 The contract specialist supports the organization and project team in handling all contractual and related commercial aspects in connection with the contracts with the customers as well as subcontractors and vendors, during the entire project&rsquo;s life cycle.

   Assisting in managing the contracts life-cycle during project execution and warranty phases, including but not limited to: review and draft of amendments, contractual documents, renewal of contracts.
  </li>

   Providing comments on contractual clauses and requirements.
  </li>
  <li>
   Support the change management process. This includes drafting and review of change orders, claims, back charges and penalties, defence of incoming claims vis-a-vis customers, subcontractors and key vendors.
  </li>
  <li>
   Safeguarding contractual obligations including tracking and timely issuance of notifications, monitoring of milestones and payment in cooperation with the project team.
  </li>
  <li>
   Solicit or ensures notification and submission of requests and notices, documents, in particular for those subject to time limits.
  </li>
  <li>
   Monitoring all the contractual milestones and related payments.
  </li>
  <li>
   Advise head of the contract management on any aspect of the Project execution which deviates from the requirements of the Contract.
  </li>
  <li>
   Collects and organizes the documentation from the Sales Team.
  </li>
  <li>
   Identify contractual requirements.
  </li>
  <li>
   Ensure accurate control of bid documentation from the day of order receipt.
  </li>
  <li>
   Coordinate with internal department (engineering, QC, logistic) and get the required documents.
  </li>
  <li>
   Submit documentation on customer portal/by email on time.
  </li>
  <li>
   Follow up for documentation approval within the documentation cycle set in the contract.
  </li>

   Keep track of the documentation status and inform line manager in case of any delay.

Key Duties and Responsibilities:</b></p><ul>
<li>Oversee and administer contracts throughout the project lifecycle, including drafting change orders, amendments, and ensuring all contractual obligations are met by suppliers and contractors.</li>
<li>Monitor supplier and contractor performance, participate in acceptance of delivered goods, and draft acceptance certificates as required by the contract.</li>
<li>Provide advice on contractual disputes and support the settlement of any issues that arise under the contract, ensuring alignment with EBRD requirements.</li>
<li>Prepare and maintain all necessary documentation related to procurement, contract administration, and reporting, ensuring transparency and traceability for the client and funding institutions.</li>

Performs advanced contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.</p><p><b>
Essential Duties:</b></p><p><b>
Contract Specialist I:</b></p><ul><li>
Assists in developing plans for implementing new contract evaluation requirements.</li><li>
Assists in developing, writing or revising contracts, amendments, procedures, forms, related documents and provisions.</li><li>
Assists in printing, collating, preparing documents and binding contracts/manuals for distribution.</li><li>
Assists in receiving payments, preparing deposit vouchers and entering data in an automated information management system.</li><li>
Assists in researching state and federal statutes and opinions, Department policies and previous contracts.</li><li>
Assists in reviewing compliance of minority participation goals in consultant contracts.</li><li>
Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures.</li><li>
Conducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposes solutions.</li><li>
Coordinates, reviews, processes and monitors third party advanced funding agreements and supplemental agreements.</li><li>
Ensures contracts are payable and meet all legal requirements.</li><li>
Executes agreements and contracts.</li><li>
Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contracts including procurement documents and revisions; writes routine and unique correspondence.</li><li>
Meets with project managers to identify objectives, needs and issues concerning project contracts.</li><li>
Prepares financial/statistical graphs and reports.</li><li>
Provides technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions.</li><li>
Reviews contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements, time extensions, acceptance testing and consultant qualifications.</li><li>
Reviews coordinates and processes routine open records requests.</li><li>
