Key Responsibilities 
 DCFS Caseworkers and Social Service Workers strive to keep children with their own families whenever safely possible by assessing their and their families' needs, getting them connected to available resources, and conducting in-home services of appropriate intensity and duration. They work to reunify children who have been removed from their homes whenever possible or find enduring safety and permanency for them through alternative options. To accomplish this, caseworkers work closely with the subject matter experts, are provided with regular professional supervision, and complete DCFS Practice Model Training while performing the following tasks:<ul><li>
Investigating reports of abuse, exploitation, and/or neglect; assessing safety, risk, strengths, and barriers and determining appropriate actions governing a family's situation.</li><li>
Working with families to create plans for children&rsquo;s safety and for ongoing services.</li><li>
Coordinating and referring services to children and families offered by community resources, placement providers, collateral agencies, the courts, and community partners.</li><li>
Supervising visits between parents and children to ensure safety.</li><li>
Conducting in-home visits to assess safety and track progress.</li><li>
Facilitating Child and Family Team Meetings with the family, their formal and informal supports.</li><li>
Testifying in court hearings regarding actions, findings, procedures, and protocols.</li><li>
Preparing detailed case documentation that includes: intake records, investigation summaries, assessments of safety, risk and family functioning; service plans, court reports, case history and activity logs.</li><li>
May include performing 24-hour-on-call services as needed under supervisor's direction. 24-hour on-call service assignments may be based on, and subject to, geographic employment location and/or agency demand.

Qualifications<ul><li> 
Previous or current employment with the DHHS; working with residential youth or adults participating in programs related to domestic violence, abuse, or homelessness; working in a domestic violence or homeless shelter, or with any agency providing mental or behavioral health services; any public or private school in an educational or social work-related role; foster or kinship provider, contracted DHHS service provider, or other fields closely related to child welfare), or a combination of experience and education to equal four years.</li><li>
If work experience was not full-time, the equivalent must be calculated in comparison to full-time. For example, two years of half-time work would be equivalent to one year of full-time work.</li></ul>
Caseworker I: Pay $23.60:<ul><li>
Understands human development across the lifespan, and resources in the community, and has the ability to provide support and interventions in a culturally responsive way.</li><li>
Is adept at interacting professionally with all levels of management while managing a diversified workload and challenging situations.</li><li>
Deals with people in a manner which shows sensitivity, tact, and professionalism.</li><li>
Communicates effectively, clearly, and concisely verbally and in writing.</li><li>
Has four years of full-time education OR professional work experience related to working with children, parents, and/or families, OR a combination of education and professional work experience.</li><li>
Possesses a current valid driver's license.</li></ul>
Social Service Worker: Pay $26.21:<ul><li>
Holds an SSW or higher or higher licensure in good standing (required by statute UCA58-60-103).</li><li>
Understands human development across the lifespan, and resources in the community, and has the ability to provide support and interventions in a culturally responsive way.</li><li>
Is adept at interacting professionally with all levels of management while managing a diversified workload and challenging situations.</li><li>
Deals with people in a manner which shows sensitivity, tact, and professionalism.</li><li>
Communicates effectively, clearly, and concisely verbally and in writing.</li><li>
Has four years of professional work experience related to working with children, parents, and/or families or a combination of education and experience to equal four years.</li><li>
Possesses a current valid driver's license.</li></ul>

A bachelor's degree which includes or is supplemented by successful completion of 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences; or</li><li>
Any equivalent combination of experience and training which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences and one year of experience as a County Social Services Aide 3 or in a similar position performing paraprofessional case management functions.</li><li>

