The incumbent in this position is responsible for supervising, surveilling and maintaining a specialized caseload consisting of youthful offenders, drug offender probation, community controlees, pre-trial intervention offenders, offender releases or any combination of the above. As workload demands require, this position may be required to supervise other types or classifications of offenders. The incumbent may also perform duties relating to the intake officer, court liaison officer, trainer and electronic monitoring device installer. This position may also direct and supervise a correctional probation officer at a probation and restitution center and may involve monitoring a residential treatment facility and being the on-site departmental representative supervising the program participants.

Encourages and fosters offender compliance with the supervision order through guidance, goal setting, monitoring of offender behavior and supervision in the community.</div><br>

</div><div>Conducts field and office supervision visits via personal contact, collateral/community contacts, surveillance contacts, telephone contacts and electronic methods to ensure compliance with conditions of supervision and to provide assistance to offenders as appropriate.</div><br>

</div><div>Demonstrates sensitivity to public and victim needs, concerns and complaints and takes appropriate, prompt action as required.</div><br>

</div><div>Assesses and/or assists in assessing and identifying offender needs, treatment options, and supervision objectives and refers offenders as appropriate. </div><div>Conducts pre-sentence, pre-trial, post-sentence, interstate compact, sentencing guidelines and other required investigations on offenders. Makes recommendations on offenders under supervision or pending disposition to the sentencing or releasing authorities regarding continued supervision, revocation, diversion and incarceration.</div><br>

</div><div>Exhibits appropriate demeanor and knowledge as a representative of department. Attends hearings or appears as a witness in any proceedings before a sentencing or releasing authority making determinations regarding offenders under supervision. Reports non-compliance with order of supervision to sentencing or releasing authority and prepares violation and other required reports, forwarding them to appropriate sentencing or releasing authority.</div><br>

</div><div>Maintains liaison with the judiciary, prosecutors, public defenders, law enforcement, treatment providers, non-profit service agencies, governmental agencies, other facilities, offices and bureaus of the department and other criminal justice representatives. </div><div>Conducts individual and group counseling of an informal and formal nature for offenders as needed. Interviews offenders to obtain information relating to supervision or investigation.</div><br>

<div><p>Reporting to the Assistant Director, Resident Services, the Accountability Specialist (ACS) primary responsibilities include coordinating resident approved movement schedule with case managers, monitor resident on GPS devices assigned to Home Confinement and job site. ACS will install GPS on resident monitor resident movements while on home confinement, social pass, treatment, employment, or other authorized community activities to ensure compliance with the Bureau of Prisons Community Re-entry guidelines. Monitoring shall include unannounced visits to residents homes, pass locations and places of employment; telephone verification of residents scheduled locations; and appropriate documentation of contacts in the resident file and other tracking records. The ACS provides guidance to the facility on resident whereabouts outside the facility. ACS coordinates monitoring activities, document any violation, master tamper alarm, conduct investigation. The employee will report to the Assistant Director Resident Services.
</p><p><b>RESPONSIBILITIES:</b></p><ul><li>
Install GPS devices on resident and monitor residents movement, home confinement, job , treatment site, etc.</li><li>
Coordinate with case managers to and develop implementation resident schedule to ensure compliance with Bureau of Prisons (BOP) and America Corrections Association (ACA) guidelines, in home confinement, pass, employment, or other authorized community activity.
</li><li>Coordinate job-site visits with the Employment Placement Specialist, ensuring that the schedule of visits is appropriate and reasonable.
</li><li>Implement community-based monitoring based on the approved monitoring plan, and as mandated by ACA, VOACC and the funding source.
</li><li>Conduct home detention site visits according to a standard checklist, and coordinate with Control Center staff to verify each residents authorized located and schedule.
</li><li>Maintain accurate monitoring inventory of GPS devices, records site visits, home confinement, telephone contacts, GPS tracking alerts and incidents and monitoring documentation weekly and ensure they are properly filed in the Secure-Manage (SM) under each resident log</li><li>
Report any deviation from residents authorized community activities to the Program Director/designee, and complete disciplinary incident reports accordingly.
</li><li>Coordinate and conduct initial meeting with the resident and their family members to complete orientations to home plans and visits to the residents release address.</li><li>
Maintains and demonstrate working knowledge of ACA requirements, VOACC policies and procedures and operational procedures, as well as, contractual obligations established by the funding source.</li><li>
Perform functions related to the Center Disciplinary Procedures as directed.</li><li>
Drive on company business to perform residential and employment site visits and transport clients as required.</li><li>
Participate in Program Review Team Meetings weekly and attend staff meetings and other VOACC work-related meetings and functions as directed.</li><li>
Participate in the provision of pre-service and in-service training for staff as directed.</li><li>
Prepare weekly, monthly or other periodic reports as required in the performance of position duties.</li><li>
Participate in 44 hours annual training as mandated by the ACA, VOACC, and funding source, and maintain certification in CPR/First Aid.</li><li>
Represent the program to the public, community agencies, and funding sources, professionally and appropriately.

