Child Welfare Services is committed to the safety, well-being, and permanency of children in Montgomery County. The agency works in collaboration with families and community partners to build, strengthen, and support stable family life. Child Welfare Services is currently recruiting for an enthusiastic, caring, knowledgeable, and experienced individual to provide clinical supervision and oversight to 7 clinically licensed social workers and case workers who provide out-of-home services (foster care and kinship care) to children and youth throughout the developmental spectrum from 0-21 years old.</div></div>
<div><h2 class="jobSectionHeader">What You'll Be Doing</h2></div>
<div><div>The Child Welfare Services Division of the Social Services Office is currently recruiting for an experienced and caring individual to provide clinical supervision and oversight for 7 licensed Social Workers/Child Welfare Caseworkers who provide Out-of-Home Services (Kinship and Foster Care) to children and youth throughout the developmental spectrum from ages 0-21. All the children served by this unit have been removed from their parents and are in an out-of-home placement because of an abuse and/or neglect allegation. This position is responsible for overseeing the day-to-day activity of social workers as it pertains to risk, safety, well-being, and permanency. This position is expected to collaborate with internal and external stakeholders across the region to identify and develop resources and appropriate services to achieve permanency for the children overseen by the unit. The selected candidate will also provide oversight to Kinship cases.</div><div></div><div> 
The selected candidate will also be a representative at various state and local meetings pertaining to issues of youth in foster care and appropriate service planning to support in the achievement of permanency. The selected individual will advocate for services; train staff and the community regarding service needs and available resources; represent the Department at court proceedings, as necessary; and review and evaluate program trends, data, and outcomes as well as service quality. This individual will be responsible for staff development, hiring, evaluation, and training. The selected individual will monitor unit compliance with Federal and State mandates, as relates to the foster care out-of-home population.</div><div></div><div> 
Although the normal hours of operation for CWS are from 8:30 a.m. &ndash; 5 p.m., the Supervisor must be available to staff providing direct services to children/families who may be required/expected to work earlier or later (for example, home visits, an emergency removal, extended court hearings, etc.) Employees will need to potentially transport children and their belongings to and from locations within the State of Maryland. Candidates may need to carry car seats and children along with supplies.

<div>The selected candidate will be required to successfully compete a pre-employment medical exam, drug screening and background check to include a criminal history records check through the Maryland State Department of Public Safety and Correctional Services. Candidates will also be checked through the Maryland Registry for Child Abuse and Neglect and federal and state sex offender registries. Any applicant who fails the medical exam, drug screening, background check or whose name appears on either of the registries may be disqualified from employment for this position.</div></div> 

<div><h2 class="jobSectionHeader">Minimum Qualifications</h2></div>
<div><div>Education: Possession of a master&rsquo;s degree in social work (MSW) from an accredited college or university that meets the criteria of a graduate social work program accredited by the Council on Social Work Education.</div><div>
Experience: Four (4) years of full-time experience performing advanced journey-level social work case management duties (see Note below) in a public sector, health, mental health, social services, housing, or community-based services-related program of which (1) year was in a supervisory or lead capacity supervising, training, or orienting lower-level social workers, students, interns, or other staff.</div><div>
Equivalency: See requirements of the Maryland Board of Social Worker Examiners and the Code of Maryland (COMAR); see especially 10.42.01 (Regulations Governing Licensure); 10.42.06 (Continuing Education);and10.42.08 (Supervision). The Montgomery County Office of Human Resources must follow COMAR in providing qualifications credit and accepting substitutions or equivalents. See Chapter 8 (Supervision), Subtitle 42 of Title 10. See COMAR 10.42-08.04 for positions in this class that involve clinical supervision of LMSWs and LCSWs seeking advanced licensure.</div><div>

CLASS CHARACTERISTICS 
 
Social Worker I: This is the entry-level classification in the Child Welfare Social Worker series. Initially under close supervision, incumbents learn and provide basic social services case management. As experience is gained, assignments become more varied and complex; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level perform most of the duties required of the positions as the Social Worker II but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Positions in this class are expected to manage caseloads involving physically, sexually, and emotionally abused and/or neglected children and their families. 
 
