The Contractor Program Manager (CPM) is the senior, single-accountable leader for end-to-end performance of a cleared, multi-task-order federal contract supporting an Intelligence Community customer. The CPM owns delivery across cost, schedule, quality, and staffing; leads the phased transition and consolidation of legacy efforts into a unified Program Management Office; and drives measurable progress against the customer's Agile maturity and mission delivery goals. This role is the primary point of contact for the Contracting Officer and Contracting Officer's Technical Representatives, and the linchpin between the customer's mission, the contractor's delivery teams, and Amentum's executive leadership.

Essential Responsibilities:

 HTS's 600 million dollar, 3500 people, 80+ office national AEC client is actively hiring a Sr PM Systems Project Manager to perform a wide variety of professional engineering work in either a field or office setting as Owner's Representative on a billion dollar MATOC Sound Transit capital program's Traction Power Substation System (TPSS) portfolio. The Senior Project Manager is directly responsible for leading the modernization, standardization, and full integration of TPSS assets across the Authority's rail network, and reviews the work of Authority, State, and Contractors in accordance with the applicable Design Criteria Manual, Construction Manual, and all governing specifications. The Project Manager reviews progress of the work to assure compliance with the contract documents.  Manage the contracts strategy for major onshore capital projects by controlling, directing, and implementing contract management processes while leading the development and stewardship of contract plans across the project.

 Provide technical, commercial, and functional leadership in all aspects of contracting, including the preparation and administration of ITT packages and EPC contracts within a high-value, complex project environment.

 Key Job Accountabilities
 
 
 
 <ul>

 Provide strategic leadership for all project contracting activities, including ITT issuance, EPC contract execution, and service work order administration, ensuring alignment with Legal and key stakeholders.
 </li>
 <li>
 Oversee preparation of ITT packages and direct the full tendering process to ensure commercial integrity, competitiveness, and governance compliance.
 </li>
 <li>
 Establish contract strategies and govern EPC contract development to ensure clear scope definition, balanced risk allocation, and alignment with project objectives.
 </li>
 <li>
 Evaluate contractor technical and commercial submissions and provide recommendations on contractual acceptability and commercial exposure.
 </li>
 <li>
 Govern end-to-end contract administration, including change management, payments, claims resolution, securities monitoring, amendments, and closeout.

 Lead negotiations for contractor-initiated changes to secure optimal commercial outcomes while protecting cost and schedule commitments.

 Manage complex contractual disputes and oversee preparation of formal commercial correspondence to protect contractual rights and minimize risk exposure.
