I-IV - Arranges for in-home services to families when it is determined the abuse or neglect allegations are founded and the child can remain safely in the home with agreement by the family that they will cooperate with a case plan. Documents evidence to substantiate reports of child abuse and neglect in order to support the court petition.

Facilitates placement and coordinates visitations with the family and transports children and client families to necessary appointments.
I-IV - Develops a case record and completes all required documentation which includes the safety plan, court reports and all necessary Bridges documentation of case related activities. Level II possesses fundamental knowledge. Level III possesses advanced knowledge. Level IV possesses advanced knowledge and manages an increasingly complex caseload.
I-IV - Establishes and develops relationships with children and their families in home; arranges and provides services to prevent further abuse/neglect and to enable the child to remain safely in his/her home and maintains contact according to policy. Levels I&amp;II are under the direction of the supervisor.
I-IV - Establishes and maintains relationships with children in placement and their families and arranges and provides services to enable children to return home, and makes other alternative permanent plans if appropriate under the direction of the supervisor. Maintains contact with these children and families according to policy including transporting children and families as necessary. As the Level increases there is less supervisory oversight.
I-IV - Develops, recommends, implements, monitors, and evaluates family treatment and case plans in collaboration with other community stakeholders. Also responds to crisis situations in regards to a variety of case management situations, under the guidance and direction of the supervisor. Level III, requires maintaining control in intense and controversial situations and able to independently prioritize work demands under minimal direction of the supervisor. Level IV requires that they also independently prioritize work demands.

Why does the job exist?
 
Child Protective Services Case Workers make decisions regarding the safety of a child or vulnerable adult, whether to forward referrals to local field offices for investigation or refer a family who has been in an abuse/neglect situation to supportive services. The Case Worker initiates CPS investigations and conducts case management of Child Protective Services investigations cases (family services and legal) consistent with policy and procedures so as to permit the attainment of federal standards and performance-based budget measures - assigned investigations per month or a combination of investigations and permanency cases which are of equal weight. The Case Worker assesses the safety of children alleged to be maltreated and ensures that the appropriate safety decision is made, and that services are provided to parents and children to mitigate identified safety threats. On a rotating basis, provides after-hours response to CPS emergencies. CPS Case Workers coordinate assessments, and permanency plans for children in the custody of the Children, Youth and Families Department (CYFD) to promote child safety, permanency, and well-being. The Case Worker completes licensing requirements on a timely basis and in accordance with CYFD guidelines to have an effective community relationship with clients and vendors. Make decisions regarding granting licensure to foster families, approving adoptive families, matching available children with approved families, and placing children accordingly.
 How does it get done?
 
The following describes what the duties for each service area:
 
Investigations:Responsibilities are as follows but not limited to: 
Initiate CPS investigations in accordance to assigned priority, assessing the safety of and risk to children of the family who are the subject of a CPS referral; on a rotating basis, provide after-hours response to CPS emergencies. Conduct investigations by completing the safety assessment tool, conducting interviews of involved parties, notifying family of investigation decision, disposition and rights to an administrative review. Provide quality practice in the completion of CPS investigations and continuous protective services in accordance with the Protective Services Division policies and procedures.
 
Permanency:Responsibilities are as follows but not limited to: 
Provide permanency planning services for children served by the agency to promote the safety and permanency of children by conducting ongoing assessments to determine child safety, permanency, and well-being. On a rotating basis, provide after-hours response to emergencies. For assigned cases, conduct ongoing case activities to collect information necessary to create appropriate plans to provide safety, timely permanency and enhanced well-being for children. Provide case management services for children served by the agency. Provide quality services to children served by the agency and assume limited administrative responsibility for unit and other duties as assigned to achieve agency mission by working with management to identify positive practice issues, areas needing improvement, and participating in local reviews.

The Licensing and Support worker assesses, and licenses foster homes in a manner that is consistent with Protective Services Division policies and procedures. They conduct ongoing case activities for maintenance and retention of licensed families that promotes family focused and child centered practice. They provide pre and post placement services to pre-adoptive families in accordance with Protective Services Division practice model.
 
All case workers will complete FACTS documentation on providers as per policy and procedure.
 Minimum Qualification
 
Bachelor's degree in social work, education, counseling, psychology, sociology, criminal justice or family studies from an accredited college/university. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.
 Employment Requirements
 
Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.
 Working Conditions
 
Work is performed in an office setting: late hours, weekends, on-call and callback work may be required. Will be exposed to regular periods of video display terminal and keyboard usage and stressful situations. Travel may be required. Possible exposure to irate clientele. Incumbent will work under stress and frequent time constraints. Incumbent will be required to furnish a personal vehicle for carrying out assignments which may include transporting clients including children. Must have own mode of transportation.

