The Attorney General&rsquo;s Office is recruiting for a permanent full time <b>Clinical Health Care Investigator</b> in the Medicaid Fraud Control Division. This position is located in Seattle, Washington, and is represented by the Washington Federation of State Employees (WFSE).<br>

Clinical Health Care Investigator Salary Range 70N: $89,904 - $147,312<br>
The base pay offered will take into account internal equity and may vary depending on the preferred candidate&rsquo;s job-related knowledge, skills, and experience.</p><p>

About the Medicaid Fraud Control Division:</b></p><p>
Established in 1978, the Washington State Medicaid Fraud Control Division (MFCD) is a Law Enforcement Agency responsible for both criminal and civil investigation and prosecution of healthcare provider fraud committed against the State&rsquo;s Medicaid program. The division also investigates and prosecutes complaints of resident abuse or neglect in nursing homes, adult family homes and assisted living. RCW 74.66 and 74.67.</p><p>
The work of the Office&rsquo;s Medicaid Fraud Control Division (MFCD) focuses on both criminal and civil law enforcement. The 75% federally funded MFCD&lsquo;s mission is combating provider fraud, abuse and neglect in residential facilities and involving Medicaid recipients in non-institutional settings.</p><p>
MFCD&rsquo;s Headquarters is located in Olympia, Washington with some team members also located at the AGO's Spokane Office and Seattle Office. The Division currently has a staff of 66 FTEs, including attorneys, special agents, digital forensics investigators, data analysts, clinical health investigators and professional support staff.</p><p>
MFCD involves protecting not only the Medicaid program of roughly 22.9 billion dollars per annum, but also its most vulnerable persons, typically elderly persons in residential facilities or persons abused or neglected by a Medicaid Provider. In many of our cases, there is no precedent, so MFCD is consistently on the cutting edge of legal theories and issues. The cases range from abuse and neglect of persons in nursing homes, large scale organized individual and corporate civil and criminal fraudulent activity to national whistleblower actions. Our staff is a highly professional, fun and seasoned analytical investigative team. MFCD is unique in that all cases have an attorney, special agent, data scientist and medical specialist assigned with legal support. This, and the great people who make up the division, gives MFCD a particularly terrific team atmosphere.</p><p><b>
Duties and Essential Functions of a Clinical Health Care Investigator:</b></p><p>
Provides essential medical clinical advice as well as complex analysis of medical charts, data, areas of inquiry, medical issues, facility operations and clinical practice of Medicaid provider fraud and patient abuse &amp; neglect as set forth in 42 USC 1396b(q)(4) throughout all phases of a matter. Creates and executes investigative plan for medical portions of the investigations.</p><p>
Perform complex clinical analysis, investigation and assessment of: Medicaid claims, billing data, and medical records from a variety of provider types, regarding the following, to include but not limited to: (1) provision of medical services; (2) standard of care followed; (3) care plan adherence; (4) medical coding and billing; (5) any aberrant billing patterns; (6) medically necessary services; (7) providers complied with Medicaid policy, regulations as well as the profession&rsquo;s licensing &amp; other professional requirements; (8) diagnoses were consistent with the treatment billed; (9) contraindicated treatments / medications; and (10) gaps in the provider's medical documentation exist.</p><p>
Provides essential medical expertise, investigative techniques and advice to MFC prosecutors, data analysts, financial examiners and field investigators and creates/ renders complex medical clinician analysis and investigation into the (1) medical aspects of investigative plans; (2) medical terminology; (3) medical services; (4) Medicaid Program rules, regulations, and policies; and (5) medical coding.</p><p>
Perform complex analysis of medical records, charts, medication administration records, Minimum Data Set resident assessment instruments, ICD-9 &amp; 10/CPT, HCPC coding and other coding instruments; Medicaid claims/utilization data (e.g. reviews CPT codes to ensure consistency with notes and information provided by medical personnel in charts).</p><p>
Provides essential clinically complex analysis and judgment in synthesized detailed reports (interview, assessment or analysis), verbal and in writing as requested, stating clinical conclusions when requested.</p><p>
Provides essential medical and clinical advice to investigators and prosecutor as they prepare search warrants, special inquiry judge&rsquo;s subpoenas, vendor requests or demand letters. Provides essential technical medical assistance during search warrant execution to assist field investigators in identifying items for seizure. Conducts interviews regarding medical issues as well.</p><p>
Provides essential clinician viewpoint advice and facilitates the identification, recruiting, and preparation of medical/healthcare expert witnesses.</p><p>
Testifies in legal proceedings and provides critical medical concept explanations in terms that a layperson easily understands.</p><p><b>
Qualifications:</b></p><p>
A valid Washington State license to practice in one of the following professions: allopathic or osteopathic physician, physician assistant, registered nurse (RN), or advanced registered nurse practitioner (ARNP).</p><p>
PLUS</p><p><b>
Five (5)</b> years of professional health care experience</p><p>
A Master&rsquo;s degree in a health care field will substitute for one year of professional health care experience.</p><p>

