Summary: 
 
Manages and directs the Reference &amp; Information Services Section of the State Library through the provision of reference services to state agency personnel, legislators, legislative staff, libraries and the general public. Manages and directs the information services of the State Library to the general public through resource sharing and document delivery services. 
 
Responsibilities: 
 
Develops procedures for orderly and systematic workflow within the section. Effectively manages all activities related to storage, lending and borrowing of library materials.
Oversees performance and corrective action of professional and support staff of the section. Recruits, hires and evaluates professional and support staff of the section.
Prepares statistical and narrative reports on Reference &amp; Information Services activities.
Provides reference services in-person, by email and on the telephone using printed and electronic resources.
Represents state library at professional meetings through association and committee membership, leadership and participation. Oversees the state library&rsquo;s participation in the federal document depository program.
Provides quality and quantity assurance of all work performed within the section.
Promotes and publicizes the services and products of the Reference &amp; Information Section to the legislature and the statewide library community at large.
Assists with the management and development of library collections through selection, weeding and preservation. Plans for and directs the implementation of new reference services offered by the section.
Develops budget controls for utilization of personnel, office supplies and equipment.
Manages the operations of the statewide materials delivery service and its fleet of vehicles. 
 
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education. 
 
 
MINIMUM QUALIFICATIONS:
Education/Experience: Bachelor's degree and 3 years of experience OR equivalent combination of 7 years of education and experience after completion of high school. Education and experience must include at least 36 credits of graduate-level study in library science and at least 1 year of professional librarian work in a public, special, state, college or university library. 
 
PREFERRED QUALIFICATIONS: Master's degree in library science from a college or university accredited by the American Library Association
Working knowledge of current cataloging descriptive standards and Dewey Decimal Classification. Proficiency in Microsoft Windows Office applications. Knowledge of current ILS and their capabilities. Knowledge of and experience with social media and new information technologies. Knowledge of standard and authoritative reference resources.
Ability to work independently and to motivate team performance. Excellent written and oral communication skills. Excellent attention to detail and highly organized work habits. Ability to analyze and evaluate program effectiveness and resource utilization. Ability to speak before public groups.

Runs routine reports showing usage, users, issues, etc. Provides assistance to librarians in the maintenance of collections of books, periodicals, magazines, newspapers, and A/V and other materials. Answers routine inquiries, and refers students in need of professional assistance to librarians.
</li><li>Processes and enters new materials including books, A/V materials, and periodicals into Integrated Library Systems program.
</li><li>Maintains book and technology inventory within electronic database system. Processes notices of missing, damaged or overdue items.

As Chair, the incumbent represents the Library within the Arts &amp; Humanities Caucus and the College Personnel &amp; Budget Committee, while also representing Queens College Library on the CUNY Council of Chief Librarians and other College and University committees. The role requires working collaboratively and collegially with faculty and academic leadership at the College and across the University&rsquo;s library system, as well as maintaining effective partnerships with local, regional, and state consortia.
QUALIFICATIONS
MINIMUM QUALIFICATIONS
Note: This position is in CUNY&rsquo;s Executive Compensation Plan (ECP). All ECP positions require a minimum of aBachelor&rsquo;sdegree and eight years&rsquo; related experience. Additional minimum and preferred qualifications specific to this position are defined by the College below:
Master's in Library Science(MLS),Master's in Library Information Studies(MLIS), or in a closely related discipline, from an American Library Association (ALA)-accredited institution.
SecondMaster&rsquo;sdegree, or Doctoral degree.
Eight years of related experience, at least three years of which are demonstrated administrative/management experience in an academic library environment.
At least one year of demonstrated experience in personnel and budget management in a professional setting.
PREFERRED QUALIFICATIONS
Excellent communication, interpersonal, and organizational skills
Strong knowledge of emerging technologies and their impact on library services
A demonstrated strong record of strategic planning
Experience bringing external revenue into the library through cultivation of donors and grant fundingand capital project experience
Proficiency in a language other than English
Expert experience in providing library services to students and faculty
Established record of scholarly and creative work contributions
Demonstrated commitment to valuing diversity and contributing to a supportive and inclusive working and learning environment

COMPENSATION AND BENEFITS
Salary Range: $155,000 - $175,000
Salary commensurate with education and experience.
