Provide clinical leadership and oversight for residents served in Gulfstream Goodwill Industries' HUD-supported housing programs. The Clinical Supervisor is responsible for supervising clinical and case management staff, ensuring high-quality behavioral health and supportive services, developing and reviewing individualized continuum of care plans, supporting crisis intervention, promoting trauma-informed and recovery-oriented practices, and coordinating with internal and external partners to enhance housing stability, resident wellness, and independent living outcomes.</p><p><b>
ESSENTIAL FUNCTIONS:</b></p><ul><li>
Provide clinical supervision and guidance to case managers, social workers, interns, and other assigned staff to ensure quality service delivery and adherence to professional standards.</li><li>
Oversee assessment, service planning, and implementation of individualized plans of care for residents with mental health, behavioral health, substance use, and co-occurring disorders.</li><li>
Complete biopsychosocial assessments</li><li>
Review resident records, treatment documentation, and progress notes for accuracy, timeliness, clinical quality, and compliance with HUD, agency, contractual, and regulatory requirements.</li><li>
Support staff in conducting biopsychosocial assessments, risk assessments, safety planning, discharge planning, and referrals for psychiatric, medical, and community-based services.</li><li>
Respond to and support crises involving psychiatric instability, substance use relapse, behavioral escalation, self-harm risk, victimization, or other resident safety concerns.</li><li>
Promote trauma-informed care, harm reduction, motivational interviewing, person-centered planning, and other evidence-based practices that support engagement and housing retention.</li><li>
Monitor daily clinical operations within residential and supportive housing settings to ensure services are coordinated, responsive, and aligned with program goals and resident needs.</li><li>
Facilitate case consultations, staffing meetings, and interdisciplinary reviews to address barriers to housing stability, service engagement, medication adherence, and independent living skill development.</li><li>
Train, coach, and develop staff on behavioral health best practices, crisis intervention, de-escalation, documentation standards, boundaries, ethics, and culturally responsive care.</li><li>
Collaborate with landlords, property management, hospitals, detox and treatment providers, law enforcement, managed care partners, and community agencies to coordinate care and stabilize residents.</li><li>
Track clinical trends, high-risk cases, incidents, and service outcomes, and make recommendations for continuous quality improvement, program enhancement, and risk mitigation.</li><li>
Assist with audits, licensing, monitoring visits, corrective action plans, and reports required by funders and oversight entities.</li><li>
Maintain confidentiality and protect resident rights in accordance with HIPAA, HUD requirements, agency policy, and applicable federal and state laws.</li><li>
Support a safe, respectful, clean, and therapeutically supportive residential environment that fosters dignity, recovery, and self-sufficiency.</li><li>
Contribute to the mission of Goodwill by portraying a positive image of the organization and working within the limits of prescribed routines and established policies.</li><li>
May be required to complete home visits or carry a caseload to cover brief periods of staff absences.</li></ul><p>

Requirements:
<p>
KNOWLEDGE AND SKILLS:</p><ul><li>
Master's degree in Social Work, Counseling, Psychology, Marriage and Family Therapy, or a related behavioral health field required.</li><li>
Active Florida clinical licensure required, such as LCSW, LMHC, LMFT, or other appropriate unrestricted license.</li><li>
Minimum three (3) to five (5) years of progressively responsible experience in supportive housing, homelessness services, residential treatment, behavioral health, substance abuse treatment, or a related human services setting preferred.</li><li>
Demonstrated experience working with adults experiencing serious mental illness, substance use disorders, trauma histories, behavioral challenges, and co-occurring conditions required.</li><li>
Experience developing Continuum of Care Plans, conducting clinical assessments, supervising staff, and managing crisis intervention in community-based or residential environments required.</li><li>
Knowledge of HUD-supported housing principles, housing first practices, community resources, documentation requirements, and service coordination standards preferred.</li><li>
Strong leadership, communication, documentation, organization, and critical thinking skills, with the ability to engage a wide variety of people respectfully and professionally.</li><li>
Ability to interpret regulations, maintain accurate records, use sound clinical judgment, set priorities, and manage multiple responsibilities in a fast-paced environment.</li><li>
Proficient in Microsoft Word, Excel, Outlook, and electronic recordkeeping systems.</li></ul><p>
PHYSICAL REQUIREMENTS:</p><ul><li>
Ability to sit, stand, walk, bend, reach, stoop, and move throughout residential and office environments for extended periods.</li><li>

Position Summary<br>
The Clinical Supervisor supervises mental health outpatient treatment at their site. This individual supervises the Mental Health Therapists in all phases of the therapists&rsquo; work, provides direct services to clients, and conducts groups, intakes, and assessments. The person in this position also supervises the support staff in the implementation of systems, and coordinates with the Behavioral Health Program Manager regarding administrative and clinical management procedures relating to clients.<br>

