The purpose of this consultancy is to provide technical support in the development of a comprehensive national advocacy framework aligned with the recently released CRC CO 2026, to the Ministry of Human Rights (MOHR), as the main coordinating entity in Pakistan for the reporting of CRC obligations. The framework is to provide guidance to the provinces in advocating for and implementing the CRC CO/recommendations 2026 to help strengthen the child protection system across the country. Provincial advocacy frameworks can be prepared/adopted accordingly.

Specifically, for ICT, UNICEF will provide technical support to Ministry of Human Rights (MoHR) to focus on strategic advocacy around priority legal and policy reforms, governance structures and resource commitments required to provide an enabling environment for a sustainable child protection system in the territory. This shall be fully aligned with the CRC CO 2026.

Minimum requirements:

Education:

<li>Advanced University degree (Master's or above) in Public Policy, Child Protection, Human Rights, Social Sciences, or a related technical field.</li>
</ul>
Work Experience:
<ul>
<li>Proven minimum of 10 years&rsquo; professional experience in legal and policy reform, preferably in child protection or social protection.</li>
<li>Demonstrated experience drafting or reviewing legislation, policies, and rules in Pakistan.</li>
<li>Strong knowledge of CRC, alternative care, and child protection systems strengthening.</li>
<li>Proven ability to engage government counterparts and facilitate consultative processes.</li>
</ul>
Skills:
<ul>
<li>Excellent analytical writing and communication skills.</li>
</ul>
Language Requirements: Fluency in English and Urdu is required.

Desirables:

<li>Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.</li>

<div><div>Lead Teachers are responsible for collaborating with the classroom teaching team to provide a high- 
quality, multicultural, inclusive educational experience to prepare all children and families for life and 
school. Lead Teachers may work in the Infant, Toddler, or Preschool classrooms. 
 
Essential Functions
<ul><li>Maintain a healthy, safe, and warm classroom environment through effective supervision,developmentally appropriate practices that allow learning through curiosity, experimentation, play, and implementation of individualized plans.</li>
<li>Plan and implement weekly lesson plans aligned with Denise Louie Education Center curriculum. Individualize lessons based on information from screenings, child interests, family culture, data on child growth, and IEPs.</li>
<li>Complete child observations and checkpoint data to assess child growth and development to create individualized child goals.</li>
<li>Provide support for children's behavior with evidence-based strategies. Model and collaborate with the teaching team to have the same approach.</li>
<li>Encourage parents to volunteer in the classroom, providing at-home learning activities and communicating child progress/concerns to families.</li>
<li>Provide guidance and direction to teaching assistants, substitute teachers, and volunteers.</li>
<li>Adhere to all city, state, federal, OSPI, and Head Start/Step Ahead requirements relating to program operation.</li>
<li>Maintain organized processes to complete required COPA documentation, monthly reports,incident and accident reports, attendance, and record-keeping promptly.</li>
<li>Collaborate with preschool staff and Mental Health Consultant to address any child or family concerns.</li>
<li>Complete all developmental screenings and assessments within deadlines. Follow the DLEC referral process as needed. Participate in I.E.P. evaluation meetings.</li>
<li>Assist in the completion of all health and dental screenings to meet the 45/90 day requirements and second screening requirements.</li>
<li>Promptly prepare and conduct home visits and conferences in a manner that provides individualized information and solicits parent input for the curriculum.</li>
<li>Lead the planning and execution of the End of Year Celebration, Center Meeting, and Parent Meetings /Classroom Trainings.</li>
<li>Maintain children&rsquo;s education and attendance file documents in a secure, organized system for easy reference by other staff.</li>
<li>Maintain and update a Lead Substitute Lesson Plan and Classroom Orientation.</li>
<li>Oversee the classroom operation and ordering of supplies within the classroom budget.</li></ul> 

Additional Responsibilities
<ul><li>Assist with general maintenance, organization, and security of the facility.</li>
<li>Participate in professional development activities, training, and DLEC meetings as needed.</li>
</ul>

Skills, Competencies, &amp; Experiences
<ul><li>Childhood Development Associate (CDA) or AA required. Bachelor&rsquo;s degree in Early Childhood Education or related field strongly preferred.</li>
<li>Previous work or volunteer experience working with children ages 5 and under.</li>
<li>Certification in: Childcare Basics (STARS 30 Hours), First Aid/CPR, Bloodborne Pathogens, Food Worker Card, Infant Safe Sleep (or must be able to obtain within 90 days of hire).</li>
<li>Able to communicate in English verbally and in writing.</li>
<li>Bilingual in a language spoken by DLEC parents (Spanish, Amharic, Cantonese, and Vietnamese) is preferred.</li>
</ul>
Physical Demands and Working Conditions 
 
Physical Demands: To perform the job the employee must be able to lift and potentially carry a child 
weighing up to 50 pounds, routinely kneel, bend, crouch, and sit on the floor for extended periods and 
stand, walk and sit on child-sized chairs throughout the day.
Working Conditions: The work is typically performed in an early childhood school environment, with 
moderate to loud noise levels.
