As a member of MassMutual&rsquo;s Strategic Communications team, this role serves as a trusted communications partner to senior business and technology leaders, helping them shape and deliver key messages across the organization. The Impact
The communication consultant will help drive strategic communications for MassMutual's business and technology organizations. The candidate is responsible for developing internal communications strategies, presentations, talking points, and other materials of the highest caliber, and will work closely with business partners, up to and including members of the senior leadership team, to identify communication needs and implement effective communication solutions using both traditional and emerging media tactics (e.g., written, visual, video, etc.).<ul><li>

Minimum Qualifications<ul><li>

 OBJECTIVES OF THE ASSIGNMENT
 
 
 The GGGI is in the process of establishing its Country Office in Pakistan and implementing the LT-LEDS project along with few other projects and initiatives The individual consultant will assist the Country Office in program development, project related communications activities and facilitate the organization of workshops, bilateral meetings and focus group discussions for the LT-LEDS process across the country.
 
 
 DELIVERAVLES AND PAYMENT SCHEDULE

 The individual will support GGGI Country Office&rsquo;s communication activities in an on-going manner and around specific project milestones and activities. S/he will also provide support to the Country Office in the implementation of program/project activities, in particular related to the logistics and content coordination of meetings, workshops and events, as well as program development and carrying out certain administrative tasks that will ensure efficient running of the country office. The individual is expected to be highly professional, capable of planning and executing work packages and processes, collaborate fluently across units and institutions, and be extremely well organized to stay on top of multi-taskings and meeting deadlines. The individual will be required to work for at least 11 days per month with the following scope:

 PROJECT BACKGROUND
 
 
 The Global Green Growth Institute (GGGI) is an international intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, private sector, and NGOs to help develop growing economies that are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. Pakistan became a member of GGGI in 2021, and the Ministry of Environmental Coordination and Climate Change (MoCC&amp;EC) has signed the GGGI Pakistan Country Program Framework 2024-2028 in November 2024 at Baku. The Host Country Agreement (HCA) is expected to be signed in Q1 2026.
 
 
 The GGGI has been working on various projects and initiatives including the LT-LEDS (Long Term- Low Emission Development Strategy) project in collaboration with GIZ. The Paris Agreement invites countries o to produce a LT-LEDS in to provide a roadmap for decarbonization in the long-term, and to support the development of their sub-sequent Nationally Determined Contributions (NDCs).
 
 
 The overall aim of the LT-LEDS will be to enhance the Government&rsquo;s ability to plan for decarbonization of its economy in the long-term by providing a framework and a pathway for a progressive revision and enhancement of targets under its NDC to reduce CO2 emissions to 2035 and beyond. The LT-LEDS document will also indicate the best options to decarbonize different sectors while supporting economic and social development targets, job creation and prosperity in Pakistan. The process entails data collection, modelling, identification and prioritization of most cost-efficient and advantageous decarbonization options in key emitting sectors, and the establishment of an LT-LEDS investment plan for Pakistan. The preparation of the LT-LEDS will be done through a participatory process involving key stakeholder groups at federal and provincial levels.

 Project Context and Scope
 
 
 
 In September 2020, IOM established its mission in Qatar. This mission is the third in the GCC region, marking a significant milestone in the relationship between the GCC and the Organisation. The GCC region has both shared and distinct labour mobility dynamics, hosting one of the highest proportions of expatriate workers globally. Labour mobility plays a central role in national development across the region.
 
 
 The State of Qatar is a key destination for international labour mobility, with expatriate workers comprising approximately 94% of the national labour force. Qatar has emerged as a regional and global actor in labour mobility governance, development cooperation, and humanitarian assistance. IOM Qatar works closely with government counterparts, UN agencies, civil society, the private sector, and expatriate communities to promote safe, orderly, and regular labour mobility, protect workers&rsquo; rights and welfare, and contribute to sustainable development.
 
 
 This includes supporting the Government&rsquo;s anti-trafficking efforts, building national capacities on labour mobility governance and international standards, raising awareness on mobility and human development issues, and fostering dialogue between regions of origin and destination to improve the governance of labour mobility and protect expatriate workers&rsquo; rights.
 
 
 In 2021, following the Taliban takeover in Afghanistan, what was initially envisioned as a small country office expanded significantly to accommodate the operation to evacuate Afghan nationals through Doha. Since then, IOM Qatar has continued to grow its portfolio, including in areas such as humanitarian response, technical assistance, and regional cooperation.
 
 
 The development of the IOM Qatar Country Strategy 2026&ndash;2030 is a key opportunity to consolidate the mission&rsquo;s strategic direction, align with IOM&rsquo;s Strategic Plan 2024&ndash;2028, the MENA Regional Strategy (2025&ndash;2029), and ensure coherence with Qatar&rsquo;s national development priorities, particularly those outlined in the Qatar National Vision 2030 and the Third National Development Strategy.
 
 
 The strategy will also serve as a tool to enhance IOM&rsquo;s visibility and stakeholder engagement in Qatar by clearly articulating the Organisation&rsquo;s mandate, comparative advantage, and contributions to the country&rsquo;s development and humanitarian objectives.

 The Consultant will be responsible for the following:

 Develop a detailed work plan and methodology for the consultancy, including a stakeholder engagement plan.
 </li>

 Conduct consultations with key stakeholders, including government counterparts, UN agencies, civil society, private sector actors, and other relevant partners.

 Prepare a comprehensive context and stakeholder mapping report, with a focus on labour mobility, workforce development, and human development in Qatar.
 </li>
 <li>
 Draft the IOM Qatar Country Strategy 2026&ndash;2030, ensuring alignment with IOM&rsquo;s Strategic Plan 2024&ndash;2028, the MENA Regional Strategy (2025&ndash;2029), relevant regional frameworks, and Qatar&rsquo;s national priorities.

 Facilitate a stakeholder validation workshop to present and gather feedback on the draft strategy.

 Finalise the strategy document, incorporating feedback from IOM and stakeholders.

 IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
 
 
 Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation.