Serves as the first point of contact for defendants placed on community supervision and provides general information regarding community supervision requirements. Testifies in sentencing and revocation hearings. Works independently in the criminal courts and requires limited supervision in the office. Has considerable latitude for the use of initiative and independent judgment.Distinguishing Characteristics: This classification provides court coverage to the County and District criminal courts. It assists in case staffing for field Probation Officers, Judges, prosecutors, and defense attorneys. This classification requires work in multiple facilities. This classification may require a flexible work schedule to meet the needs of the courts and department. This job is distinguishable from other probation officers in that it is considered essential personnel and the incumbent has considerable latitude for the use of initiative and independent judgment.

EXAMPLE OF DUTIES
<br>Attends court dockets in the mornings and afternoons or virtually as required by the court's schedule.Conducts brief initial interviews with clients, gathering biometric information, explaining conditions of community supervision, and providing reporting instructions to Intake, Diagnostic and Tax Office.Completes Conditions of Community Supervision, Ignition Interlock Orders, Orders Continuing, Orders Amending, and Orders Revoking ensuring the plea agreement and Court's orders are reflected accurately. Completes Felony Court Referrals for felony cases.Completes GPS Checklist, Victim Notification Form, Restitution Sheet, Jail Release card, Probation Assignment form, and sentencing logs when appropriate.Reviews reports, Motions to Revoke/Adjudicate and other legal orders received from field POs ensuring adherence to applicable Statutes, the court's orders and departmental policies and procedures. Identifies problems and plausible solutions. Solicits additional information and takes appropriate action.Retrieves dockets, prepares, and provides updates to judge, prosecutors, defense attorneys on cases pending motions to revoke/adjudicate. Provides information on available resources through the CSCD and alternative recommendations on disposition of motions to revoke/adjudicate.Documents chronos in a clear, concise, and thorough manner to reflect appropriate emphasis on court events. Ensures collateral and collaborative information is documented in CSS clearly and accurately.Maintains and reviews caseload reports for active incarcerated, appeal, and motion for new trial cases and addresses issues appropriately. Maintains ongoing accurate level of supervision on all offenders.Distributes and routes documents to appropriate entities; Tax Office, Bookkeeping, Diagnostic Unit, Intake, Field Units, County and District Clerk and TCSO.Develops the expertise to identify and address the needs of specialized populations. Identifies both specialized programs and caseloads beneficial to different populations. Educates, and endorses, departmental policies, procedures and supervision model to court staff and related officials to assist in addressing criminogenic needs andto facilitate change in behavior and reduce recidivism. Obtains a working knowledge of other agencies practices and procedures to better collaborate and problem-solve.Ensures all money owed by client, as set forth in the conditions of community supervision, is collected and properly recorded.Prepares legal documents and other reports for judges, attorneys and the court system, as required.Conducts urinalysis or other substance abuse screening and assessment tools on clients as required by the court.Provides testimony in court, as required.Assists in the training process for on-boarding Court Probation. May supervise interns and volunteers assigned to the unit.Performs other job-related duties as assigned.

<br>Physical requirements include the ability to lift/carry up to 10-25 pounds, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, sitting, walking, climbing stairs, bending, stooping, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, repetitive motion, and squatting to perform the essential functions. Subject to contact with communicable diseases, radiation, hazardous waste, human fecal matter and foul odors.
