<li>The City Manager is the Chief Administrative Officer (CAO) of the City of Gautier. Under general policy guidance from the City Council, the City Manager plans, organizes, integrates, fiscally controls, directs, administers, reviews, and evaluates the activities, operations, programs, and services of the City of Gautier.</li>
<li>This position is responsible for the successful overall direction, management, and coordination of all operations and functions of the City of Gautier in accordance with all applicable laws, as described in Mississippi Code &sect; 21-9-25, 21-9-27, 21-9-29, 21-9-31, 21-9-33, and City of Gautier policies and procedures.</li>
<li>The City Manager serves as the top appointed executive in the City, carrying out the policies and programs determined by the elected City Council (Council&ndash;Manager form of Government); ensuring development and execution of the City&rsquo;s strategic plan and annual budget; and managing government operations and functions to effectively serve the community while complying with applicable laws and regulations.</li>
<li>The City Manager is also responsible for advancing economic development initiatives, managing state and federal projects, and securing and administering grants that strengthen community infrastructure, resiliency, and growth.</li>
</ul><h2 class="jobSectionHeader"><b>Essential Duties &amp; Responsibilities:</b></h2>
<ul> <li>Per Mississippi Code &sect; 21-9-25 and &sect; 21-9-29, the following duties are required of the City Manager, in addition to duties assigned by the Gautier City Council:</li>
<li>Responsible to the Council for the entire administration of the City government.</li>
<li>Prepare and recommend the annual budget to the Council.</li>
<li>Administer and enforce all laws, ordinances, and regulations of the City.</li>
<li>Appoint and remove all department heads and other employees of the City, except where state law requires Council appointment (City Attorney / Prosecutor, City Judge, City Clerk (optional), Public Defender, etc.).Supervise and control all department heads and employees and their subordinates.</li>
<li>Negotiate contracts and make purchases for the City, subject to law and Council approval.</li>
<li>Ensure compliance with public utility franchise agreements, contracts, and ordinances.</li>
<li>Make reports and recommendations to the Council as needed, and submit annual written reports on the City&rsquo;s financial and operational condition.</li>
<li>Prepare City Council meeting agendas with the City Clerk and attend all Council meetings</li>
<li>Direct analyses and recommendations on policy issues and long-range plans.</li>
<li>Represent the City in dealings with boards, committees, agencies, businesses, and the public.</li>
<li>Lead economic development efforts, including attraction and retention of businesses.</li>
<li>Secure and administer grants from federal, state, and private sources.</li>
<li>Oversee compliance, reporting, and management of grant-funded and federally supported projects.</li>
<li>Coordinate with federal and state agencies on infrastructure, resiliency, and workforce initiatives.</li>
<li>Oversee human resources systems, labor negotiations, and employee relations consistent with Council policy.</li>
<li>Direct and oversee public relations, press releases, and communications.</li>
<li>Promote cleanliness, beautification, and community pride initiatives.</li>

<p><b> Supervisory Responsibilities</b></p>

<li>Mississippi Code &sect; 21-9-25): The City Manager shall be chosen based solely on the basis of experience and administrative qualifications. A high school diploma or its equivalent is the minimum required by state law.</li>
<li>Bachelor&rsquo;s degree from an accredited college or university in Public or Business Administration, Human</li>
<li>Resources, Economic Development, or a closely related field is preferred.</li>
<li>At least seven (7) to ten (10) years of executive-level municipal or public sector comparable management experience in a full-service city of similar size/complexity or company, or an equivalent combination of related education and experience that results in the required knowledge, skills, and abilities, is preferred.</li>
<li>Demonstrated experience in economic development, grant administration, and managing state/federal</li>
<li>projects.</li>
<li>Master&rsquo;s degree in a related field preferred.</li>

Long Beach Airport (LGB) is classified as a small hub airport in the National Plan of Integrated Airport Systems and serves approximately four million passengers annually. Owned and operated by the City of Long Beach, LGB was established in 1923 and is one of the oldest municipal airports in the United States. Long Beach Airport has a rich history of contributions to our nation&rsquo;s leadership in aviation. Earl Daugherty opened one of the nation&rsquo;s first flight schools in Long Beach in 1919. Charles Lindbergh and Amelia Earhart flew from Long Beach. Once home to McDonnell Douglas (now Boeing), many commercial aircraft including the DC-8, DC-9/MD-80, DC-10/MD-11, and C-17 were manufactured in Long Beach. Approximately 180 businesses reside on Airport property and are responsible for roughly 18,000 jobs. Some of these include AAA, Aero Business Center, Atlantic Aviation, Long Beach Marriott Hotel, DeVry Institute of Technology, DHL, Epson America, SCAN Health Plan, Signature @ Aeroplex, Skylinks Golf Course, and United Parcel Service.<br>

Beginning in the early 2000&rsquo;s, the Airport embarked on the development of modern facilities, which included Parking Structure &ldquo;B&rdquo; in 2011, and the Passenger Concourse in 2012. In 2022, the Airport unveiled its new Ticketing Facility Lobby featuring common-use facilities for all its airlines. A new Baggage Claim Facility with two carousels was opened in 2023. In 2025, the final facility improvement was the renovation and first-floor restoration of the Airport&rsquo;s Historic Terminal, originally opened in 1941. The Airport has been awarded Grant funds for the modernization and refurbishment of the Passenger Concourse in anticipation of the 2028 Los Angeles Olympic and Paralympic Games.<br>

The Airport Department is governed by the City Council; the Airport Director is appointed by the City Manager and is responsible for overall airport activities. The Director is supported by a Deputy Director, Manager of Airport Operations and Facilities and Manager of Finance and Administration. The Public Affairs Officer reports to the Deputy Director. The Airport Department employs approximately 125 staff and has an annual operating budget of approximately $28 million.<br>

<b>THE POSITION</b></div><div>
Under the direction of the Airport Deputy Director, the Public Affairs Officer (PAO) is an at-will employee who manages the Public Affairs, Government Affairs, and Community Affairs engagement and programmatic efforts for the Long Beach Airport (LGB). The Airport PAO coordinates and facilitates communication between LGB, the public, business customers, tenants, and federal, state and local agencies. The key mission of the PAO is to establish and maintain effective two-way communications with the traveling public, news media, the travel and tourism industry and other stakeholder audiences regarding the policies, procedures, services, operations, developments and future plans of LGB. Additionally, the PAO, through the Airport Director, keeps Councilmembers, the Mayor, the City Manager and senior management updated about LGB issues and concerns.<br>
<br>
The purpose of the PAO is to influence public policy affecting LGB, build strong, positive relationships with customers, surrounding communities and federal, local and state agencies, and demonstrate how LGB provides a positive economic impact on the community through educational programs, events and the dissemination of timely, accurate information.</div></div><p></p>
