<div><div>This is a merit hire position. The starting pay rate for this position is $23.77. This position is covered by a Collective Bargaining Agreement. Dauphin County Children &amp; Youth Services is currently accepting applications for a full-time position of Caseworker 2. The Caseworker 2 performs social service casework and case management for children, adolescents and their families by conducting interviews, assessing needs, and case planning. He/she establishes and maintains associated confidential records and collaborates with legal staff in judicial and quasi-judicial proceedings pursuant to clients&rsquo; well-being. The Caseworker 2 may make task assignments to a Social Service Aide and reports directly to the Caseworker Supervisor.</div> 
Minimum Education, Experience, and Training Requirements:<ul><li><div> 
Six months of experience as a CYS Caseworker 1.</div></li></ul><ul><li><div> 
Or successful completion of the Social Casework Intern program.</div></li></ul><ul><li><div> 
Or a bachelor's degree with a social welfare or Social Work major.</div></li></ul><ul><li><div> 
Or a bachelor's degree which includes or is supplemented by 12 college credits in sociology, social welfare, social work, psychology, gerontology, criminal justice, or other related social sciences, and one year of professional social casework experience in a public or private social services agency.</div></li></ul> 
Other Requirements:
At the time of hire, a valid driver&rsquo;s license and positive driving record, a favorable criminal background check, child abuse and FBI clearances, as well as favorable references are required. The applicant must provide proof of a valid Pennsylvania driver&rsquo;s license within 60 days from the date of hire. An alternative form of identification will be accepted if you are not eligible to receive a Pennsylvania driver&rsquo;s license under 67 PA. Code &sect; 83 and driving is not an essential function of the position.

Basic Purpose
Positions within this job family are assigned responsibilities involving providing routine social casework in the classification and assignment of offenders committed to a correctional institution or advanced social casework pertaining to the re-entry of offenders into the community. 
Typical Functions<ul><li>Uses interview techniques and assessment instruments to determine the offender&rsquo;s security risks and programmatic needs; prepares case history reports and recommends program assignments.</li><li>Reviews work and conduct records of all assigned offenders to determine progress or necessity of changing assignments or security classification; serves as a member of the classification unit for an assigned caseload.</li><li>Advises offenders on personal problems, employment resources, vocational skills, educational and training needs, family problems and institutional adjustment.</li><li>Delivers programs to offenders which are designed to assist in a successful re-entry into the community following release from incarceration.</li><li>Assists with, or prepares reports such as parole summaries or court ordered presentence investigations.</li><li>Receives and takes necessary action on incoming and outgoing mail to or from assigned offenders.</li><li>Develops, monitors, and amends offender transition plans in line with re-entry programs and services.</li><li>Establishes collaborative network with relevant partners to provide support, pre and post release services for offenders which involve family members and community resources and social service agencies.</li></ul> 
Level Descriptors 
Level I:
This is the basic level where incumbents perform entry-level routine case management work, under close supervision, involving classification and assignment of offenders committed to a correctional institution. 
Level II:
This is the career level where incumbents perform a full range of case management tasks involving the classification and assignment of offenders committed to a correctional institution. Incumbents at this level are responsible for overseeing difficult advanced classification and counseling cases. 
Level III:
This is the specialist level where incumbents are responsible for providing programs such as substance abuse treatment, cognitive behavior and sex offender treatment; and offender re-entry case management functions to include; coordination of strategic social casework; classification; development of transitional/intervention plans; conducting and analyzing offender assessments; developing family and community collaborative support teams, and providing service referrals and follow-up. 
Education and Experience 
Level I:
Education and Experience requirements at this level consist of a bachelor's degree from an accredited college or university; or an equivalent combination of education and experience, substituting one year of experience in a correctional facility in a position which requires direct contact with inmates for each thirty semester hours of the required education. 
Level II:
Education and Experience requirements at this level consist of a bachelor&rsquo;s degree and two years of correctional records management or social casework which involved the classification and assignment, field supervision, apprehension or investigation of offenders, or as a chief of security in a community corrections center, or in a professional administrative position with responsibilities for maintaining inmate records, establishing procedures or serving as an assistant to a warden. Substitution of a master&rsquo;s degree for one year only of the required specialized experience; or an equivalent combination of education and experience substituting one year of the experience in a correctional facility in a position which requires direct contact with inmates for each thirty hours of the required education. 
Note: No substitution will be allowed for the required period of qualifying specialized experience described in levels, II, III, and IV.

