Receives &amp; investigates complaints &amp; referrals (by telephone, in-person or email) regarding alleged child abuse or neglect; makes initial contact with children &amp; families; initiates agency intake process; assists law enforcement personnel in investigation of alleged abusive situations; assesses risks during home &amp; field visits; makes referrals to other community agencies when children are in need of other resources; cooperates with other agencies &amp; personnel when referring cases for further services; completes documentation detailing investigations; prepares summaries upon removal of abused or neglected children; testifies in court; provides counseling &amp; referrals; handles sensitive inquiries &amp; contacts from families, customers, &amp; the general public; furnishes appropriate information to other counties &amp; agencies; responds to questions &amp; inquiries from the community regarding child abuse/neglect situations. Consults with Prosecutor as necessary to gain legal counsel re: case matters. Maintains confidentiality as specified by federal, state or local rules &amp; laws.</p><br>

Compiles social histories &amp; diagnostic reports for agency &amp; court related to allegations of child abuse or neglect. Attends court hearings as subpoenaed or assigned (i.e.: provides court documents in a timely manner as ordered or requested, testifies re: investigations, observed risk, recommendation for removal &amp; on other matters pertinent to case; keeps Prosecutor properly informed &amp; cooperates with them to ensure accurate &amp; complete testimony &amp; court documents are provided). Prepares &amp; completes reports, correspondence, case records, etc.; maintains files &amp; records both written and electronic.</p><br>

Provides crisis intervention services; provides casework services to children &amp; families to maintain stability in the family unit (e.g., interviews customers &amp; families; transports customers when needed; monitors family visitations, etc.); provides casework services to selected group of children &amp; families with special needs (e.g., performs intensive services; performs assessments &amp; studies regarding children; provides specialized services as needed, etc.); provides information &amp; referral services &amp; counsels customers receiving agency emergency &amp;/or protective services. Must be available to be on-call 24-hour services on a scheduled basis (e.g., on weekends, holidays, after business hours); attends &amp; participates in evening appointments &amp; meetings.</p><br>

MINIMUM QUALIFICATIONS FOR CHILDREN SERVICES CASEWORKER POSITIONS:</p>
<p>
Per Section 5153.112 of the Ohio Revised Code, applicants of a Public Children Services unit must have one of the following:</p>
<ul><li>
A bachelor&rsquo;s degree in human services-related studies, or</li><li>
A bachelor&rsquo;s degree in any field and have been employed for at least two years in a human services occupation, or</li><li>
An associate&rsquo;s degree in human services-related studies, or</li><li>
Been employed for at least five years in a human service-related occupation.</li></ul>
<p>
For employment to continue, a person described in Option 2, 3, or 4 above must obtain a job-related bachelor&rsquo;s degree not later than five years after the date of employment with the agency commences.</p><p><br>
NOTE: All liability and responsibility for determining &ldquo;human services-related studies&rdquo; or &ldquo;human services-related occupation&rdquo; rests with the employing agency.</p><p><br>
Per Section 5153.122 of the Ohio Revised Code, each caseworker shall complete at least one hundred and two (102) hours of in-service training during the first year of the caseworker&rsquo;s continuous employment, consisting of courses in recognizing and preventing child abuse and neglect, assessing risks, interviewing persons, investigating cases, intervening, providing services to children and their families, and other topics relevant to child abuse and neglect. After the first year of continuous employment, each caseworker annually shall complete thirty-six hours of training in areas relevant to the caseworker&rsquo;s assigned duties.</p><br>

<ul><li>Responds to and completes Specialized and Third-Party Assessments of child safety in response to Intake Reports of physical abuse, sexual abuse, and/or neglect of children when the maltreater is responsible for the care of a child in an out-of-home care setting (i.e. school teacher, day camp counselor, foster parent, kinship provider, pre- finalized adoptive parent, employee of a residential facility, licensed/approved child care provider or facility), has access to child by virtue of his/her employment or affiliation with an institution (i.e. Boy/Girl Scout leader, athletic coach), or has a potential conflict of interest with agency (i.e. employee, contract provider).</li>
<li>Conducts face to face interviews with children, caregivers/parents/out of home caretakers, alleged maltreaters and witnesses. Collects pertinent collateral information from other persons, service providers, and community partners. Consults with Placement, Ohio Department of Job and Family Services (ODJFS), law enforcement, licensing authorities, and other collateral parties as necessary.</li>
<li>Provides recommendations relating to the ongoing use of an out of home care provider and/or conditions of corrective action. Makes licensing recommendations to licensing entities. Completes required notifications to out of home care settings and licensing and supervising authorities. Assessment shall include pertinent information collection from all parties regarding alleged maltreatment, surrounding circumstances, adult and child functioning, parenting practices, and discipline to ensure an accurate safety determination. Visits are conducted in homes, schools, hospitals, and other community settings as required.</li>
<li>Responds to and completes Ongoing Assessments of child safety in response to Intake Reports of physical and sexual abuse, neglect, and dependency screened in on Cases receiving Ongoing case management services. Works collaboratively with Ongoing staff who have primary case responsibility.</li>
<li>Meets mandated timeframes and in accordance with federal, state and agency policy.</li>
<li>Reviews previous Children&rsquo;s Services history, criminal history, court involvement and other applicable information for all individuals associated with Intake report.</li>
<li>Conducts and engages families in face-to-face interviews with all children in the household of assessment, parent/caregiver(s), and alleged maltreater(s) to determine child safety. Conducts interviews in homes, schools, hospitals, and other community settings as required. Assessment shall include pertinent information collection from all parties regarding alleged maltreatment, surrounding circumstances, adult and child functioning, parenting practice and discipline to ensure an accurate safety determination.</li>
<li>In consultation with supervisor, conducts informed response to Intake Reports, assesses and determines child safety at every contact, identifies present and impending danger threats to child safety, and determines the disposition of the Intake Report within mandatory time frames.</li>
<li>Gathers information and analyzes parent/caregiver/placement provider protective capacities.</li>
<li>Partners with family and/or treatment team to develop and implement safety plans (present danger and impending danger) for children determined not to be safe.</li>
<li>When necessary, seeks medical evaluation of alleged child victims and completes referrals to law enforcement</li>

