<p><b>Mid-Level Building Inspector</b></p>
<p><b>SUMMARY</b>: Dawson is currently seeking a qualified Mid-Level Building Inspector, to assist the 99th Readiness Division (RD). The Mid-Level Building Inspector shall assist the 99th RD DPW with engineering evaluations and technical project support required to assist the 99th RD to perform Sustainment, Restoration, and Moderation projects within the 99th RD area of operations. The Contractor shall assist in the following SRM areas: Installation Status Reporting, maintenance and repair project design, data entry into Army databases of record, Facility Equipment and Maintenance System (FEMS), BUILDER, PAVER, ROOFER, documenting facility condition and utilization, and providing technical evaluations of current facilities, and assist with the execution and implementation of a multi-faceted, comprehensive environmental base operations and sustainment program to ensure the buildings and grounds are properly monitored and maintained to meet the functional, appearance, safety, security and environmental standards.</p>
<p><b>DUTIES AND RESPONSIBILITIES: Responsible for the facility and property management of five 99</b><b>th</b><b> DPW sites in the Fort Totten location.</b></p>
<ul><li>Weekly facility inspections, checklists and reporting</li>
<li>Monitor physical and functional condition of building systems</li>
<li>Identify and report deficiencies</li>
<li>Initiation of work order requests and criteria/objectives for maintenance and repair, input into CSS and/or other Army databases of record</li>
<li>Coordinate and participate in occupational health and safety inspections</li>
<li>Participate in arms room inspections</li>
<li>Prepare, review and submit energy efficiency and sustainable practices/recommendations</li>
<li>Promote energy conservation and awareness</li>
<li>Develop quality assurance program and implement</li>
<li>Provide quality assurance inspection and oversight for maintenance and repair and document as required</li>
<li>Monitor facility systems</li>
<li>Assist 99th RD DPW implement corrective actions, repair and maintenance</li>
<li>Maintain environmental compliance</li>
<li>Ensure proper storage, usage and disposal and associated documentation of hazardous materials and hazardous waste</li>
<li>Monitoring and inspect life safety, physical security and fire prevention requirements. Address deficiencies if required</li>
<li>Respond to all information requests</li>
<li>Attend Project Review Boards as requested</li>
<li>Coordinate and liaison with facility coordinator, tenants, Center Commander</li>
<li>Documentation, Checklists and Reports</li>
</ul>

<p><b>SUPERVISORY RESPONSIBILITIES</b>: This job has no supervisory responsibilities.</p>
<p><b>QUALIFICATIONS:</b></p>
<ul><li>Mid-Level Building Inspector contractor must possess a minimum of a four-year degree from accredited university in engineering, or a two-year technical trade degree in engineering, or equivalent professional training and related work experience.</li>
<li>Ability to work independently with little to no supervision.</li>
<li>Proficiency with Microsoft Office Suite is essential.</li>
<li>Current favorable National Agency Check with Inquiry.</li>
</ul>
<p>(NACI), in accordance with AR 380- 67</p>
<ul><li>Valid Driver&rsquo;s License, with ability to operate government provided vehicle</li>
<li>Excellent interpersonal skills.</li>

The Internal Construction Inspector plays a critical role within the Facilities Operations organization by ensuring that Capital Improvement projects executed by General Contractors (GCs), administered by Project Implementation team meet the highest standards of quality, adherence to specifications, and constructability. This position serves as the primary liaison between the Project Implementation Team and Facilities Operations, ensuring seamless transition and optimal long-term maintainability of newly constructed or renovated facilities. The Inspector will proactively identify potential issues before construction via 30/60/90 Design Reviews and during construction that could impact future maintenance activities, ensuring the Facilities Operations team is set up for success upon project completion and acceptance.<br>

<b>Design Review and Constructability Input:</b><ul><li>
Participate in 30%, 60%, and 90% design review meetings for upcoming capital projects.<ul><li>
Provide valuable input and feedback from a constructability, maintainability, and operational perspective, anticipating potential challenges during construction and identifying opportunities to optimize long-term facility performance.</li><li>
Review design documents (drawings, specifications, narratives) for clarity, completeness, code compliance, and alignment with FO team needs and standards.</li><li>
Highlight potential issues related to access for maintenance, equipment placement, material selection, system integration, and future expansion or modification.</li><li>

Construction Oversight &amp; Quality Assurance</b>:<ul><li>
Conduct regular on-site inspections of capital projects performed by GCs, verifying adherence to approved plans, specifications, codes, and industry best practices.</li><li>
Monitor the quality of materials, workmanship, and installation for all trades, including but not limited to structural, architectural, mechanical (HVAC, plumbing), electrical, fire life safety, and civil works.</li><li>
Identify and document, via Procore, any deviations, deficiencies, or non-conformances, and collaborates with the GC via Project Managers to ensure timely and effective corrective actions.</li><li>
Witness and verify critical installations, testing, and commissioning activities (e.g., pressure tests, equipment start-ups, functional performance tests).</li><li>
Review and approve materials submittals, shop drawings, and RFI responses for compliance with design intent and maintainability.</li></ul></li><li><b>
Maintainability &amp; Operational Readiness Focus:</b><ul><li>
Act as the primary advocate for the FO team's interests throughout the project lifecycle.</li><li>

Provide feedback to FO Maintenance Team and Project Implementation Team on design and construction details that could lead to maintenance challenges or increased life-cycle costs.</li><li>
Ensure proper accessibility for future maintenance, clear labeling of equipment and systems, and accurate as-built documentation that supports the FO team.</li><li>
Participate in punch list development and walkthroughs, ensuring all deficiencies are addressed prior to project closeout and turnover to FO.</li></ul></li><li><b>
Documentation &amp; Reporting:</b><ul><li>

Provide regular updates to the Project Implementation team and FO leadership on project status, risks, and notable findings.</li><li>

Foster strong working relationships with GCs, subcontractors, project managers, engineers, and internal FO staff.</li><li>