<li>Responsible to identify with each individual and document in the Community Service plan the precipitants leading to exacerbation of his mental illness. Caseworker will help person plan strategies to avoid these factors, should the individual choose to do so. Collaterals and clinical material may be consulted to insure that circumstances which have led to past hospitalizations are understood and re-hospitalization can be avoided.</li>
<li>Responsible to establish and maintain contact with each consumer&rsquo;s family and friends in order to enhance his/her social support network, as long as the individual agrees that such contact may occur.</li>
<li>Responsible to assist each individual in identifying activities, which would increase his marketable skills or enhance his vocational or educational status.</li>
<li>Responsible to maintain face-to-face and telephone contact with assigned consumers and collaterals, preferable weekly intervals between consumer contacts must not exceed two weeks.</li>
<li>Responsible to spend 70% of working hours in contact with assigned persons and collaterals, including travel time.</li>
<li>Responsible to spend at least 50% of working hours outside of the office.
</li><li>Responsible to spend no more than 25% of working hours attending meetings and completing paperwork.</li>
<li>Responsible to develop an Intensive Case Management record for each assigned person using prescribed OMH forms, documenting activities, progress and outcome. Level of functioning must be documented quarterly.</li>
<li>Responsible to participate in individual and group supervision as scheduled. Responsible to meet with consultant psychologist once monthly for group supervision.</li>
<li>Responsible to attend training opportunities designated by OMH for Intensive Case Managers and other training as directed by the County Programs.</li>
<li>Responsible to participate with County Administrative Staff in the development of the County Plan, specifically in identifying unmet consumer needs and suggestive modifications to existing services.

Why does the job exist?
 
Child Protective Services Case Workers make decisions regarding the safety of a child or vulnerable adult, whether to forward referrals to local field offices for investigation or refer a family who has been in an abuse/neglect situation to supportive services. The Case Worker initiates CPS investigations and conducts case management of Child Protective Services investigations cases (family services and legal) consistent with policy and procedures so as to permit the attainment of federal standards and performance-based budget measures - assigned investigations per month or a combination of investigations and permanency cases which are of equal weight. The Case Worker assesses the safety of children alleged to be maltreated and ensures that the appropriate safety decision is made, and that services are provided to parents and children to mitigate identified safety threats. On a rotating basis, provides after-hours response to CPS emergencies. CPS Case Workers coordinate assessments and permanency plans for children in the custody of the Children, Youth and Families Department (CYFD) to promote child safety, permanency, and well-being. The Case Worker completes licensing requirements on a timely basis and in accordance with CYFD guidelines to have an effective community relationship with clients and vendors. Make decisions regarding granting licensure to foster families, approving adoptive families, matching available children with approved families, and placing children accordingly.
 How does it get done?
 
The following describes what the duties for each service area:
 
Investigations:Responsibilities are as follows but not limited to: 
Initiate CPS investigations in accordance to assigned priority, assessing the safety of and risk to children of the family who are the subject of a CPS referral; on a rotating basis, provide after-hours response to CPS emergencies. Conduct investigations by completing the safety assessment tool, conducting interviews of involved parties, notifying family of investigation decision, disposition and rights to an administrative review. Provide quality practice in the completion of CPS investigations and continuous protective services in accordance with the Protective Services Division policies and procedures.
 
Permanency:Responsibilities are as follows but not limited to: 
Provide permanency planning services for children served by the agency to promote the safety and permanency of children by conducting ongoing assessments to determine child safety, permanency, and well-being. On a rotating basis, provide after-hours response to emergencies. For assigned cases, conduct ongoing case activities to collect information necessary to create appropriate plans to provide safety, timely permanency and enhanced well-being for children. Provide case management services for children served by the agency. Provide quality services to children served by the agency and assume limited administrative responsibility for unit and other duties as assigned to achieve agency mission by working with management to identify positive practice issues, areas needing improvement, and participating in local reviews.
 
Licensing and Support:Responsibilities are as follows but not limited to: 
The Licensing and Support worker assesses, and licenses foster homes in a manner that is consistent with Protective Services Division policies and procedures. They conduct ongoing case activities for maintenance and retention of licensed families that promotes family focused and child centered practice. They provide pre and post placement services to pre-adoptive families in accordance with Protective Services Division practice model.
 
All case workers will complete FACTS documentation on providers as per policy and procedure.
 Minimum Qualification
 
Bachelor's degree in social work, education, counseling, psychology, sociology, criminal justice or family studies from an accredited college/university and two (2) years of any combination of experience including working with communities on health or social service related matters, social work/case management experience, behavioral health, and/or health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
 Employment Requirements
 
Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.
 Working Conditions
 
Work is performed in an office setting: late hours, weekends, on-call and callback work may be required. Will be exposed to regular periods of video display terminal and keyboard usage and stressful situations. Travel may be required. Possible exposure to irate clientele. Incumbent will work under stress and frequent time constraints. Incumbent will be required to furnish a personal vehicle for carrying out assignments which may include transporting clients including children. Must have own mode of transportation.
