Description of Work
This position is located at Craven Correctional Institution in Vanceboro, NC, Craven County. The prison is a Medium Custody Adult Male Felon Diagnostic Processing Center which houses 850 offenders. Employees in this class carry a caseload of inmates, which involves supportive counseling, conducting assessments, developing case plans, answering and following up on inmate questions and problems, and making recommendations to the classification committee.
 
 
Key Duties Include:
 
 
<ul><li>In addition to regular case management duties, each case manager will also assist in major dynamic programs or coordinate major or specialized programs for the rehabilitation of offenders, such as offender work assignments, education, or recreation; substance abuse programs, community volunteers, offender library and special projects involving offender art show/writing contests, volunteer banquets, as well as transition planning and coordinating.
</li><li>Employees in this class plan and coordinate transition (re-entry) prior to parole or release into the community.
</li><li>Case managers may have mental health offenders on their caseload which requires additional time to manage.
</li><li>Case managers are also often required to interact with community organizations in their performance of duties.

Corrections Counselor I

JOB
 The overall purpose of case management in the Onslow County Detention Center is to assess an offender’s criminogenic needs and connect them to treatment and services, helping them remain substance and crime free once released into the community. The Case Manager will work within the Onslow County Detention Center and conduct assessments for all assigned non-violent adults with substance use or co-occurring mental illness and substance use. High priority will be given to those with moderate to high risk of reoffending to reduce the risk of criminal justice recidivism. The Case Manager will coordinate with the current correctional behavioral health providers along with the medical unit and therapy staff to prepare individualized case plans, including referrals to treatment and services upon release from the Onslow County Detention Center. In addition to recovery-based services, the Case Manager will address housing, employment, education and health and wellbeing. Case management services and support takes place both in the Onslow County Detention Center and in the greater Onslow County community and surrounding counties if indicated. Case management will continue for a minimum of 90 days after release with 6 month and beyond data tracking. JOB SUMMARY

Performs advanced case management work. Work involves coordinating case management 
activities developing program goals, objectives, and procedures; and evaluating outcome measures 
for the program. Works under minimal supervision with extensive latitude for the use of initiative and 
independent judgment.

ESSENTIAL FUNCTIONS

A. Performs complex pre-release case management for the reentry and integration of inmates 
discharging from a correctional facility; assists in the development of program policies and 
procedures; assists with program monitoring and evaluation; and assists with coordinating 
activities to produce an effective reentry transitional process.

B. Reviews inmates referred to the program and tracks progress through the case management 
process; conducts inmate assessments to identify workforce and reentry barriers; implements 
criteria for identification of inmate needs; and develops and implements case plans to address 
removal of inmate deficiencies.

C. Coordinates with appropriate agencies in obtaining necessary inmate identification documents; 
assists in inmate eligibility and application for various reentry benefits and services; and works 
with and provides liaison with program staff, government agencies, inmate families, faith-based 
support groups, and other organizations.

D. Develops and maintains records on participating inmates; documents case records and reviews 
reports; and compiles and analyzes data and prepares summary reports.

MINIMUM QUALIFICATIONS

A. Education, Experience, and Training

1. Graduation from an accredited senior high school or equivalent or GED.

2. Four years full-time, wage-earning case processing, case management, social services, 
criminal justice, or human services experience. Fifteen semester hours from a college or 
university accredited by an organization recognized by the Council for Higher Education 
accreditation (CHEA) or by the United States Department of Education (USDE) may be 
substituted for each six months of experience.

3. Reentry programs, transitional employment planning, parole, or probation experience 
preferred.

4. Computer operations experience preferred.

5. Governmental agency experience preferred.

B. Knowledge and Skills

1. Knowledge of case management principles, objectives, standards, and methods.

2. Knowledge of community and government service delivery systems and case management 
delivery systems.

Responsibilities - What you&rsquo;ll do
Serves on a classification team; evaluates the offender&rsquo;s institutional adjustment attitude toward society and release plans, prepares ; makes recommendations relative to ORAS &amp; Case planning assignments/facility transfers/disciplinary actions
Secures and verifies information from incarcerated adult offenders concerning their home life/family relationships/work history/other pertinent personal and social factors; develops/maintains/reviews classification files
Assesses classification status/prepares analysis for program eligibility determinations using Adult Internal Classification System (AICS), Reclassification Analysis (RCA), and Initial Classification Analysis (ICA) instruments
Acts as grievance officer; processes and responds to Informal Resolution Requests (IRRs); holds disciplinary hearings on conduct violations; participates in treatment team meetings
Processes offenders: completing initial file review/protective custody assessment/enters enemy waivers/updates enemy lists
Maintains open-door office policy; handles offender&rsquo;s laundry/property/financial concerns/mail and censorship notices/notifies offenders of critical illness/death of immediate family members
Participates/assists in assigned offender&rsquo;s vocational, educational, and social adjustment planning; facilitates offender programs; evaluates civilian visiting applications and determines whether to approve or deny the individual&rsquo;s request to visit with offender; provides pre-release counseling; researches and identifies community resources/services prior to processing offenders for release
Cooperates with public/private agencies/law enforcement agencies in matters relating to assigned offenders, arranges/facilitates calls to attorneys, public agencies, and law enforcement agencies

Qualifications - All you need for success
Minimum Qualifications:
Four or more years of experience as a Probation &amp; Parole Assistant, Correctional Officer, or Office Support Assistant or above within the Missouri Department of Corrections. OR
Four or more years of vocational or paraprofessional experience in social services, probation and parole, corrections casework/custody, law enforcement, guidance/counseling, mental health, health, substance use, public/business administration, or experience closely related to the listed responsibilities
(Earned credit hours from an accredited college or university may substitute on a year-for-year basis for the required experience at a rate of 30 earned credit hours for one year)
