Provide clinical leadership and oversight for residents served in Gulfstream Goodwill Industries' HUD-supported housing programs. The Clinical Supervisor is responsible for supervising clinical and case management staff, ensuring high-quality behavioral health and supportive services, developing and reviewing individualized continuum of care plans, supporting crisis intervention, promoting trauma-informed and recovery-oriented practices, and coordinating with internal and external partners to enhance housing stability, resident wellness, and independent living outcomes.</p><p><b>
ESSENTIAL FUNCTIONS:</b></p><ul><li>
Provide clinical supervision and guidance to case managers, social workers, interns, and other assigned staff to ensure quality service delivery and adherence to professional standards.</li><li>
Oversee assessment, service planning, and implementation of individualized plans of care for residents with mental health, behavioral health, substance use, and co-occurring disorders.</li><li>
Complete biopsychosocial assessments</li><li>
Review resident records, treatment documentation, and progress notes for accuracy, timeliness, clinical quality, and compliance with HUD, agency, contractual, and regulatory requirements.</li><li>
Support staff in conducting biopsychosocial assessments, risk assessments, safety planning, discharge planning, and referrals for psychiatric, medical, and community-based services.</li><li>
Respond to and support crises involving psychiatric instability, substance use relapse, behavioral escalation, self-harm risk, victimization, or other resident safety concerns.</li><li>
Promote trauma-informed care, harm reduction, motivational interviewing, person-centered planning, and other evidence-based practices that support engagement and housing retention.</li><li>
Monitor daily clinical operations within residential and supportive housing settings to ensure services are coordinated, responsive, and aligned with program goals and resident needs.</li><li>
Facilitate case consultations, staffing meetings, and interdisciplinary reviews to address barriers to housing stability, service engagement, medication adherence, and independent living skill development.</li><li>
Train, coach, and develop staff on behavioral health best practices, crisis intervention, de-escalation, documentation standards, boundaries, ethics, and culturally responsive care.</li><li>
Collaborate with landlords, property management, hospitals, detox and treatment providers, law enforcement, managed care partners, and community agencies to coordinate care and stabilize residents.</li><li>
Track clinical trends, high-risk cases, incidents, and service outcomes, and make recommendations for continuous quality improvement, program enhancement, and risk mitigation.</li><li>
Assist with audits, licensing, monitoring visits, corrective action plans, and reports required by funders and oversight entities.</li><li>
Maintain confidentiality and protect resident rights in accordance with HIPAA, HUD requirements, agency policy, and applicable federal and state laws.</li><li>
Support a safe, respectful, clean, and therapeutically supportive residential environment that fosters dignity, recovery, and self-sufficiency.</li><li>
Contribute to the mission of Goodwill by portraying a positive image of the organization and working within the limits of prescribed routines and established policies.</li><li>
May be required to complete home visits or carry a caseload to cover brief periods of staff absences.</li></ul><p>

Requirements:
<p>
KNOWLEDGE AND SKILLS:</p><ul><li>
Master's degree in Social Work, Counseling, Psychology, Marriage and Family Therapy, or a related behavioral health field required.</li><li>
Active Florida clinical licensure required, such as LCSW, LMHC, LMFT, or other appropriate unrestricted license.</li><li>
Minimum three (3) to five (5) years of progressively responsible experience in supportive housing, homelessness services, residential treatment, behavioral health, substance abuse treatment, or a related human services setting preferred.</li><li>
Demonstrated experience working with adults experiencing serious mental illness, substance use disorders, trauma histories, behavioral challenges, and co-occurring conditions required.</li><li>
Experience developing Continuum of Care Plans, conducting clinical assessments, supervising staff, and managing crisis intervention in community-based or residential environments required.</li><li>
Knowledge of HUD-supported housing principles, housing first practices, community resources, documentation requirements, and service coordination standards preferred.</li><li>
Strong leadership, communication, documentation, organization, and critical thinking skills, with the ability to engage a wide variety of people respectfully and professionally.</li><li>
Ability to interpret regulations, maintain accurate records, use sound clinical judgment, set priorities, and manage multiple responsibilities in a fast-paced environment.</li><li>
Proficient in Microsoft Word, Excel, Outlook, and electronic recordkeeping systems.</li></ul><p>

