Shall use, maintain, and update a Sustainment Management System (SMS), currently BUILDER, capable of batch filing and producing reports that meet the requirements of this PWS. BUILDER is a web-based software application to help civil engineers, technicians, and managers decide when, where, and how to best maintain building infrastructure. The candidate shall manage and administer functions of the BUILDER SMS database to ensure optimum access and usage of the database, and to ensure the accuracy, integrity, and currency of the data. The candidate shall input and provide quality assurance of all necessary database entries in conjunction with other squadron flights.</div>
Responsibilities:
<ul><li>Shall provide and maintain asset visibility of all facilities at the facility level and at the three subordinate levels (below facility level) through the detailed inventory of the facility systems, components, and component-sections that comprise each facility. Shall maintain, update, and create detailed inventory data on all Type B, S, and LS facilities.</li><li>
Shall oversee the facility inventory of BUILDER and makes updates to reflect accurate information.Complete effective and efficient preventive maintenance to include, coil cleaning, filter changes, V-Belt replacement, bearing lubrication, regular adjustments, and operational inspections IAW manufacturer&rsquo;s specifications and applicable codes and regulations outlined in this PWS</li><li>
Shall include all installation real property installed equipment (RPIE) in the BUILDER database. Responsible for following and implementing work prioritization requirements within provided timelines using automated management systems for all work orders.</li><li>
Shall maintain the SMS BUILDER facility inventory 100% in synchronization with the Air Force Accountable Property System of Record (APSR), NexGen IT.</li><li>
Shall provide condition assessment capability for all 14 facility systems and shall ensure the capability to assess the seven (7) critical systems is available during all normal duty hours.</li><li>
Shall identify and correct data quality problems on a recurring basis.</li><li>
Shall run both a QA-15A (Facility Quality Report) and QA-15B (Section Quality Report) to identify potential data quality problems in the BUILDER data.</li><li>
Shall develop both short term (1-2 years) and long term (3 years or more) future requirements using the BUILDER requirement forecasting capabilities of work planning and scenarios.</li><li>
Shall maintain data entry quality and accuracy standards based on AF policy, the SMS Playbook, and related technical guidance.</li><li>
Shall train personnel on data entry standards (e.g., asset type, type of component, prioritization, asset coding, maintenance performed, failure descriptions, direct inspections, asset images, component subtype selection, and similar data). Maintain an active roster of trained data stewards representing each contract shop.</li><li>
Responsible for following a comprehensive safety program in compliance with Vectrus, OSHA and United States Air Force (USAF) requirements.</li><li>
Responsible for maintaining a safe, clean, sanitary, healthy, presentable, professional atmosphere, free of dust, clutter and trash in all working facilities and areas.</li><li>

<p><b>Required Skills and Experience:</b></p>
<ul><li>Diploma in Instrumentation Technology from a recognized institution.</li></ul>
<ul><li>At least 10 years of &ldquo;Hands on&rdquo; experience in on-site Maintenance support of large-scale petrochemical</li></ul>
<p>installations or similar industries.</p>
<ul><li>Extensive experience on Electronic Filed Instrumentation such as transmitters, control valves, vibration</li></ul>
<p>transducers, on line analyzers, flow metering systems etc.</p>
<ul><li>Experience on Honeywell and Rosemount SMART transducers, Valtek Control Valves, Bently Nevada</li></ul>
<p>vibration monitoring systems, ABB gas chromatographs will be considered an added advantage.</p>
<ul><li>Experience on Honeywell DCS, Triconix ESD system and Modicon /Hima PLCS is preferable.</li></ul>
<ul><li>Well versed with Hazardous Area classification and selection of equipment.</li></ul>
<ul><li>Should be capable of developing PM plans/Check Lists and Job instructions in the assigned areas.</li></ul>
<ul><li>A working knowledge of DCS/PLCS is a must.</li></ul>
<ul><li>Previous experience on Spares management would be an additional plus.</li></ul>
<ul><li>Hands on experience on Maintenance Management System such as SAP or Maximo are required.</li></ul>
<ul><li>Should be a computer literate and capable of working independently with Microsoft Office.</li></ul>
<ul><li>Familiarity with National and International codes and standards.</li></ul>
<ul><li>Should be capable of supervising contractor manpower during project execution.</li></ul>