Job Duties

Position provides comprehensive case management services by ensuring all relevant classification paperwork is timely, accurate and complete. Ensures inmates are appropriately employed during their incarceration. The position focuses on adult inmate release planning and performing case management/counseling which includes classification. Promotes the development of self and staff through providing training. Acts as a role model by providing guidance/direction for inmates in a correctional facility, which enhances facility security and promotes long-term pro-social behaviors.

Minimum Qualifications

Experience in counseling, rehabilitation, or casework management. Experience facilitating rehabilitative programs. Experience preparing reports. Working knowledge of principles and practices of counseling, of casework and treatment methods, of behavior modification, various intervention techniques and inmate restoration rehabilitation. Demonstrated ability to counsel and interact with inmates to develop, implement, and follow through on treatment plans and to communicate effectively both verbally and in writing. Proficiency in Microsoft Office Suite.

Additional Considerations

Advance knowledge in Social Services, Counseling, Criminal Justice or other areas related to human services or equivalent combination of training and experience. Previous experience working in adult counseling or corrections. Working knowledge of Microsoft Office (Outlook, Word, and Excel). Certification in a specialized area, such as Certified Substance Abuse Counselor, CSAC, Certified Sex Offender Treatment Provider, CSOTP. Bi-lingual candidates are encouraged to apply. Responsibilities - What you&rsquo;ll do
<ul><li>Establish and maintain collaborative relationships with partnering agencies who serve children and families;</li>
<li>Assist families to attain and maintain stability through appropriate casework, home management or referral for more skilled counseling treatment;</li>
<li>Interacts with law enforcement and juvenile officers, other public officials, and community organizations regarding family and children issues;</li>
<li>Represent Children&rsquo;s Division during court hearings and other meetings related to case work.
</li><li>Respond to the needs of children in their homes and throughout the community, providing transportation, if needed.</li>
<li>All other duties as assigned.
</li></ul>Qualifications - All you need for success
<ul><li>Associate Social Services Specialist:
A High School Diploma or High School Equivalent and Four or more years of professional experience with a public or private agency in the delivery of protective services, including casework/case management in: investigation of abuse or neglect; coordination of foster care, adoptions, and family centered services; treatment/rehabilitation; and/or providing in-home family crisis intervention services, and possession of a valid vehicle operator&rsquo;s license. OR
A Bachelor&rsquo;s degree from an accredited college or university, preferably a degree in Social Work or comparable human services field. (Substitutions allowed)</li>
<li>Social Services Specialist (II):
A High School Diploma or High School Equivalent and Five or more years of professional experience with a public or private agency in the delivery of protective services, including casework/case management in: investigation of abuse or neglect; coordination of foster care, adoptions, and family centered services; treatment/rehabilitation; and/or providing in-home family crisis intervention services, and possession of a valid vehicle operator&rsquo;s license. OR
A Bachelor&rsquo;s degree from an accredited college or university, preferably a degree in Social Work or comparable human services field (Substitutions allowed); and, One or more years of professional experience with a public or private agency in the delivery of protective services, including casework/case management in: investigation of abuse or neglect; coordination of foster care, adoptions, and family centered services; treatment/rehabilitation; and/or providing in-home family crisis intervention services, and possession of a valid vehicle operator&rsquo;s license.</li>
<li>Social Services Specialist (III):
A High School Diploma or High School Equivalent and Six or more years of professional experience with a public or private agency in the delivery of protective services, including casework/case management in: investigation of abuse or neglect; coordination of foster care, adoptions, and family centered services; treatment/rehabilitation; and/or providing in-home family crisis intervention services, and possession of a valid vehicle operator&rsquo;s license. OR
A Bachelor&rsquo;s degree from an accredited college or university, preferably a degree in Social Work or comparable human services field (Substitutions allowed); and, Two or more years of professional experience with a public or private agency in the delivery of protective services, including casework/case management in: investigation of abuse or neglect; coordination of foster care, adoptions, and family centered services; treatment/rehabilitation; and/or providing in-home family crisis intervention services, and possession of a valid vehicle operator&rsquo;s license.
(A combination of earned credit hours from an accredited college or university in the preferred fields such as social work, family and child development, special education, psychology, sociology, or related behavioral sciences and experience described may substitute for the stated qualifications. 30 credit hours are equivalent to 1 year of experience. Professional experience as described must be of a substantial period of time (over 50% of time)).</li>

Preferred Qualifications:
<ul><li>Ability to work a combination evening/weekend shift
</li><li>Excellent problem-solving and time management skills</li>
<li>Excellent oral, written and interpersonal communication skills</li>
<li>Availability to be in the &ldquo;on call&rdquo; rotation one weekend a month.</li>
<li>Ability to travel throughout the State of Missouri as needed</li>
