Responsibilities</b></h3><div><br>
Budget and Policy Analysts at DOB are typically involved in:</div><ul>
<li>Analyzing, developing, and implementing key aspects of the Financial Plan with a particular emphasis on reviewing and analyzing budget estimates and operating trends. Drafting recommendations and materials to guide decision-making, including articulating nuanced issues, illustrating trends and projections, and synthesizing data.</li>
<li>Managing the State&rsquo;s Financial Plan including tracking operational metrics, projecting and monitoring spending trends, , and working with counterparts to mitigate fiscal risks.</li>
<li>Providing support to examiners and agency staff in setting fiscal policy, determining appropriate funding mechanisms, transactional steps, and reporting methods.</li>

A Budget Analyst 3 will be responsible for preparing and overseeing budgets alongside the fiscal team. They will ensure that these budgets align with policies, regulations, and financial limitations, as well as monitor the budget performance, review reports, conduct financial analyses, and recommend adjustments as needed. This role would include presenting budget findings, analyze legislative proposals, and advise on resource allocation. Responsibilities:

The Budget and Acquisition Analyst will be responsible for developing, updating, and managing cost estimates throughout the acquisition lifecycle for PMS 340 programs using Navy-approved systems. The role requires analyzing cost, schedule, and technical data to provide accurate forecasts and risk assessments that support program decision-making. The individual will collaborate with NAVSEA stakeholders&mdash;including program managers, contracting officers, engineers, and logisticians&mdash;to integrate technical and programmatic data into comprehensive cost analyses. Additionally, the candidate will evaluate vendor proposals and provide objective cost assessments to inform contract negotiations and award decisions. The position involves preparing detailed documentation and presentations of cost estimates for various program reviews and milestone decisions. Sensitivity analyses and trade-off studies will be conducted to optimize cost alternatives for program initiatives. The candidate will ensure compliance with cost-estimating policies, instructions, and standards as defined by Navy acquisition requirements.</div>
Qualifications:

Data Networks, Inc (DNC), a subsidiary of ASRC Federal Holding Company, is currently recruiting for a Budget Analyst to support a federal government client located in Silver Spring, MD. The successful candidate will provide budget planning and execution support for a NESDIS OCFO. The candidate will be required to assist in creating and maintaining the spreadsheets, tools, forms, templates, and instructions to support various monthly and quarterly meetings. The candidate will be responsible for working with various branches to ensure that the new and existing financial processes are understood and implemented correctly. Integral to the role is the ability to analyze data to understand trends, forecast potential budget issues, and to plan and take corrective actions. The candidate will provide analyses, assessments, and recommendations relating to financial management activities, among other duties as assigned.

<b>The duties for this role include, but are not limited to:</b><br>
<ul>
<li>Oversee budget execution for a portfolio of NESDIS programs, assisting in the preparation and/or review of annual budget requests to the Department of Commerce (DOC), Office of Management and Budget (OMB), and Congress.</li>
<li>Provide project management over the execution and performance of NOAA/NESDIS funding, and well as other legislation as assigned.</li>
<li>Apply standard project management practices to track cost, schedule, and scope of the activities funded, utilizing Gantt charts, SmartSheets, and Excel.</li>
<li>Review and track performance of funds against major milestones</li>
<li>Review reports provided by the budget execution team to monitor funds within NESDIS, as well as funds transferred to NESDIS from other NOAA Line Offices</li>
<li>Collaborate with NESDIS program offices to inquire about the timing and execution of funding.</li>
<li>Become adept at pulling reports from the NOAA financial systems, including the Enterprise Business Solution (EBS) and the Financial Management Data System (FMDS)</li>
<li>Summarize quantitative data for monthly commitment, obligation, and contract status reports as well as a variety of complex payment reports</li>
</ul>
<b>Essential Skills:</b><br>
<ul>
<li>Experience with Oracle based financial systems.</li>
<li>Understanding of the federal budget process.</li>
<li>Ability to transform data and findings into concise, user-friendly spreadsheets and into PowerPoint presentations.</li>
<li>Excellent oral presentation skills with the ability to brief findings and materials to management.</li>
<li>Ability to communicate effectively in group meetings, knowing when to speak up versus deferring to management</li>
<li>Work proactively to anticipate management’s questions and meet their needs before being asked</li>
<li>Sift through large amounts of data and reports to find answers to management’s questions in a timely manner</li>
<li>Strong interpersonal skills, including customer service skills, to properly manage customer expectations and respond to customer requests</li>
<li>Knowing when to ask for help to be able to meet assigned deadlines</li>
</ul>
<b>Qualifications:</b><br>

<li>Bachelor’s Degree plus 8-10 years of experience in budget supporting a government agency or equivalent</li>
