 Primary Objective

 To coordinate implementation of the KOC PMC Safety policies, HSE Management System and Project specific HSE. Management Plans as they apply to the project. Ensure that the site complies with the relevant HSE Legislation and KOC HSE requirements. Develop and implement the project HSE MS. Develop and maintain Statistical data for the Project. Prepare reports as required for the WorleyParsons KOC PMC HSEQ Manager. Position Reports to: HSE / QA / QC Manager.
 
 
 
 Specific Accountabilities

 Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment.

 Ensure the EPC contractors develop implement and maintain a specific project Risk Management Plan.

 <li>
 Ensure EPC contractor subcontractor selection (ITB) processes are developed and implemented on a timely basis in accordance with KOC expectations.

 Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements.

 <li>
 Ensure EPC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action.
 </li>
 <li>
 Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/ additions to requirements as they come into effect.
 </li>
 <li>
 Review EPC contractor Safety Management System and advise of required changes. Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractor to foster the professional image of WorleyParsons.
 </li>
 <li>
 Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken.

 Other key activities shall include but not be limited to the following:

 Pro-actively visit site and with the EPC contractor implement safety measures- promote/ensure safe work practices.

 Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings.

 Assist EPC contractor construction management personnel in identifying hazards and in planning and organizing the work such that a safe working environment is maintained.

 Maintain a HS&amp;E audit and assessment program for the location.

 Carry out regular inspections of the work areas with the respective EPC contractor line manager and or HSE representative and prepare reports.

This role requires proven experience in the Middle East and a strong background in Project Management Consultancy (PMC) environments.
What You Will Do

 Primary objective
 
 
 Development and Management of construction and completions capability across PMC projects.
 
 
 
 Specific Accountabilities
 
 
 
 <ul>
 <li>
 Ensure that contractors comply with all aspects of the Worksite HSE Plan and policy; site regulations, permit to work, WorleyParsons and Customer requirements.
 </li>
 <li>
 Ensue that construction contractors adhere to the latest approved for construction (AFC) project drawings, specifications, procedures and site instructions.
 </li>
 <li>
 Ensure by leadership and guidance that contracted works meets all practical, commercial, requirements of productivity, quality and contract target completions.
 </li>
 <li>
 Supervise and coordinate the activities of construction contractors. Maintain daily supervisory surveillance checks and records ensuring that contractor&rsquo;s management and supervision are providing safe working conditions and permitting procedures, all required competent personnel, protective equipment, adequate supervision and manpower, with reliable, well maintained equipment to execute the contracted works as per contract schedule and targets.
 </li>
 <li>
 Routinely study, check and review all contractor scope as detailed in drawings, specifications and instructions, ensuring contractors proper interpretation and compliance with the lasted AFC drawings and specifications.
 </li>
 <li>
 Ensure proper change control by issuing Field Instructions for all changes, reviewing Site Queries to ensure responses are appropriate and practical and reviewing Advanced Revision notices prior to issue to contractors to ensure correct use of construction resources.
 </li>
 <li>
 Ensure contractors dimensional control methods for checking that the works are properly set out and supervise specialist surveying contractors where necessary.
 </li>
 <li>
 Ensure Quality inspectors and contractor supervisors carry out the witness, inspection and surveillance checks in accordance with the WorleyParsons Quality Plan and the requirements of the Quality Control Manager.
 </li>
 <li>
 Ensure that contractors are working in the required work areas, locations and elevations and that work sequence and interfaces with other contractors are both coordinated and planned to provide continuous working to meet contract schedules.
 </li>
 <li>
 Ensure that all construction materials, embedded items, special fixtures are approved for use and that they are stored, protected and available to workface locations as required.
 </li>
 <li>
 Promote and maintain WorleyParsons, Customer and contractor best practice working relationships.
 </li>
 <li>
 Attend Contractor progress meetings as required.

 Essential Skills/Experience

 Must be qualified to at least a diploma level from a recognized Technical Institute
 </li>
 <li>
 Must have managed large size projects in oil &amp; gas industry leading a team
 </li>
 <li>
 Must have pre commissioning, commissioning and performance testing experience

 Provide expertise in Process Safety and HSE during the conceptual stages of projects, including hands-on use of relevant software.

 Deliver risk management services (safety, reliability, and environmental) to assist design and construction functions.

 Lead all aspects of project Loss Prevention.
 </li>
 <li>
 Promote Worley&rsquo;s and KOC&rsquo;s Safety &amp; Risk Management systems to contractors.

 Identify safety engineering scope in FEED documentation.
 </li>
 <li>
 Lead or contribute to PHSER and ESIA reviews.
 </li>
 <li>
 Review and provide feedback on project deliverables including procedures, design basis, HSE plans, and activity schedules.
 </li>
 <li>
 Manage interfaces with KOC and other discipline departments.
 </li>
 <li>
 Participate in and contribute to contractor-led HAZID, HAZOP, and ESIA workshops.
 </li>
 <li>
 Review contractor&rsquo;s Fire &amp; Explosion Analysis.
 </li>
 <li>
 Define preliminary hazardous areas and design criteria during FEED; assess contractor&rsquo;s detailed design for compliance.
 </li>
 <li>
 Conduct Fire Protection studies during FEED and evaluate contractor outputs.
 </li>
 <li>
 Perform Formal Safety Assessments and review contractor results.
 </li>
 <li>
 Conduct or contribute to qualitative and quantitative risk assessments.
 </li>
 <li>
 Facilitate initial SIL assessments during FEED and participate in subsequent reviews.
 </li>
 <li>
 Define design requirements for safety systems during FEED and assess contractor&rsquo;s detailed design.
 </li>
 <li>
 Contribute to design safety reviews and studies including layout, EERA, ESSA, F&amp;G, dropped object analysis, and hazardous area classification.
 </li>
 <li>
 Provide design basis for active and passive fire protection during FEED and evaluate contractor designs.
 </li>
 <li>
 Identify Major Accident Hazard events and apply structured hazard management approaches to mitigate and reduce risks.
 </li>
 <li>
 Lead and manage a team of professional and technical personnel.
 </li>
 <li>
 Mentor graduate, design, and project engineers, technicians, and technical specialists.
 </li>
 <li>
 Conduct audits to ensure contractors develop, implement, and maintain project-specific Risk Management and HSE Plans.
 </li>
 <li>
 Monitor compliance with Worley and KOC specifications and standards, aligned with Kuwait&rsquo;s legislative requirements, and communicate updates to PMC, managers, and team members.
