The Senior Buyer is responsible for delivering end-to-end procurement activities within the Oil &amp; Gas EPC environment in Saudi Arabia, ensuring the timely, compliant, and cost-effective sourcing of engineered equipment, bulk materials, and subcontracted services. The role supports major EPC projects by aligning procurement execution with project schedules, technical specifications, and client requirements.</p><p>
Operating within an ORACLE ERP environment, the Senior Buyer plays a key role in driving procurement efficiency, maintaining data integrity, and ensuring full visibility across the procure-to-pay cycle. The position requires strong engagement with engineering, project management, construction teams, and suppliers to mitigate risks, optimize costs, and ensure successful project delivery.</p><b>
Details / Responsibilities</b><ul><li>
Execute procurement activities for <b>EPC projects</b>, including sourcing of engineered equipment, long-lead items, bulk materials, and subcontract services</li><li>
Process and manage purchase requisitions, RFQs, bid evaluations, and purchase orders using <b>ORACLE ERP (Fusion/EBS)</b></li><li>
Lead technical and commercial evaluation of bids in coordination with engineering and project teams</li><li>
Conduct supplier identification, prequalification, and ongoing performance evaluation, with a focus on approved vendor lists (AVL)</li><li>
Negotiate pricing, delivery terms, Incoterms, and contractual conditions to achieve optimal project outcomes</li><li>
Ensure procurement aligns with <b>project schedules</b>, expediting critical items to meet construction milestones</li><li>
Manage post-award activities including expediting, vendor document review coordination, inspections, logistics, and delivery follow-ups</li><li>
Ensure compliance with <b>Saudi Aramco / major operator standards</b>, local content (IKTVA), and company procurement policies</li><li>
Monitor supplier performance and resolve commercial or delivery issues proactively</li><li>
Generate procurement reports from ORACLE ERP, tracking KPIs such as cost savings, on-time delivery, and commitment values</li><li>
Identify and implement <b>cost reduction and value engineering opportunities</b></li><li>
Support risk management activities, including identifying supply chain constraints and developing mitigation strategies</li><li>
Provide mentorship to junior buyers and contribute to procurement process improvements</li><li>
Collaborate with logistics, contracts, quality, and construction teams to ensure seamless supply chain execution</li></ul><b>
Qualifications</b><ul><li>
Bachelor&rsquo;s degree in <b>Supply Chain, Engineering, Business Administration</b>, or related field</li><li>
Professional certification (e.g., <b>CIPS</b>) is strongly preferred</li><li><b>
8&ndash;12+ years of procurement experience</b>, with significant exposure to <b>Oil &amp; Gas EPC projects</b></li><li>
Proven experience in <b>Saudi Arabia (KSA)</b>, with knowledge of local regulations, Saudization, and supplier landscape</li><li>
Strong experience in procuring <b>engineered equipment (e.g., pumps, valves, compressors), bulk materials, and EPC subcontracting</b></li><li>
Hands-on expertise in <b>ORACLE ERP &amp; AVEVA ERM systems (Oracle Fusion or EBS)</b>, particularly procurement and P2P modules</li><li>
Strong understanding of <b>project procurement lifecycle</b>, including long-lead item management and expediting</li><li>
Familiarity with <b>international standards and major client requirements</b> (e.g., Saudi Aramco, SABIC)</li><li>
Solid experience in supplier negotiations, contract administration, and claims handling</li><li>
Strong analytical and reporting skills with the ability to leverage ERP data for decision-making</li><li>
Excellent stakeholder management and communication skills in a multi-disciplinary project environment</li><li>
