Daavettila, 97th District Court Judge</p><p><b>Position Summary</b></p><p>The 97th District Court is seeking a highly qualified, experienced, and service-oriented professional to serve as <b>District Court Administrator and Chief Magistrate</b> for a three-county district. This leadership position is responsible for the overall administrative management of court operations while also performing statutory judicial functions as Chief Magistrate pursuant to Michigan law.</p><p>This dual-role position requires a strategic leader with strong operational, financial, and legal expertise who can ensure efficient court administration, compliance with Michigan Court Rules, and delivery of high-quality judicial services across multiple counties.</p><p><b>Key Responsibilities</b></p><p>A Court Administrator/Chief Magistrate may be called upon to perform any or all of the following functions, which do not include all of the duties which the position may be expected to perform.</p><p><b>Court Administration</b></p><ul><li>Direct and oversee all non-judicial operations of the District Court across three counties.</li><li>Develop and manage the annual court budget, subject to Judge approval; oversee fiscal controls, purchasing, and financial reporting. Ensure compliance with applicable statutes, court rules and accepted accounting practices.</li><li>Supervise and evaluate court staff, including deputy magistrates, clerks, probation staff, and support personnel. Responsible for all personnel management and labor relations functions within the court, including employment, orientation, training, staff assignments, review of employee performance, disciplinary measures and grievance administration.</li><li>Oversee the maintenance of court employee personnel and payroll records. Explains the law and procedures to the parties, hears testimony, examines witnesses under oath, makes findings of fact and conclusions of law, and assesses appropriate sanctions upon findings of responsibility. Prepares all paperwork for judgment or dismissal.</p><p>&middot; Conducts arraignments in felony and misdemeanor matters. Sets bond/bail amounts and type and conditions, schedules court dates in all criminal cases, prepares all necessary paperwork for release, i.e. bonds, notices, LEIN orders, and serves defendants and law enforcement.</p><p>&middot; Accepts and examines affidavits for search warrants from law enforcement officers. Upon determining probable cause, issues search warrants. Serves in a rotating on-call status with deputy magistrates in all three counties 365 days per year, 24 hours per day, for issuance of search warrants.</p><p>&middot; Maintains Search Warrant records for the 97th District Court as required by law.</p><p>&middot; Reviews and accepts admissions of responsibility and admissions with explanations in civil infraction matters, considers defendants&rsquo; verbal or written explanations, and determines appropriate dispositions for cases, including assessing fines and other sanctions.</p><p>&middot; Accepts pleas and sentences defendants for misdemeanors within Magistrate&rsquo;s jurisdiction which includes most traffic misdemeanors, hunting, fishing and marine misdemeanors, dog law, liquor control, littering, and recreational trespass misdemeanors, and misdemeanors not punishable by imprisonment. Prepares all judgments of sentence and orders of commitment to jail.</p><p>&middot; Keeps current on legislation and laws affecting the Court and law enforcement and recommends to Judge proper legal procedures and revisions to court systems and clerical codes.</p><p>&middot; Maintains appropriate working relationships with all three counties. <br>Oversee the functions of the Battle Ground Municipal Court.Supervise court staff including but not limited to training and development of employees; planning, assigning, and directing work; addressing complaints and disputes; resolving problems; appraising performance; recommending disciplinary actions; implementing organizational changes; approval of timesheets; approving and scheduling leave time.Coordinate jurisdictional meetings and providing statistical reports to all jurisdictions that the court services (City of Battle Ground, City of Ridgefield and City of La Center) . Update each jurisdiction with legislative changes and the impact on the court.Assist with process and procedures regarding any new legislation and ensures compliance with legislative requirements.Monitor, and review the timely collection and disbursement of all fines and court fees in conformance with state statutes and oversees collections, accounting functions, including bankruptcies.Communicate a wide variety of information to all levels of court customers including attorneys, law enforcement agencies, defendants, victims and state agencies regarding court procedures by telephone, email, mail or at the counter. Responsible for Interstate Compact Compliance (2005 Federal Legislation). Updating JIS with information such as hearings held dispositions, sentence conditions, warrants, no contact orders, domestic violence orders, anti-harassment orders and probation entries. Setting up payment plans and establishes follow-up actions. Provide backup assistance to Court Clerks by setting up cases within jurisdiction time frames for various types of hearings. Prepares court calendars and notifies parties related to case by subpoena or summons. Process continuance requests and notify all parties involved. Manage and oversee interpreters for non-English speaking court defendants, victims and witnesses. Maintain the financial records for the Municipal Court, including money receipted for infractions and violations, bail and time payments.Work with contracted collection agencies. Drafting local orders for audit and policy purposes.Prepare and submit yearly report to Washington Department of Revenue for unclaimed property for the court.Provide back up for preparation of daily bank deposits. Work with auditors yearly providing explanation of local process and procedures.Comply with District and Municipal Court General Records and Retention Schedules and records management for the court.Generate related reports such as statistical reports for Battle Ground, Ridgefield, and La Center.Develop and maintain extensive filing and recordkeeping systems. GENERAL PURPOSE</b></p><p>
This position administers and supervises the clerical operations of Ogden Justice Court. Receives supervision and general direction from the Court Administrator. Directly supervises court clerks, deputy clerks, cashiers, and lower-level staff.
</p><p><b>ESSENTIAL JOB FUNCTIONS
</b></p><ul><li>Thoroughly understands and expertly performs all functions of a Justice Court Clerk and In Court Clerk.
</li><li>Coordinates daily function of the Ogden Justice Court.
</li><li>Performs a variety of first-line supervisory and complex clerical duties designed to maintain the proper function of the court.
</li><li>Assists in the hiring of new court clerks and direct their training.
</li><li>Carries out supervisory and administrative responsibilities in accordance with the court's policies, procedures, and applicable laws.
</li><li>Directs clerk duties as well as evaluates their performance.
</li><li>Responsible for establishing and enforcing standards of performance and job knowledge of clerks, including disciplinary action.
</li><li>Daily accounting, involving reconciliation of monies taken, web payments, and reporting distribution of revenues to finance; ensuring that any bench warrants paid through the court's web payment program are recalled avoiding potential arrest on an invalid warrant.</li><li>
Track all bail posted at jails for new offenses and warrants; Finders checks; forfeiting and applying said bail; recalling warrants if appropriate; refunding bail to the person posting it or applying monies to public defender fees as ordered. Reconciliation of all trust funds.</li><li>
Monitoring and forfeiting bail bonds for defendants who fail to appear. Ensure bonding companies comply with state regulations to remit bail posted.</li><li>
Liaison with all local correctional facilities, sheriff, and bailiffs for transport. Key person in charge with trouble shooting these areas.</li><li>
Trouble shoot issues involving judges and city prosecutors to include policy changes, liaison with warrant officers regarding policy and procedural changes.</li><li>
Liaison with the Administrative Office of the Courts on accounting issues and changes in bail schedules.</li><li>
Address complaints brought forth by the staff and public, resolving problems.