The Department of Corrections is seeking a highly motivated and qualified individual for the critical position of <b>Investigator 2 </b>for Monroe Correctional Complex (MCC).</p><p><b>
The Monroe Correctional Complex (MCC)</b> is a 1700 bed male all-custody level facility located 30 miles northeast of Seattle. Employing approximately 1000 staff, the complex consists of five major units: the Washington State Reformatory Unit (WSRU), Sky River Treatment Center (SRTC), a large mental health in patient treatment unit, Twin Rivers Unit (TRU), Intensive Management Unit (IMU), and the Minimum-Security Unit (MSU). Services provided at the Monroe Correctional Complex include custody and security, classification, education, incarcerated individual work programs, health care (both inpatient and outpatient), mental health care, sex offender treatment, food service, maintenance, personnel, recreation, volunteer services, religious services, library services, offender records, visiting and extended family visits.<br>

Initiate and complete investigative reports of alleged WAC violations/RCW&rsquo;s and refer reports to the appropriate authority.</li><li>
Retain evidence according to applicable laws and Department policies and procedures in support of investigative activity which may result in prosecutorial pursuit and/or administrative disciplinary procedures.</li><li>
Provide thorough administrative and criminal investigative reports, analyze intelligence information. Establish sufficient proof of facts and evidence to be used in a court of law or administrative hearing.</li><li>
Conduct administrative/criminal interviews, obtain statements of fact, and document in accordance with applicable laws, Department policies and procedures, for the use in court or administrative hearings.</li><li>
Review and present appropriate cases to private attorneys, assistant Attorney General, prosecuting attorney, and Federal/State/local law enforcement.</li><li>

Operate and maintain specialized electronic monitoring, photographic, audio, and visual equipment per Federal and State law and Department policy and procedures.</li><li>

<br>Job DescriptionCollin County is seeking candidates for the position of a Financial Crimes Prosecutor. Work is performed under the direction of the 1st Assistant District Attorney. The Financial Crimes Prosecutor position will: Manage felony level offenses and complaints for Financial Crimes, Elder Fraud, and Public Integrity/Election Violations. Investigate complaints and cases of a particularly sensitive and confidential nature. Have the experience needed to work independently and without a regular prosecutorial support team.Manage the trial team secretary, investigator, and felony prosecutor in the court in which these cases are filed, to the extent their participation relates to this caseload. Expected to be able to manage the Financial Crimes Unit as it grows within the department and any future positions added to the Unit in the future. Manage the court calendar, conduct hearings, file and respond to motions, produce discovery, and conduct plea negotiations. Prepare cases for trial by interviewing witnesses and relevant parties, conducting investigations, conducting legal research, preparing trial exhibits, and composing legal documents. Try felony criminal cases to verdict. Work closely with law enforcement agencies, such as federal and state agencies, governmental entities, and elected officials. Perform all ancillary tasks.Requires specialized knowledge in the areas of Financial Crimes, Public Integrity, and Elder Fraud. Ability to handle this highly specialized and time-intensive caseload, work independently, and temporarily oversee, on a case-by-case basis, a large number of felony prosecutors, investigators, and support staff, to the extent their participation relates to this caseload. Bachelor’s degree is required. Must have a Doctorate of Jurisprudence and be licensed by the State of Texas to practice law. Must have prior experience as a Felony Prosecutor. Prior experience as a Chief Felony Prosecutor preferred.

Applicants must meet Alaska Residency Requirements to be considered for employment at this time.What You Will Be DoingThe MFCU investigator conducts high level, complex investigations of medical professional service providers who are suspected or known to have committed Medicaid fraud, patient abuse and/or misappropriation of recipient assets. The investigator is expected to develop and manage all investigative aspects of complex cases involving Medicaid fraud and any other white-collar crime that may be associated with the case. These complex cases can be difficult to prove and are generally document-intensive and often extremely voluminous in nature and typically involve multiple suspects, surveillance and consultation with subject matter experts.Mission and CultureThe Medicaid Fraud Control Unit (MFCU) is a federally mandated and funded investigative and prosecutorial unit consisting of attorneys, criminal investigators, a forensic accountant, a paralegal, and a law office assistant. The mission of the unit is to investigate and criminally or civilly prosecute fraud by healthcare providers, health care facilities, pharmaceutical manufacturers, pharmacies and other healthcare related provider types that illegally divert Medicaid funds. The MFCU is responsible for investigating and prosecuting abuse, neglect or financial exploitation of patients in any licensed facility and abuse, neglect and financial exploitation of any Medicaid Recipient by their caregiver. The MFCU investigator is expected to work closely with the unit’s staff along with both state and federal investigators from various agencies. The investigator must be able to adapt to a wide variety of investigative scenarios, demonstrate good judgment, be a critical thinker, highly self-motivated, flexible and be both a team player and an independent worker with minimum supervision and direction.Benefits of Joining Our TeamThere is constantly a variety of activities happening each day within the office.
