Brief Job Description:
This position is open to U.S. Citizens and permanent residents. 
This is an onsite position based in Austin, TX. The selected candidate must be willing to work onsite from an HHS office located in Austin, Texas. 
Position Purpose
The Project Manager IV provides enterprise level leadership for highly complex Medicaid Information Technology (IT) initiatives that span multiple HHS agencies and external partners. This role is accountable for end-to-end delivery of large-scale, high visibility projects, ensuring outcomes align with regulatory mandates, strategic priorities, and service delivery goals. Working under limited supervision, Project Manager IV exercises considerable independent judgment and serves as a trusted advisor to Executive Leadership, as well as internal and external stakeholders. 
This position is based in the Austin office, with a strong preference for onsite candidates. Limited teleworking may be available based on business needs, agency policy, and individual performance. 
Performs highly advanced project management work initiating and conducting enterprise-level projects within Medicaid Information Technology. Responsibilities include assuring projects are delivered on time; within budget; utilizing accepted project management methodologies; and establishing and evaluating project deliverables. Manages and coordinates the planning and initiation of projects at various levels of completion, monitoring the progress and schedule of projects, and communicating with project stakeholders, management, oversight authorities and other relevant parties. About the job
The primary goal of a Technical Project Manager is to plan, coordinate, and oversee the successful delivery of projects from initiation to completion. This involves helping define project scope, timelines, and deliverables; managing resources and budgets; mitigating risks; and ensuring effective communication across stakeholders.
The role is focused on bridging the gap between technical teams and business objectives, ensuring solutions are delivered on time, within scope, and to the highest quality standards, while fostering collaboration, removing obstacles, and driving continuous improvement in project execution.
Responsibilities<ul><li>
Support the Lead Technical Project Manager: Work closely with the Lead Technical Project Manager to provide support as needed, escalate predefined scenarios, implement new processes on request, and communicate down to individual contributor level when required to keep delivery moving forward as planned.</li><li>
Oversee Project Execution: Monitor progress, manage dependencies, and adjust plans proactively to address changing requirements or constraints in a team of 50+ engineers.</li><li>
Manage Stakeholder Communication: Provide regular updates on project status, risks, and changes to stakeholders, ensuring transparency and alignment.</li><li>
Help to Establish Project Scope: Collaborate with stakeholders to establish project objectives, deliverables, timelines, and success criteria.</li><li>
Mitigate Risks and Resolve Issues: Identify potential risks early, develop mitigation strategies, and resolve project blockers to maintain momentum.</li><li>
Coordinate Cross-Functional Teams: Facilitate collaboration between development, QA, product, and business people to align on goals and priorities.</li><li>
Drive Continuous Improvement: Gather feedback after project completion and implement lessons learned to refine future project execution.</li></ul> 
Mandatory<ul><li>
Education: Bachelor&rsquo;s degree in Computer Science, Information Technology, Engineering, Project Management, or a related field (or equivalent practical experience).</li><li>
Experience:<ul><li>
2+ years of proven experience managing software development projects, either as a Project Manager or Lead Developer.</li><li>
5+ years of overall experience in software development, including hands-on commercial coding within the last 3 years.</li><li>
Experience working in small to medium-sized businesses, specifically organizations with approximately 20 to 100 employees.</li></ul></li><li>
Technical Knowledge:<ul><li>
Proficiency in one or more programming or scripting languages such as JavaScript, Python, Java, C#, or similar.</li><li>
Foundational knowledge of DevOps practices, including CI/CD pipelines, containerization, and modern software delivery concepts, with the ability to discuss them confidently even if not directly implementing them.</li><li>
Strong understanding of SDLC, Agile/Scrum, and related delivery methodologies, with the ability to explain their differences, advantages, and trade-offs.</li><li>
Strong working knowledge of common software engineering and collaboration tools such as Git, Asana, Confluence, Slack, and similar platforms.</li><li>
Strong understanding of various testing approaches, including unit, integration, and end-to-end testing, as well as test automation, performance testing, and security testing.</li><li>
