Screen phone calls and personal visitors, respond to or route inquiries to the State Public Defender or appropriate staff. Provide a bridge for smooth communications with staff, statewide SPD offices and other state agencies to maintain credibility, trust, support and collaboration.</li><li>
Organize and maintain shared cloud-based filing systems and physical files. Prepare and proof forms, correspondence, presentations for accuracy, grammar, spelling and sentence structure. Process all incoming and outgoing mail.</li><li>
Coordinate and research travel for statewide meetings and nationwide conferences with members of the legal and judicial community, prepare and process vouchers of payment of travel and other expenses for the State Public Defender.</li><li>
Under the direction of the State Public Defender, process requests for new contracts, contract amendments, contract renewals and contract terminations. Verify Iowa licenses and attorney disciplinary history. Prepare documents for approval by the SPD, send out routine contracting correspondence and notices. Maintain accurate contract attorney records and files. Serve as a primary point of contact for phone, email and mail inquiries about the indigent defense contract attorney program.</li><li>
Maintain confidential supervisory files for all State Public Defender employees. Locate documents as requested by the State Public Defender and ensure necessary documents are delivered to the HR contact. Manage and track performance evaluations, including sending reminders to supervisors, forwarding completed evaluations to the State Public Defender for authorization and submitting to the HR contact. Provide recruitment support by tracking positions, preparing hiring approval documents, posting attorney job openings, setting up interviews, generating offer letters and processing rejection letters. Assist with new hire onboarding tasks and answering general HR inquiries from employees.</li><li>
Perform other duties as directed by the State Public Defender, including special projects that often are of a complex or sensitive nature.</li></ul><div><b>

<p>THE FEDERAL PUBLIC DEFENDER for the Western District of Texas is now accepting applications for the position of Capital Mitigation Specialist for the Capital Habeas Unit (CHU) in Austin, Texas. The CHU represents indigent, death-sentenced Texas prisoners in federal habeas corpus proceedings in the four United States District Courts in Texas, the United States Court of Appeals for the Fifth Circuit, and the United States Supreme Court.</p>
<p>Requirements. Applicants must have a bachelor's degree from an accredited college or university. An advanced or graduate degree in social work is strongly preferred. A degree in or related to a field such as anthropology, education, human development, journalism, psychology, sociology, or criminal justice is preferred. All candidates must be proficient with the use of a computer, with an emphasis in Word and other Windows-based applications and internet research. This position may require work on holidays, evenings, and weekends, as the nature of the cases require. Frequent and extended travel may also be required. Prior federal court litigation experience and Spanish-language fluency are preferred for this position. <p>Duties. The Capital Mitigation Specialist will perform tasks such as the following:</p>
<ul><li>Assist attorneys in coordinating and integrating evidence of a client's life history with the defense strategy in the guilt or innocence phase;</li></ul>
<ul><li>Conduct ongoing, exhaustive and independent investigation of every aspect of the client's character, life history, record, and any circumstances of the offense, or other factors, which may provide a basis for a sentence less than death;</li></ul>
<ul><li>Conduct multiple, in-person interviews in a culturally competent manner, with the client and relevant persons familiar with the client's life history, or family history or who would support a sentence less than death;</li></ul>
<ul><li>Provide attorneys with documentary evidence of the investigation using genealogies, social history reports, chronologies, and reports on other relevant subjects such as cultural, socioeconomic, environmental, racial, and religious issues in the client's life;</li></ul>
<ul><li>Assist attorneys in the selection and preparation of witnesses who will testify or consult with the defense team, including both experts and lay witnesses;</li></ul>
<ul><li>Write clearly and be able to present complex and interrelated concepts and ideas.</li></ul>
<ul><li>Gather and analyze documentary records of the client, family members, and other relevant third parties;</li></ul>
<ul><li>Assist attorneys in preparing and gathering demonstrative evidence;</li></ul>
<ul><li>Advise attorneys on appropriate mental experts;</li></ul>
<ul><li>Provide supervision, education, and training to interns and others; and</li></ul>
<ul><li>Perform all other tasks as assigned.</li></ul>
<p>Selection Criteria. The successful candidate will have a commitment to providing quality representation to indigent defendants and have a reputation for integrity. They will have a working knowledge of the criminal justice and correctional systems, mental health and other social services, and psychology and psychological testing. Excellent interviewing and writing skills are essential for the position, as is the ability to locate, obtain, review, analyze, and summarize relevant records. Successful applicants will be able to prioritize projects and work both independently and cooperatively with attorneys, investigators, and office staff as an essential member of the capital defense team at all stages of representation.</p>
