Job Description:</b></p><p>

<p>The Project Cost Engineer is responsible for the cost and estimating functions, including budget control and change management for the project. The PCE is focused on project cash flow and cost analysis to ensure accurate and timely project funding and forecasting.</p><br>

<li>Monitor and control the application of funds available for the project cash flow, cost analysis, variation orders, payments and other major financial factors, principally by comparing funds available, funds expended, funds approved but not yet expended and funds required for approval in the future.</li>
<li>Recommend changes to the construction contract whenever a change appears to be necessary</li>
<li>Prepare cost estimates, review appliable drawings and specifications (whether prepared by a third-party consultant or contractor), and estimate additional performance time that may be required.</li>
<li>In the event a variation is approved, review the proposal received, conduct negotiations with the concerned party and make a recommendation on cost and time.</li>
<li>Verify that the Consultant provides advice together with recommendations in a timely manner, after due consultation with the Project Team in relation to claims submitted by the Contractor under the Construction Contract.</li>
<li>Manage the budget and reporting process.</li>
<li>Manage, control and report on the Original budget with the changes and potential changes.</li>
<li>Prepare, monitor and control planned vs. actual expenditures and create relevant visual reports and dashboards.</li>
<li>Manage control and report on Original committed Costs with changes and potential changes.</li>
<li>Manage control and report on Payment Certifications from contractors and suppliers.</li>
<li>Update Cost-to-Complete and Cash-Flow of each Package and entire Project.</li>

Cost Management</p><ul><li>Optimize utilization of manpower, machinery, and workshop resources.</li><li>Monitor material consumption and reduce wastage.</li><li>Improve production efficiency through Lean Manufacturing principles.</li><li>Control fabrication costs while maintaining quality and delivery commitments.</li></ul><p>Health, Safety &amp;
