JOB SUMMARY</b></p>
<p>
Performs highly advanced inventory and retail sales work in a unit commissary. Work involves<br>
coordinating store or warehouse operations; displaying and selling merchandise; and ensuring<br>
compliance with established security requirements, loss prevention controls, and procedures. Works<br>
under limited supervision with considerable latitude for the use of initiative and independent<br>
judgment.</p>

<p><b>ESSENTIAL FUNCTIONS</b></p>
<p>
A. Coordinates commissary operations; sells merchandise to employees and inmates; and ensures<br>
accurate recording of commissary sales and receipts.</p>
<p>
B. Coordinates, schedules, and conducts periodic inventory of stock and merchandise; determines<br>
quantities of merchandise needed to maintain adequate inventory; coordinates the disposal of<br>
surplus property and the rotation of merchandise; reconciles inventory records with asset<br>
accounting records and resolves inventory-reporting discrepancies; and monitors, inspects, and<br>
maintains cleanliness and appearance of the commissary.</p>
<p>
C. Reviews and approves requisitions for replenishing supplies and merchandise; reviews invoices<br>
for accuracy and confirms the receipt of items requested; prepares and reviews inventory control<br>
records and reports; and monitors inventory databases.</p>
<p>
D. Supervises the work of employees and inmates; and provides technical assistance in inventory<br>
control, management, and ordering methods.</p>

E. Assists in maintaining security of assigned inmates.</p>

MINIMUM QUALIFICATIONS</b></p>

A. Education, Experience, and Training</p>
<p>
1. Bachelor's degree from a college or university accredited by an organization recognized by<br>
the Council for Higher Education Accreditation (CHEA) or by the United States Department<br>
of Education (USDE). Major course work in Business Administration, Criminal Justice,<br>
Accounting, or a related field preferred. Each year of experience as described below in<br>
excess of the required four years may be substituted for thirty semester hours from an<br>
accredited college or university on a year-for-year basis.</p>
<p>
2. Four years full-time, wage-earning commissary, retail sales, or inventory management<br>
experience or three years full-time, wage-earning commissary, retail sales, or inventory management<br>
experience and one year full-time, wage-earning correctional custody or law enforcement<br>
experience.</p>
<p>
3. Experience in the supervision of employees preferred.</p>
<p>
4. Experience with an automated point-of-sale system and retail sales preferred.</p>

I. JOB SUMMARY</b></p>
<p>
Performs moderately complex managerial work administering the daily operations and activities of the Commissary and Trust Fund. Work involves establishing program goals and objective; developing program guidelines, policies, and procedures; developing schedules, priorities, and standards for achieving program goals; coordinating and evaluating program activities; developing and evaluating budget requests; monitoring budget expenditures; and supervising the work of others. A. Manages and participates in the planning, organization, and coordination of Commissary and Trust Fund program activities to include unit commissary operations, commissary warehousing, and distribution operations; establishes program goals and objectives and performance measures; and develops and oversees the development and implementation of commissary and warehousing policies, procedures, rules, and regulations.
</p><p>B. Develops and implements techniques for evaluating program operations; oversees the review and evaluation of commissary, trust fund, warehousing, and distribution practices and programs; and monitors compliance with policies and procedures.
</p><p>C. Provides liaison with the commissary director and departmental employees, local, state, and federal agencies and community organizations; consults with public and private agencies and field offices involved in commissary, trust fund, warehousing, and distribution programs to resolve problems; provides consultative services and technical assistance in the program area; oversees the technical guidance provided by program staff; and communicates departmental and agency objectives, tasks, and decisions to program staff.
</p><p>D. Oversees the preparation of and evaluates budget requests; and oversees the preparation of correspondence, program management, and productivity reports and studies.

Job Description:</b></p><p><b>
Summary:</b> Provide subject matter expertise to perform the following tasks: Account for, maintain, issue, and destroy COMSEC Material and Equipment in support of Secure Interoperability between the United States and Overseas entities. Managers will provide formal and informal training to component personnel on the operation of the prime equipment and system.</p><p><b>
Essential Duties &amp; Responsibilities:</b></p><ul><li>
Manage the U.S. /FMS COMSEC account. Perform duties related to the receipt, custody, issue/distribution, safeguarding, accounting, and when necessary, destruction of classified and non-classified U.S. Government provided COMSEC Type 1 cryptographic devices and keying material (KEYMAT) as well as all COMSEC equipment.</li><li>
Responsible for the maintenance of up-to-date records and the submission of all required accounting reports. Be thoroughly familiar with the procedures for handling COMSEC material.</li><li>
In fulfilling responsibilities, the COMSEC Manager will perform the following duties:</li><li>
Protect COMSEC material and limit access to individuals with a valid need-to-know and clearance.</li><li>
Keep informed of any new requirements or modifications to existing requirements to be serviced by the COMSEC Account</li><li>
Receive, receipt for, and ensure the safeguarding and accounting of all COMSEC material issued to the COMSEC Account.</li><li>
Maintain COMSEC accounting and related records as outlined in NSA/CSSPM 3-16, Security Doctrine 1 and NSTISSI 4000 series instructions, or the applicable regulations.</li><li>

Ensure physical inspections and required page checks are accomplished on all keying material and publications received, returned, transferred, destroyed, during change of Manager, and when posting amendments which include replacement pages to ensure completeness of each publication as specified in NSA/CSSPM 3-16, Security Doctrine 1 and NSTISSI 4000 series instructions, or applicable regulations.</li><li>
Ensure all accountable COMSEC material shipped outside of the account&rsquo;s organization is packaged and shipped as specified in NSA/CSSPM 3-16, Security Doctrine 1 and NSTISSI 4000 series instructions, or the applicable service regulations. Ensure all material received is inspected for evidence of tampering. If the COMSEC account is so large as to prevent the COMSEC Manager from personally checking security packaging and markings, performing page checks and posting amendments, these actions may be performed by properly cleared and authorized individuals, who have been properly instructed by the COMSEC Manager.</li><li>
Be aware at all times of the location of every item of accountable COMSEC material held by the account and the general purpose for which it is being used.</li><li>
Establish procedures to ensure strict control of all keying material operationally required when turned over from one shift to another or from one individual to another.</li><li>
Ensure appropriate COMSEC material is readily available to properly cleared and authorized individuals as required by duty. Managers must verify individuals are cleared to the level of the material being issued. Issue material to users by means of a hand receipt, and brief recipients of their responsibility for safeguarding the material until it is returned to the Manager, in accordance with NSA/CSSPM 3-16, Security Doctrine 1 and NSTISSI 4000 series instructions, or applicable regulations.</li><li>
