The Learning Center Manager performs professional supervisory work involved with the overall operations of the Learning Center. The responsibilities include providing instructional assistance for all courses and overseeing all areas of the Center including the tutorial labs, computer labs, information counter, and all Learning Center programs. Special emphasis is given to networking and collaborating with faculty for development of Center initiatives that assist students in ESL, transfer courses, and certificate programs. This position provides appropriate delivery of orientations, tours, workshops, tutoring, conversation circles, group study, specialized internet tutorial links, assessment and evaluation. The position is also responsible for overseeing functions pertaining to the maintenance of the budget for instructional support programs throughout the fiscal year. Koniag Professional Services, a Koniag Government Services company, seeks a Knowledge Center Manager to manage, curate, organize, preserve, and disseminate specialized health information resources related to minority health, health disparities, health equity, cultural competency, and related public health topics. The position supports the mission of the U.S. Department of Health and Human Services (HHS), Office of Minority Health (OMH), by ensuring that researchers, policymakers, healthcare professionals, community organizations, and the public have timely access to authoritative and evidence-based information.

 The Knowledge Center Manager oversees the U.S. government’s largest digital library collection on minority health topics. The web-based Knowledge Center provides expert research, reference, literature review, curation, cataloging, and information management services that support OMH initiatives, communications, policy development, and evidence-based decision-making. The position also manages library subscriptions, maintains vendor relationships, supports records management and copyright compliance, and contributes to outreach and technical assistance activities.
 The position operates within a federally regulated environment and requires adherence to federal records management, accessibility, privacy, information security, and plain language requirements.
 
Responsibilities: 
<ul>
<li>Maintain and manage a comprehensive specialty digital and physical library collection focused on topics relevant to minority health: Health disparities, Health equity, Cultural competency, Access to healthcare, Chronic disease prevention and management</li>
<li>Conduct complex literature searches using online databases, library catalogs, federal resources, academic repositories, and public health information systems.</li>
<li>Retrieve and disseminate health statistics from federal, state, local, and private data sources.</li>
<li>Provide customized research support and information summaries.</li>
<li>Conduct literature reviews and prepare summaries identifying key themes, findings, trends, and evidence.</li>
<li>Identify authoritative sources, subject matter experts, and relevant research institutions.</li>
<li>Assist users in locating funding opportunities, health data, and minority health research resources.</li>
<li>Maintain automated systems for managing inquiries, tracking requests, and documenting responses.</li>
<li>Maintain password-protected and encrypted systems for storing and managing library data.</li>
<li>Support integration of library resources into OMH knowledge management systems.</li>
<li>Manage metadata, indexing, and digital asset organization.</li>
<li>Ensure continued functionality and accessibility of digital library resources.</li>
<li>Support usability and discoverability of online information resources.</li>
<li>Acquire subscriptions, licenses, journals, databases, and electronic resources needed to support OMH research and library operations.</li>
<li>Support webinars, trainings, and outreach activities that promote Knowledge Center resources and services.</li>
<li>Prepare monthly, annual, and ad hoc reports related to library usage, inquiries, research requests, and collection activities.</li>
</ul>
Desired Qualifications: 
<ul>
<li>Professional library or information management experience.</li>
<li>Experience supporting public health, healthcare, academic, research, or government organizations.</li>
<li>Experience conducting literature reviews and research support services.</li>
<li>Experience managing digital collections and electronic resources.</li>
<li>Experience performing bibliographic control of digital resources.</li>
</ul>
Work Experience, Knowledge, Skills & Abilities: 
<ul>
<li>Master’s degree in Library Science, Library and Information Science, Information Studies, or a related field from an accredited institution.</li>
<li>3 years of related experience preferred.</li>
<li>Ability to obtain a valid U.S. Government PUBLIC TRUST security clearance</li>