Social Worker II: This is the journey-level classification in the Child Welfare Social Worker series. This classification is responsible for independently performing case management duties of moderate complexity. Positions at this level exercise judgment and initiative in their assigned tasks and assess client&rsquo;s needs for services. Positions in this class are expected to manage caseloads involving physically, sexually, and emotionally abused and/or neglected children and their families. 
 
Social Worker III: 
This is the advanced level classification in the Child Welfare Social Worker series responsible for performing more complex cases assigned to the series. Positions at this level exercise judgment and initiative in their assigned tasks and handle more difficult, sensitive and specialized cases and decisions are made where consequence of error may be significant. This class requires advanced casework skills, a high degree of program knowledge, judgement, and creativity. Positions in this class are expected to manage caseloads involving physically, sexually, and emotionally abused and/or neglected children and their families. This class is distinguished from the Social Worker IV class in that the latter is expected to lead lower-level staff and manage the most complex cases requiring the highest level of skill.

 Annual Salary:

 Level I H16A - $29,600.55 + Full State Employee Benefits
 </li>
 <li>
 Level II H16B - $31,819.20 + Full State Employee Benefits
 </li>
 <li>
 Level III H16C - $34,999.65 + Full State Employee Benefits
 
 
 </li>
 </ul>
 
 Travel is extensive. Must possess a valid driver's license and must maintain required car insurance.
 
 
 
 
 Minimum Qualifications
 
 
 
 Child Welfare Assistant I
 
 
 <ul>
 <li>
 Education and Experience requirements at this level consist of six months of experience in general office clerical work, providing care for children in a licensed day care facility, sales, or public contact work
 </li>
 <li>
 Or an equivalent combination of education and experience, substituting one of the following for the required experience: (a) six months of technical or vocational training course work; or (b) the completion of 15 semester hours from a college or university
 
 
 </li>
 </ul>
 Child Welfare Assistant II
 
 
 <ul>
 <li>
 Education and Experience requirements at this level consist of one year of clerical experience in a governmental or non-profit social services provider environment;
 </li>
 <li>
 Or an equivalent combination of education and experience, substituting thirty semester hours of college for the required experience
 
 
 </li>
 </ul>
 Child Welfare Assistant III
 
 
 <ul>
 <li>
 Education and Experience requirements at this level consist of one year of clerical experience in a governmental or non-profit social services provider environment plus two additional years of clerical experience in a child welfare environment;
 </li>
 <li>
 Or an equivalent combination of education and experience, substituting thirty semester hours of college for the required experience
 
 
 </li>
 </ul>
 
 Job Responsibilities
 
 :
 
 
 <ul>
 <li>
 Responsible for the completion of a full range of paraprofessional work completing various Child Welfare case management activities such as providing assistance to Child Welfare Specialists, clients, client families, and other interested parties.
 </li>
 <li>
 Schedules required appointments for doctor visits, family visitations, court appearances, and other venues; arranges or provides transportation for child(ren) and clients
 </li>
 <li>
 This may include coordinating referrals to other program areas, service providers, and the courts; assisting in problem resolution, and making home visits to assist CWS in assessing foster care placement as required by the court or individualized service plan
 </li>
 <li>
 Interviews clients and their families and report findings, which may affect medical, financial, tribal affiliation, and psychiatric care and treatment plans, to assigned CWS
 </li>
 <li>
 Performs administrative support tasks and other related duties including general office duties, inputting case documentation, compiling social and economic data, scheduling, and assisting in meetings with clients, parents, and other interested parties
 </li>
 <li>
 Advises clients of available child welfare services and resources; provides specific program information to clients and may refer to community resources for assistance
 </li>
 <li>
 Assists CWS in providing case management in client meetings, obtaining other services such as daycare or medical care; coordinating activities with law enforcement; courts, and other entities; providing reports to the courts
 </li>
 <li>
 May assist in advocating for the client(s) in obtaining services; maintains communication among the client, providers, client&rsquo;s family, and others; may assist clients in achieving individualized service plans