This position is the first clinical contact for children, youth and families seeking referral and access to intensive level behavioral health services. Utilize Clinical assessment and engagement skills to meet with child, youth and family in the home, hospital or other community settings to gather demographic, clinical/situation information and assess for service need and intensity.</li><li>
Complete behavioral health clinical assessment tools including the CANS Assessment.</li><li>
Demonstrate familiarity with DSM criteria for clinical mental health diagnoses and formulate a clinical diagnosis based on client background and presenting behavioral health issues and concerns.</li><li>
Engage the child and family during the referral session, assessing for immediate safety needs and concerns and ensuring clinical support for the safety of the child throughout the referral determination process.</li><li>
Gather information from medical, behavioral health and other community providers for children/youth referred to support assessment for and access to services.</li><li>
Using an Electronic Health Record, Provider One, verify Medicaid eligibility for services.</li><li>
For referrals meeting access to care criteria, assess acuity level for response and coordinate referral assignment with identified clinical manager/supervisor.</li><li>
Communicate referral dispositions to Medicaid and BHO funders and obtain pre-authorization for those meeting service criteria. For those referrals not meeting criteria, report disposition information to funder in monthly reports.</li><li>
For referrals not meeting criteria for services, assist referent in resolving presenting concern, e.g. makes referrals to community resources, utilizing motivational interviewing and solution focused principles to resolve issue(s).</li></ul><div><b>
Manage access to services</b></div><ul><li>
Support and facilitate referral access in the community: represent Family Behavioral Health Services in the community by community outreach and collaboration. Develop and maintain strong and active relationships with funders, Behavioral health and Medical providers, Children&rsquo;s Administration, Juvenile Justice, community organizations, and other referral sources.</li><li>
Maintain on-going clinical contact with children/youth meeting access criteria for services pending clinical assignment, ensure appropriate and timely coordination, collaboration and support for behavioral health supports.</li><li>
Maintain contact with referents (community medical and behavioral health professionals) so that if youth is not immediately assigned, they are informed of the clinical intake process and authorization and approval for services. .</li><li>
Demonstrate flexibility and organization to respond to urgent referral requests in the home and community as needed, including flexibility to meet family and community needs after 5pm and on weekends.
</li><li>Maintain knowledge of community behavioral health and other support services to ensure all referents are linked to helping resources in their local communities from service referral to eligibility determination and disposition.</li><li>
Complete clinical assessment/referral documentation as required by funders and Medicaid, tracking client enrollment and referral documentation in clinical dashboard as needed for system wide behavioral health outcome reports.</li></ul><div><b>

About the Position:</b></p><p>
Under the supervision of the IHB Team Lead (LPHA), designs, provides, and oversees intensive home and community based clinical services for identified clients using a trauma-competent, strengths-based, solution-focused, and systemic approach.</p><p><b>
A Typical Day as a Behavioral Health Intensive Home-Based Clinician:</b></p><ul><li>
Complete needed psychosocial, mental health, and functional behavioral assessments to determine treatment recommendations.</li><li>
Provide strengths-based, systemic, and trauma-competent individual, couple, family, and group therapy to assigned clients.</li><li>
Actively work toward obtaining licensure as LCSW, LMFT, or LCPC.</li><li>
Participate in all required and requested training and supervision processes established by the agency, program, and IHB Team Lead/clinical supervisor, including the initial training and orientation to the agency and the Counseling and Intensive Home-Based Programs.</li><li>
Keep current on all program policies and procedures, implementing them as stated in the Counseling and Intensive Home-Based Program Manuals and as directed by program leaders.</li><li>
Accurately record all clinical activity for billing/credit service purposes. Maintains all official client records by utilizing and completing all required agency administrative and program forms as per the Behavioral Health Program record keeping policy, including all service documentation in the agency's electronic record.</li><li>
Obtain insurance/Medicaid information, when appropriate, and set sliding fee scale rates for cases where this is appropriate.</li><li>
Interact with clinical supervisor and office therapists in intake and assignment of new cases.</li><li>
Meet for a minimum of one hour weekly, or as otherwise determined, with supervisor (IHB Team Lead), and attend group supervision meetings and staff meetings as directed. Prepare for supervision meetings as prescribed by supervisor.</li><li>
Meet direct service expectations, which includes billable services, such as direct client face-to-face clinical contact or client-specific staffings/child and family teams.</li><li>
Offer sessions and services in homes and natural settings, traveling as needed to provide services.</li></ul><p><b>