Position Summary:

The goal of the Domestic Violence Co-Location Program (DVCLP) is to enhance the effectiveness of the child welfare interventions into the lives of families experiencing domestic violence. The Community Advocate for the DVCLP is responsible for providing support to both child welfare professionals working with families experiencing domestic violence and to all members of the family experiencing domestic violence and child welfare interventions. This position partners with DCFS to specifically target the shared goals of the domestic violence community and DCFS to end violence in Illinois families, reduce risk, enhance the safety of adult and child survivors, foster offender accountability, support parental strengths and protective capacities, and improve outcomes for children and families experiencing domestic violence in the child welfare system that promote safety, stability, wellbeing and healing. The Community Advocate will aim to improve communication and coordination among child welfare and other community-based services and systems. The Community Advocate reports to the Community Advocacy Program Supervisor, will work closely with the Associate Director on the DVCLP, and will work collaboratively with our Intervention team. 
Essential Duties and Responsibilities: Other duties may be assigned. 


Provide consultation to child welfare professionals.

The purpose of the consultation is to help build the capacity of child welfare professionals to adequately understand and interpret the dynamics and impact of the domestic violence on the family, and to craft effective interventions that enhance the safety, stability, wellbeing and healing of all members of the family.
<ul>
<li>Provide expert guidance, advice, professional opinions, and strategies related to domestic violence based upon the information gathered at the point of the intervention to child welfare workers</li>
<li>Provide guidance on questions for the child welfare worker to ask and information to gather.</li>
<li>Identify each parent/adult as either the adult survivor or parent using violence and coercive control (PUVCC)</li>
<li>Provide expertise in identifying the following: (1) the perpetrator&rsquo;s pattern of coercive control and battering tactics, and power and control, (2) the dynamics of domestic violence present in the particular home, and (3) the immediate and future safety risks to the adult and child survivors.</li>
<li>Identify the potential options for safety strategies..</li>
<li>Identify the adult survivor&rsquo;s strengths and protective efforts, and collaboratively build interventions that enhance these strengths and foster protective factors</li>
<li>Identify precautionary measures that the adult survivor took.</li>
<li>Analyze the impact of the perpetrator&rsquo;s violence on the children and risk of harm.</li>
<li>Determine high risk indicators for intimate partner homicide.</li>
<li>Provide coverage on the 24-hour crisis line during business hours (will be assigned shifts) and assistance with on-call (see below).</li></ul> 
Support DCFS involved Families and Provide Data for the DVCLP

The purpose of direct contact with families is to assist and support the family during the child welfare intervention, and to gather and interpret information that forms the basis for the effective intervention governed by an Informed Consent process.
<ul>
<li>The DVLCA will engage with all members of the families to provide information about child welfare, support and education on domestic violence, domestic violence safety planning, crisis intervention, advocacy, expedited access to domestic violence services, and referral to other community or social services.</li>
<li>Direct contact with families may occur in the survivor&rsquo;s home in accordance with the Home Visiting Policy, shelter, DCFS Office, Child and Family Team Meeting, partner Domestic Violence Agency, or other safe location.</li>
<li>Update and maintain database for project and provide reports as needed.</li>
<li>Ensure appropriate releases are signed in order to communicate with partner organizations, including DCFS.</li>
<li>The DVLCA will have a case load of 2-4 clients in which they provide advocacy services and emotional support.</li></ul> 


Educate child welfare professionals about domestic violence and Sarah&rsquo;s Inn services.

The purpose of trainings/education is to increase cross-system understanding of child welfare and domestic violence by specifically focusing on identified topics that enhance the ability of child welfare professionals to meet the complex needs of families experiencing domestic violence and to ensure that the domestic violence community, in turn understands the experiences of families in the child welfare system.
<ul>
<li>In collaboration with Sarah&rsquo;s Inn&rsquo;s Training &amp; Education Program, provide training to child welfare staff partner domestic violence staff, judges and community partners/stakeholders.</li>
<li>In collaboration with Sarah&rsquo;s Inn&rsquo;s Training &amp; Education Program, coordinate and train on topics, including but not limited to, dynamics and impact of domestic violence, unique needs of adult victims and children, partnering with domestic violence survivors to achieve child safety, safety planning strategies, perpetrator engagement and accountability, the impact of perpetrators&rsquo; violence on children and DV/child welfare best practice.</li>
<li>In coordination with the Domestic Violence Co-location Project partners, develop opportunities for co-trainings between agency and DCFS.</li>
<li>Participate in DCFS training opportunities.</li></ul> 


Provide comprehensive and quality services to victims of domestic violence and their families (includes children and teen witnesses) directly served by Sarah&rsquo;s Inn.
<ul><li>Provide direct DV services to survivors who contact Sarah&rsquo;s Inn directly. Any persons referred by the DVCLP should be assigned to a different staff member.</li>
<li>Provide on-going counseling and emotional support to victims of domestic violence and their families through in-person individual sessions and group sessions.</li>
<li>Provide crisis intervention, general and legal advocacy, referral, domestic violence education, safety planning, and emotional support for victims of domestic violence and their families over the phone or in-person.</li>
<li>Advocate on behalf of victims of domestic violence and their families within various systems to include social service, housing, economic, legal, health care and education.</li>
<li>Ensure professional relationships with clients to create an atmosphere of empathy, safety and support.</li>
<li>Maintain accurate and current information regarding issues and policies impacting clients and their families.</li>
