Roles and Responsibilities:
<ul><li>Analyze complex business situations, identify the appropriate use of analytical tools, and demonstrate effective due diligence with the analytical processes.</li><li>
Investigate and resolve issues related to contract funding, invoicing, time charging, and overall financial management of programs</li><li>
Review and analyze various reimbursable and/or direct cite documents (MIPR, 1095,7600A/7600B) from initial set-up, extension requests to final close out.</li><li>
Analyze financial document components to include: Line of Accounting data, Appropriation(RDTE, OMA, PA, FMS) Fund type (Economy Act, Project Order), and Performance and Execution criteria (POP/Obligation) for accuracy and validity.</li><li>
Serve as a responsible party for the maintenance of Work Breakdown Structures with associated records within GFEBS and AICIS.</li><li>
Generate and research various status of funds reports detailing commitments, obligations, and disbursements, in relation to in-house government labor, credit card, and contract funding.</li><li>
Monitor directorate funds execution to ensure funds for assigned customer orders are billed and properly collected.</li></ul>

Job Summary

The purpose of a Budget Analyst is to perform complex budget preparation and analysis work. The class is responsible for assisting the Budget Officer in the coordination of budgetary activities, reviewing and analyzing department budgets and performance measures. POSITION SUMMARY:
Provide the highest level of quality and support for preparation, implementation and control of program budgeting process. DUTIES AND RESPONSIBILITIES:
1. Gathers data and prepares preliminary budgets including forecasts of expenditures and revenue.
2. Analyzes, evaluates and processes budget proposals from various programs.
3. Makes recommendations on budget allocations. Works with corporate office to maintain current allocations and chart of accounts.
4. Prepares and conducts budget presentations.
5. Consults with management staff on budget and budget narrative preparation, including modifications.
6. Compares actual to budgeted results at the end of each reporting period and reports on significant variances.
7. Updates the budget model as requested to account for significant changes in the funding environment.
8. Prepares reports. Coordinates with corporate staff to support completion of reports to funding source.
9. Monitors grant funding to ensure program compliance. Stay current on funding source regulations and grant requirements.
10. Reviews and analyzes monthly financial and statistical reports to assess the budget status of center/offices and overall programs. Develops, allocates and manages resources to maximize program effectiveness.
11. Reviews invoices for correct Program and General Ledger coding to assure accuracy of cost reporting.
12. Coordinates with staff when solicitation and review of bids are required. Ensure compliance with agency and funding source procurement requirements.

This Budget Analyst II position is located in the DPS Budget Office. This is a full time TIME-LIMITED position (40 hours per week) with State Benefits for a limited duration of time (with the potential to extend up to 36months).
