, uploads/downloads trucks with incoming and outgoing munition shipments and transports them to/from flightline holding areas, along with transporting munitions to support daily operations within the department.</li>

Major Duties
 
Serves as the primary point of contact and manages, supervises, coordinates and inspects the full range of activities associated with: off duty education, educational guidance and testing, assessment of educational services, guidance and counseling to assist and advise on academic: progression, requirements, and goal setting. Oversees counseling on school curricula and vocational opportunities from basic to graduate level education.
 
Management
 
Serves as Program Specialist in the designated functional area to independently review and recommend approval or disapproval of program plans and materials; analyze and develop proposals or provisions in terms of impact on program resources requirements; develop new and revised operating procedures and standards to incorporate provisions that affect operating activities and requirements; conduct review of the administration and operation of the program, and provide advice.
 
Independently completes project studies and carries out onsite reviews of operation of programs to develop and revise guideline material such as statements of policy and model operating procedures for use by agency officials, or other public organizations as guides to revise policies and procedures, develop program plans and proposals to meet federal requirements.
 
Obtains factual information to: provide information, explain regulatory and legal requirements, and negotiate agreements to correct inadequacies revealed in the evaluation process. Develops minimum standards governing programming, policy, procedures and personnel.
 
Discusses matters involving: difficult technical problems, application of new or questionable techniques and methods, clarification with the team leader or higher level supervisor for further explanation and negotiation with the Director. Explains regulatory and legal requirements relevant to problem situations covered by guidelines. Negotiates agreements with officials to correct aspects of the operation not consistent with federal requirements.
 
Reviews proposed changes to program plans and project proposals to see that all statutory and regulatory requirements are met and to insure that changes do not include provisions contrary to basic law. Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies. Provides assistance to other program specialists who develop the program evaluation plan, determine the coverage, suggest methodology, and provide guidance on handling of technical problems and public relations issues.
 
Maintains extensive contact with other program specialists and officials of other related agencies and organizations to: resolve problems, negotiate agreements, advise on and render technical assistance in areas such as: changes or improvements in program objectives, utilizing facilities and staff, redirecting programs to provide more efficient and effective service, developing new or revised curricula and programs for staff development and developing and installing reporting systems.
 
Supervises employees to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees: approving and disapproving leave, recommending, and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action.
 
Analysis and Evaluation
 
Develops and analyzes data to be used in preparing analytical and interpretative reports and guides of program operation. Selects pertinent techniques for data collection to identify aspects of successful program operations. Selects successful methods and techniques used by other local officials (federal, state, local) and adapts and extends methods and techniques into new patterns to solve problems. Utilizes a variety of fact finding techniques such as interviews, cases analysis and observation, to elicit appropriate data, identify areas of operation, and oversee and participate in fact finding, development of recommendations and preparation of reports of findings. Performs and oversees performance of research and fact-gathering assignments to provide background information, exchange ideas and discuss application of new knowledge and procedures. Budgeting
 
Formulates, administers and monitors the operating and capital budget for the program area. Identifies cost centers. Monitors expenses. Establishes proactive controls to ensure budgetary objectives are met. Takes corrective action when budget variances occur. Computes financial data and statistics to prepare reports and forecast budgets for execution and short and long range plans. Analyzes profit and loss statements to identify discrepancies, needs, opportunities and efficiencies to operate more effectively. Compares current and historical data to determine trends and anticipate future requirements.

Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.