<br><p></p><div><div><p><b>JOB SUMMARY:</b> The GBV Caseworker will be responsible for providing direct support, including GBV case management and psychosocial support services, to vulnerable women and girls and survivors of GBV.</p>

MAIN TASKS AND RESPONSIBILITIES</b></p>
<div><b>
Service Provision</b><br>
<ul><li>Provide age-appropriate and survivor-centred GBV Case Management services to survivors of GBV and vulnerable women and girls, in line with the Inter Agency GBV Case Management Guidelines, including assessment of survivor&rsquo;s needs; basic counselling; support to develop and implement a care plan; support to develop and implement a safety plan; and support to access services additional services in line with clients&rsquo; wishes.</li><li>Coordinate closely with the Casework Supervisor and seek support when required</li><li>Provide information on available services and support survivors&rsquo; informed choices through referral, accompaniment, service coordination and follow up, and participation in referral systems/pathways.</li><li>Distribute emergency cash and material assistance based on individual needs assessments and in line with established protocols</li><li>Participate in regular case review meetings and coaching sessions</li></ul>

<b>Monitoring and Reporting</b><br>
<ul><li>Seek feedback from clients and adapt services accordingly</li><li>Support post-distribution monitoring</li><li>Carefully document service provision and maintain case files</li><li>Adhere to strict data protection and information-sharing protocols to protect the privacy, confidentiality, and safety of survivors</li></ul>

<b>Coordination, Advocacy and Representation</b><br>
<ul><li>Develop and maintain contact with relevant stakeholders including community leaders and other humanitarian partners and service providers.</li><li>Coordinate with other service providers and community focal points to strengthen access to services and build support for survivors</li><li>Organize case management meetings, as required, with other service providers</li><li>Coordinate with MHPSS, child protection, health, and other sectors to strengthen integration and referrals</li><li>Represent program goals and GBV standards</li></ul>

<b>Security and Conduct</b><br>
<ul><li>Ensure compliance with security protocols and policies</li><li>Foster a safe and supportive working environment for all GBV staff and partners</li><li>Exemplify core principles of GBV programming, including respect, non-discrimination, responsible use of power, nonviolence, and promotion of gender equality</li><li>Contribute to the positive image and overall credibility of the program and organization, notably through adherence to the Code of Conduct and Ethics, including compliance with anti-harassment, safeguarding and PSEA policies</li></ul></div>

<ul><li>Typically, a degree in related field. Equivalent combination of relevant education and experience may be substituted as appropriate.</li><li>Relevant experience helping women required; Relevant academic experience such as social work preferred.</li><li>Demonstrated commitment to core principles of GBV programming, including gender equality and survivor-centered support services.</li><li>Demonstrated familiarity, respect, and empathy for affected populations</li><li>Commitment to championing survivors</li><li>Good interpersonal and advocacy skills</li><li>Very good listening and communication skills</li><li>Familiarity with government and NGO service providers preferred</li><li>Ability to exercise sound judgment, remain flexible, and apply experience and guidance to evolving challenges</li></ul></div><br>

GOBHI has an immediate opening for a full-time Regional Child Placement Coordinator (RCPC) and we are flexible on the home office location within the Columbia County, Oregon area.</p><p>
The RCPC is responsible for providing foster children and foster parents with case management, counseling, and foster home support. The RCPC ensures that foster home is a sustainable alternative to residential care.</p><p><b>
Essential duties include:</b></p><ul><li>
Case Management &ndash; utilize Collaborative Problem Solving, conduct ongoing case management and respectfully engage with youth, family, treatment teams, community partners and other GOBHI staff to support the goals of the child and family teams. Complete documentation within timelines and maintain compliance with Oregon Administrative Rules (OAR). Provide 24-hour crisis response at assigned times (in rotation with other team members).</li><li>
Certification &ndash; gather and analyze information and confirm safe, therapeutic, environments through interviews, observations, and other source materials of the proctor foster parents. Conduct home visits, assure compliance, and confirm a safe environment for children in care, re-assess certified families on an ongoing basis and assure recertification compliance requirements are met at a minimum of every year. Assist in the recruitment of new foster homes.</li><li>
Collaboration &ndash; Coordinate services with other agencies to support the child in care and proctor foster parents, partner with child and family team to support the needs of the child in care, travel to community meetings and events to represent GOBHI.</li></ul><i>

What is needed to succeed in this role:</b></p><ul><li>
Experience/Education &ndash; Bachelor&rsquo;s degree required with major study in social work, psychology, sociology, or a closely related field and two year&rsquo;s experience in the care and treatment of children and youth, or Master&rsquo;s degree with major study in social work or closely related field and at least one year experience in the care and treatment of children and youth.</li><li>
Communication skills &ndash; ability to present, recommend, and listen at a high functioning level.</li><li>
Flexible &ndash; able to multi-task in response to time-sensitive and changing situations.</li><li>
Strong planning and organizational skills and follows through.</li><li>
Positive attitude &ndash; ability to approach problems in a positive manner.</li><li>
Tech Savvy &ndash; Experience using Microsoft Office and Google Suites products.</li><li>