Job Description<br>
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Other duties may be assigned.<br>
<ul><li>Participate in interviewing and selecting candidates for employment, training employees, planning, assigning and directing work/caseloads for employees. Reviewing client charts to ensure compliance with BHO, DBHR, and TJC (The Joint Commission) requirements.</li><li>Provide clinical individual and group supervision to all mental health therapists, peer specialists, case managers and program staff working on your site.</li><li>Review and approve the therapists&rsquo; clinical documentation in Cerner, as appropriate.</li><li>In partnership with the Manager, ensure staff meets their weekly service hours and monthly productivity requirements.</li><li>In collaboration with the Manager, ensure staff has full caseloads and that caseloads are adequately distributed among all staff.</li><li>Ensure client retention and treatment success.</li><li>Ensure all staff follows the Sea Mar patient-centered model.</li><li>Conduct weekly file reviews and implement appropriate corrective actions to ensure files meet Federal, State, County, and Sea Mar requirements. Report all findings to the Program Manager and, as appropriate, to the Regional Behavioral Health Director.</li><li>In collaboration with the manager, ensure QI reports are completed on a timely manner.</li><li>Maintain a positive relationship with the BHO and referral agencies.</li><li>Promote the program to community based agencies, faith communities, social services agencies, criminal justice institutions, community health centers, schools, and any other potential referral agency.</li><li>In collaboration with the manager, ensure clinical staff submits daily collected data and daily data entry in the regional data system. Ensure data timeliness and accuracy.</li><li>In partnership with the Program Manager, ensure client information is protected and that all employees follow the HIPAA confidentiality requirements.</li><li>Work in partnership with the Program Manager to ensure high quality of care for all Sea Mar patients.</li><li>Ensure daily completion of electronic progress notes. Review and approve electronic progress notes, when necessary, in a timely fashion.</li><li>Demonstrate knowledge and skills necessary to provide care appropriate to the age of the patients served.</li><li>Demonstrate knowledge of the principles of growth and development over the life span.</li><li>Able to identify and categorize each patient&rsquo;s age-specific grouping of needs, such as those for infant, adolescent, or geriatric patients.</li><li>Provide clinical supervision of mental health staff as required by WAC and ensure client care is provided according to the WAC, county contracts, TJC, and Sea Mar Policies and Procedures.</li><li>Ensure system integration of care (primary care, behavioral health, dental care and overall health) for all patients.</li><li>Participate in management meetings and staff meetings in order to coordinate effectively with other members of staff and management team, assists in making appropriate inter-agency referrals.</li><li>Provide outpatient evaluations, assessments, and psychotherapy to individuals and families in a variety of therapeutic treatment modalities. Expected case load to be determined by Regional Director.</li><li>Maintain regular contact with clients, including home visits, if necessary in order to assess and evaluate the consumer&rsquo;s psychiatric status, basic needs, strengths and weaknesses.</li><li>Consult and collaborate with other professionals/agencies on client evaluations, treatment plans and follow-up.</li><li>In collaboration with manager, prepare concise, complete and timely consumer records, according to agency policy and WAC requirements.</li><li>Assure that their clinical staff maintains updated documentation as required by WAC, County and State contracts.</li><li>Assure that all clinical staff meets TJC standards in the delivery of clinical services.</li><li>All other duties as assigned by Regional Director.</li></ul>
CONDITIONS OF EMPLOYMENT<br>
<ul><li>This person must sign an oath of permanent confidentiality covering all patient related information.</li><li>This person must receive a background check from DSHS and Washington State Patrol.</li><li>This person must comply with all ethical standards of Sea Mar and as required by DOH.</li><li>The person in this position shall have no history or evidence of alcohol or other drug misuse for a period of three (3) years immediately prior to the date of employment at the facility, and no misuse of alcohol or other drugs while employed at this center.</li><li>This person must complete an annual clinical competency test as a mental health therapist.</li></ul>

EDUCATION and EXPERIENCE<br>
<ul><li>Master&rsquo;s degree in the Social Science or Social Service field.</li><li>Mental Health Professional; certification as minority Mental Health Specialist as prescribed by WAC, is preferred</li><li>Must meet criteria of a Mental Health Professional (MHP). Licensed status is preferred (LMHC, LMFT, LICSW). If not licensed, must hold and maintain an active Washington State Agency Affiliated Counselor License (may be pending for up to 60 days if applied for within 7 days of being offered employment) or mental health Associate License (includes Marriage and Family Therapist, Mental Health Counselor, and Clinical Social Worker).</li><li>At least five (5) years&rsquo; experience in the field, with some administrative experience.</li><li>At least five (5) years&rsquo; experience in the field, with some administrative experience.</li></ul>
