Work Location

Hours 
This is a variable schedule position. The hours are generally 8:00 a.m. &ndash; 4:30 p.m., Monday-Friday with variation to accommodate caseload requirements, pre-trial program requirements, treatment services for clients, traveling, and training.

Provide day-to-day supervision to adults under regular or intensive probation, parole, or post-release supervision, ensuring compliance with conditions set by the Courts or Parole Board. Assess criminogenic and treatment needs using validated tools; develop individualized supervision and case plans that address risks and build strengths. 
Use evidence-based practices, such as motivational interviewing and cognitive behavioral techniques, to encourage positive change and accountability. 
Partner with treatment providers, employers, and community organizations to connect individuals with services and resources that support rehabilitation and long-term success. 
Conduct home and community visits as appropriate to supervision plans and case needs. 
Prepare pre-sentence investigations, sentencing guidelines, and progress reports accurately and on time; testify in court and provide professional sentencing recommendations. 
Monitor compliance and take appropriate corrective action, including recommendations for revocation when necessary to protect public safety.

Minimum Qualifications

Individual counseling experience and/or casework with adults including direct delivery of services. Working knowledge of the criminal justice system, case management and counseling techniques that may include Motivational Interviewing and other evidence-based practices. Demonstrated ability in writing reports and working with people in conflict with the legal system, to interpret and apply policies and procedures, and to communicate effectively orally and in writing. Capable of independent judgement and action. Ability to work with diverse groups of probationers, co-workers and community-based 
 
Additional Considerations

Incumbent serves as Residential Officer for Community Corrections, responsible for maintaining security and order in the facility.
DUTIES:
Maintains interior security of facility, including monitoring surveillance cameras, door controls, and visitors, conducting patrols and routine searches of all dormitories and searching participants for contraband. Maintains accurate accounting of all participants.
Ensures compliance with facility rules and regulations, and monitors participant compliance with individual treatment plans, recording and reporting inappropriate behavior to treatment personnel and/or supervisor as required. May periodically secure and/or physically restrain violent/ uncontrollable participants as situations demand.
Documents/logs all activity during shift, noting pertinent information for subsequent shifts.
Supervises and distributes meals, and supervises work details and other activities in and around facility, ensuring proper, timely completion. Verifies participant release from facility for work, counseling, and approved requests, and checks residents in/out following prescribed procedures.
Supervises/monitors prescribed medication supplies, and ensures participants receive proper medical attention as needed. Operates portable alcosensor and collects urine samples of participants as required.
Answers telephone and greets visitors as assigned, providing information and assistance, taking messages, or directing to appropriate individual or department. Responds to inquiries regarding individual participants and facility activities.
Assists participants in role playing difficult situations to achieve a more positive result.
May periodically testify in court/disciplinary hearings as required.
Periodically attends training seminars as required or as needed.

High school diploma or equivalent is required. Associate&rsquo;s Degree in criminal justice field is preferred. Relevant job experience may be substituted for preferred college degree.
Possession of or ability to obtain required training certifications within time specified by department, including first responder/CPR, response to resistance, verbal de-escalation, and disease control.
Ability to meet all department hiring and retention requirements, including not posing a direct threat to the health and safety of other individuals in the workplace.

As a result of the duties associated with this job, there is the potential of becoming exposed to blood borne pathogens and other potentially infectious diseases. To safeguard employees and eliminate the liability placed on Hamilton County, employees working in this position shall begin the three shot Hepatitis B vaccination and subsequent training within 10 days of their initial job assignment per OSHA 29 CFR 1910.1030(f)(2)(i). The initial and two subsequent vaccinations shall be administered by the Hamilton County Health Department and free of charge to the employee. If the employee has previously received the three shot Hepatitis B vaccination, official documentation must be provided to the supervisor identifying the dates in which each shot was appropriately administered. A Temporary Medical Declination may be made for a period of up to six months. A Declination form must be completed, outlining the medical reasons for the temporary declination and forwarded to the Safety &amp; Risk Manager. Employees temporarily declining the vaccine are prohibited from performing any duties in which they may be exposed to a blood borne pathogen or other potentially infectious disease until they are able to begin/continue the series of vaccinations. Failure to comply will result in termination of employment.
II. RESPONSIBILITY:
Incumbent performs standard, recurring duties according to well-established department policies and procedures, selecting applicable methods and taking authoritative action in response to situational demands. Incumbent's work is primarily reviewed for compliance with department policies and procedures. Errors in decisions or work may result in loss of time for correction, or endangerment of self and/or others.
III. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County departments, residents and their family members, other law enforcement agencies, Department of Corrections, and the public for purposes of exchanging information, explaining policies and procedures, and supervising residents. Incumbent's work frequently involves non-routine problem-solving to gain cooperation of law offenders in situations that may jeopardize the safety of the public, co-workers and/or incumbent.