<p>Salary and Benefits. The starting salary of a Capital Mitigation Specialist will be commensurate with the experience and quali-fications of the applicant, within a range of $76,777 (JSP-11, Step 1) to $129,311 (JSP-14, Step 1) per annum. The position is in the excepted service and does not carry the tenure rights of the competitive Civil Service. CPCS is the state agency in Massachusetts responsible for providing an attorney when the state or federal constitution or a state statute requires the appointment of an attorney for a person who cannot afford to retain one. The agency provides representation in criminal, delinquency, youthful offender, family regulation, guardianship, mental health, sexually dangerous person, and sex offender registry cases, as well as in appeals and post-conviction and post-judgment proceedings related to those matters.</p><div></div><p><br>
The clients we represent are diverse across every context imaginable and bring many unique cultural dimensions to the matters we address. OFFICE OVERVIEW</b></p><p></p><div><br>
The Public Defender Division Boston Office provides public defense services for Suffolk County. The Boston Trial Unit is conveniently located in the downtown area of Boston. It is accessible by MBTA subway and buses, Amtrak Commuter Rail, and ferry services. The Boston Trial Unit shares space with CPCS Administration, and other divisions and units on two floors of a modernized office building. Other amenities include restaurants, retail businesses, and historic landmarks.</div><p></p><div><b><br>
POSITION OVERVIEW</b></div><p></p><p><br>
The Social Services Advocate works as part of a multidisciplinary legal defense team to provide zealous advocacy to adult criminal defendants in order to achieve the best possible legal and life outcomes. As part of the defense team, SSAs works collaboratively with attorneys, investigators, support staff, retained experts, law students and other interns. Working with the attorney on the pending legal case, the SSA helps identify the social and clinical issues that preceded arrest and those that may result from court involvement. The SSA must adhere to the rules of confidentiality under the attorney-client relationship. SSAs work under the supervision of the Social Services Advocate Director, with administrative direction provided by the Attorney in Charge.</p><div></div><div><br>
The SSA&rsquo;s role includes bio-psychosocial interviewing and assessment, social history investigation, forensic case management, advocacy for clients within court, carceral, mental health, and social service systems, fostering family interactions and intervention, treatment and sentencing planning, report writing, testifying, and making direct connections between clients and programs. Social services intervention occurs at all stages of the court process, from the initial arraignment through resolution and post-conviction.</div>
Qualifications:
<p><b>
MINIMUM ENTRANCE REQUIREMENTS</b></p><ul><li>
Bachelor&rsquo;s degree in a social service field and one year of related experience, or an equivalent combination of skills, education, and experience;</li><li>
Must have access to insured, reliable and available transportation, and a valid MA driver&rsquo;s license; and,</li><li>
Access to home internet access sufficient to work remotely.</li></ul><p></p><p><b><br>
QUALIFICATIONS/ SKILLS</b></p><ul><li>
Experience working with individuals and families of diverse racial, ethnic, cultural, educational, and economic backgrounds;</li><li>
Knowledge of social, psychological, environmental, economic, legal, and medical factors that influence behavior;</li><li>
Understanding of social structures and institutional barriers that cause disparities, such as systemic racism and poverty;
</li><li>Culturally appropriate skills in client interviewing, assessment, case management, and treatment planning;</li><li>
Knowledge of public and private social services systems and resources;</li><li>
Demonstrated ability to communicate effectively and persuasively orally and in writing;</li><li>
Proven ability to work effectively independently and as part of a team;</li><li>
Ability to establish and maintain cooperative working relationships within the office and the service provider community;</li><li>
Ability to prioritize and manage multiple clients and responsibilities;
</li><li>Availability to work occasional evenings and weekends to meet with clients, bring clients to programs, attend meetings, conduct collateral interviews, and handle emergencies;</li><li>
Knowledge of defense practice, the criminal legal system, and/or corrections is a plus; and,</li><li>
Bilingual abilities are a plus.</li></ul><p><b>
A Master&rsquo;s Degree in Social Work, Psychology, or related field is strongly preferred.</b></p><p><b><br>

</li><li>Conducting both brief and in-depth interviews with clients respecting their individuality and with cultural humility to obtain client histories; connecting with and interviewing collateral contacts;</li><li>
Performing needs assessments, developing treatment or service plans, referring clients to service providers, and making direct connections between clients and programs;</li><li>
Gaining comprehensive knowledge of statewide and local programming and services, and working collaboratively with community-based services that support clients;</li><li>
Collaborating with defense counsel to develop defense strategies and dispositional options which demonstrate an understanding of the complexities of our clients&rsquo; whole lives;</li><li>
Preparing and presenting courtroom testimony to describe services and dispositional alternatives arranged for the client;</li><li>
Preparing detailed and persuasive written advocacy for sentencing and mitigation purposes;</li><li>
Advocating for clients in a client-directed practice to facilitate best possible outcomes; and,</li><li>
