Job Duties

Position provides comprehensive case management services by ensuring all relevant classification paperwork is timely, accurate and complete. Ensures inmates are appropriately employed during their incarceration. The position focuses on adult inmate release planning and performing case management/counseling which includes classification. Promotes the development of self and staff through providing training. Acts as a role model by providing guidance/direction for inmates in a correctional facility, which enhances facility security and promotes long-term pro-social behaviors.

Minimum Qualifications

Experience in counseling, rehabilitation, or casework management. Experience facilitating rehabilitative programs. Experience preparing reports. Working knowledge of principles and practices of counseling, of casework and treatment methods, of behavior modification, various intervention techniques and inmate restoration rehabilitation. Demonstrated ability to counsel and interact with inmates to develop, implement, and follow through on treatment plans and to communicate effectively both verbally and in writing. Proficiency in Microsoft Office Suite.

Additional Considerations

Advance knowledge in Social Services, Counseling, Criminal Justice or other areas related to human services or equivalent combination of training and experience. Previous experience working in adult counseling or corrections. Working knowledge of Microsoft Office (Outlook, Word, and Excel). Certification in a specialized area, such as Certified Substance Abuse Counselor, CSAC, Certified Sex Offender Treatment Provider, CSOTP. Bi-lingual candidates are encouraged to apply. Description of Work
This position is located at Craven Correctional Institution in Vanceboro, NC, Craven County. The prison is a Medium Custody Adult Male Felon Diagnostic Processing Center which houses 850 offenders. Employees in this class carry a caseload of inmates, which involves supportive counseling, conducting assessments, developing case plans, answering and following up on inmate questions and problems, and making recommendations to the classification committee.

Basic Purpose
Positions within this job family are assigned responsibilities involving providing routine social casework in the classification and assignment of offenders committed to a correctional institution or advanced social casework pertaining to the re-entry of offenders into the community.

Level Descriptors 
Level I:
This is the basic level where incumbents perform entry-level routine case management work, under close supervision, involving classification and assignment of offenders committed to a correctional institution. 
Level II:
This is the career level where incumbents perform a full range of case management tasks involving the classification and assignment of offenders committed to a correctional institution. Incumbents at this level are responsible for overseeing difficult advanced classification and counseling cases. 
Level III:
This is the specialist level where incumbents are responsible for providing programs such as substance abuse treatment, cognitive behavior and sex offender treatment; and offender re-entry case management functions to include; coordination of strategic social casework; classification; development of transitional/intervention plans; conducting and analyzing offender assessments; developing family and community collaborative support teams, and providing service referrals and follow-up.

Level I:

Description of Work
This position reports to a Correctional Programs Supervisor at a multi-custody male correctional facility and provides case management services to an assigned case load. Job responsibilities include, but are not limited to, the following:
 
 
1. Performing regular periodic classification reviews, needs assessments, plans, job assignments, program referrals and regular scheduled one-on-one contact for the purposes of correctional and/or motivational counseling.
 
 
2. Providing transitional information, assisting with housing and recommendations for the classification upon offender review and assisting with onsite activities.
 
 
3. Communicating effectively with other staff, offenders, and the general public.
 
 
4. Working under stressful conditions caused by direct contact with incarcerated offenders, who can become physically violent and verbally abusive, being capable of defending oneself against attack and performing crisis interventions to include suicide prevention.
 
 
5. Preparing written reports which accurately reflect data reviewed by various sources, reviewing, analyzing, and evaluating various documents and behavior data gathered from interviews, written documentation, and personal observation.
 
 
6. This is a certified position and employees may be subject to assist in any certified capacity as needed.

About Central Prison :
Central Prison in Raleigh, NC has been in continuous service since 1884. It serves as the admission point into prison for adult male felons sentenced to 20 years or more and is the main medical and mental health center for male offenders. It also houses special populations, including death row and safe-keepers. 
 
While security requires that certain offenders remain in their cells, there are more than 260 offender job assignments that include working in the kitchen, laundry or canteen. Offenders also work as barbers, janitors and clerks. Offenders can attend substance abuse group therapy meetings, Bible studies or worship services.

JOB
 The overall purpose of case management in the Onslow County Detention Center is to assess an offender’s criminogenic needs and connect them to treatment and services, helping them remain substance and crime free once released into the community. The Case Manager will work within the Onslow County Detention Center and conduct assessments for all assigned non-violent adults with substance use or co-occurring mental illness and substance use. High priority will be given to those with moderate to high risk of reoffending to reduce the risk of criminal justice recidivism. The Case Manager will coordinate with the current correctional behavioral health providers along with the medical unit and therapy staff to prepare individualized case plans, including referrals to treatment and services upon release from the Onslow County Detention Center. In addition to recovery-based services, the Case Manager will address housing, employment, education and health and wellbeing. Case management services and support takes place both in the Onslow County Detention Center and in the greater Onslow County community and surrounding counties if indicated. Case management will continue for a minimum of 90 days after release with 6 month and beyond data tracking. EXAMPLE OF DUTIES

 Bachelor's degree from an accredited university or college with a major in counseling, social work, psychology, criminal justice, or a related human services field (a related human services field is one in which major course work includes the study of human behavior and development) and a minimum of one (1) year of full time or equivalent experience working with adults experiencing serious mental illness and substance use along with one (1) year of case management experience.Valid North Carolina Driver License required by first date of employment with good driving record. The Case Manager II/Trainee- COPES provides clinical case management services to adults receiving long-term term services and supports through an Aging and Long-Term Care of Eastern Washington (ALTCEW) program. Evaluate client strengths and needs, complete a comprehensive assessment, determine level of functioning, develop and implement service plans that provide a reliable and safe plan of care that enables clients to achieve a maximum level of health and independence and targets case stabilization, ensuring independence. ESSENTIAL DUTIES AND RESPONSIBILITIES includes but is not limited to the following:<ul><li>
Adhere to program standards and guidelines and follow case management program protocols.</li><li>
Provide long-term care services responsive to the needs of elderly and adults with disabilities who are eligible for Title XIX Program services.
</li><li>Conduct face-to-face comprehensive assessments at the client's residence to determine level of care, including determining nursing facility level of care needs.</li><li>
Develop ongoing care plans which provide the support necessary to allow clients to live independently.</li><li>