IV. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a facility involving sitting and walking at will, walking/ standing for long periods, lifting/carrying objects weighing less than 50 pounds, crouching/kneeling, bending, close and far vision, reaching, handling/grasping/fingering objects, keyboarding, speaking clearly, hearing sounds/communication, depth and color perception, and exposure to potentially violent/hostile individuals. Who We Are:
Chesterfield Community Corrections Services (CCS) provides supervision, case management and supportive services to individuals under pretrial and local probation supervision in Chesterfield County and the City of Colonial Heights. Our probation team is seeking a qualified candidate to provide case management and court ordered supervision to individuals referred for a variety of charges. The ideal candidate for the position is passionate about working with individuals, eager to collaborate with stakeholders, and comfortable with holding individuals accountable for adhering to court ordered conditions. This position must be filled by a male. This caseload at any time can range from 80-120 cases.
What You Do and How You Do It:<ul><li>
Supervise individuals under court ordered probation supervision who may have substance use disorder, mental health diagnoses, etc.</li><li>
Monitor and enforce compliance with court ordered supervision conditions and provide notifications to the court of non-compliance.</li><li>

Current valid driver&rsquo;s license and good driving record required. The Pretrial Services Officer works under the direction of a Pretrial Supervisor and general supervision Region Chief within the Division of Field Operations.FUNCTIONS INCLUDE: &middot; Completes pretrial assessments for defendants arrested on criminal charges.&middot; Interviews and assembles information and data concerning employment, residency, criminal record, and social background of arrested persons.&middot; Collects records of criminal history and failure to appear history through electronic judicial case management systems, pretrial case management systems, LEADS/NCIC and other sources.&middot; Verifies and documents information collected from the defendant through collateral contacts to ensure accuracy and completeness of pretrial reports.&middot; Prepares and files with the court pretrial reports including a pretrial assessment, social background information, criminal history, specific recommendations based on assessed risk and status updates on the defendant&rsquo;s compliance with pretrial conditions.&middot; Attends and testifies at court hearings where the status of defendant&rsquo;s pretrial release or conditions are determined, reviewed or evaluated, modified, or stricken. &middot; Administers pretrial intakes and monitors defendant&rsquo;s compliance with pretrial conditions through regular, documented, contact with defendants in person, by telephone, text message, email, or virtually.&middot; Refers clients on pretrial supervision to appropriate services and maintains regular contact with referral sources.&middot; Observes, collects and processes drug and alcohol testing samples.&middot; Assists the Division&rsquo;s Electronic Monitoring Unit by installing, removing, and retrieving electronic equipment.&middot; Informs the court, state&rsquo;s attorney and public defender of noncompliance with conditions of pretrial supervision.&middot; Provides written notification to defendants of court appearances by letter, email or text message.&middot; Oversees inventory of drug tests, electronic monitoring equipment, personal protective equipment, and other supervision materials located in the county.&middot; Travels to surrounding counties to perform the duties of a Pretrial Services Officer.&middot; Translates from English to Spanish and Spanish to English as appropriate when communicating with defendants.&middot; Attends OSPS pretrial services trainings and maintains a working knowledge of state laws and national standards pertaining to pretrial services. &middot; Performs other duties as assigned.EDUCATION AND EXPERIENCE:Minimum Qualifications:1. Bachelor&rsquo;s degree from an accredited institution.2. Candidates must be bilingual in English and Spanish with ability to speak and write English and Spanish fluently.3. The Security Monitor I, Community Corrections is responsible for the supervision of the facility population including but not limited to safety, security and facility sanitation. OVERVIEW
 
Provides case management for a caseload of general probation clients to help them successfully complete probation, by applying appropriate behavioral change techniques while providing supervision and monitoring compliance according to Intervention policies and procedures.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES

<li>Meet with client per policy to evaluate progress in accomplishing case plan and probation terms, administer rewards and sanctions according to established policies and procedures.</li>
<li>Document all direct and collateral contacts with all clients.</li>
<li>Conduct orientation meetings with new clients and explain program rules and regulations.</li>
<li>Assess and collect client fees.</li>
<li>Enter client data into electronic database accurately, timely and completely.</li>
<li>Report all program violations to the referral agency via the established Intervention policies.</li>
<li>Complete all written reports concerning clients in an accurate, legible and timely manner. Prior to sending any reports to the courts or referral agency approval must be given by a supervisor.</li>
<li>Refers clients to community resources as appropriate.</li>
<li>Monitor drug and alcohol tests as required.</li>
<li>Work with courts, probation and criminal justice agencies regarding client staffing/compliance.</li>
<li>Travel to the jail to meet with clients.</li>
<li>Provide own transportation to travel to court, jail and/or other sites as required, including in adverse weather.</li>
<li>Testify in court regarding client compliance.</li>
<li>Attend required trainings and meetings; apply skills and information.</li>
<li>Regular and predictable attendance.</li>

MINIMUM QUALIFICATIONS
 
EDUCATION and/or EXPERIENCE

<li>EDUCATION:  Bachelor's degree (BA/BS) from accredited four-year college or university in criminal justice, psychology, social work, counseling, a social science or other closely related field. </li>
<li>SUBSTITUTION FOR EDUCATION:  Work experience in the areas of counseling, social work, law enforcement, corrections or community supervision which provided the same kind, amount, and level of knowledge acquired in the required education, will substitute on a year-for-year basis for the bachelor's degree. </li>
