As a Court clerk you will perform courtroom operation functions which include scheduling and docketing; coordinating cases with the law and justice community and the public; and arrangements for bench and jury trials. Probation tracking functions include acting as the judge&rsquo;s liaison and compliance officer for court-ordered probation or evaluation processes, pre- or post-trial, involving misdemeanor offenders. Accounting functions include booking and adjusting court and parking fines, fees, time payment agreements, collection accounts, and Department of Licensing releases. Mail and counter receipting of cash, credit cards, and checks; daily reconciliation and preparation of bank deposits; intake of bail bonds and trust fund deposits. The Court Clerk works to minimize errors in court processes and procedures or identifies ethical breaches which may impact case disposition and involve substantial liability and judicial consequences for the citizen, City, or Court Clerk. The clerk ensures compliance with Washington State and local court rules and procedures by following designed procedures, processes and systems. 
SALARY AND BENEFITS:
This position will start at Step 1 ($29.90/hour). Employees receive step increases annually in accordance with the Guild of Pacific Northwest Employees, Local 1937 Collective Bargaining Agreement and City policy. The full hourly range for this position is $29.90 - $39.01. For internal candidates, placement within the range is based on City Pay Placement Procedures.

ESSENTIAL FUNCTIONS:<ul><li>
Prepares file for use in court which, depending on particular cases, may include police reports, original citations, treatment data, correspondence, and other confidential information. Takes appropriate action to correct deficiencies. Determines appropriate reporting from the court to the various entities involved in the case as well as outside agencies and electronic data systems.</li><li>
Assists the Municipal Court judge at all courthouse and jail hearings to ensure the integrity of court operations by recording proceedings, maintaining logs, marking exhibits, documenting findings, and processing orders of the court. Composes the narrative for the court docket. Establishes receivable accounts for fines and other court costs. Sets case tracking for order compliance.</li><li>
Provides a full range of customer services to the public at the lobby counter. Receipts parking and court payments. Assists with completion of time payment and community service documents. Explains court findings, directives and collection procedures to defendants. Accepts warrant surrenders and notifies the court staff and/or law enforcement as needed. Reconciles cash drawer, clears the credit card reconciliation, prepares and seals the bank deposit documents. Verifies internal audit checks with other cashiers.</li><li>
Exercises judgment in taking appropriate remedial action for recalling warrants, no contact orders, driver&rsquo;s license suspensions, or collection actions in situations that are in error or with unusual circumstances. Responsible for final verification and release of no contact orders, firearm orders, and arrest warrants to various law enforcement, state, and local agencies.</li><li>
Acts as bailiff for jury trials. Assists judge in the jury selection process, records proceedings, marks and safeguards all exhibits and evidence. Responsible for set-up and maintenance of audio-visual equipment used in the proceedings.</li><li>
Assists in scheduling hearings, pre-trial motions, bench and jury trials. Analyzes schedule for recommended modifications and resolves schedule conflicts with the attorneys, pro se defendants and law enforcement.</li><li>
Under the guidance of applicable City, State, and Municipal codes, regulations, policies and procedures, assists with coordinating day-to-day activities, including making appropriate decisions for distribution of reports, hearing notices, and pertinent correspondence to the prosecuting attorney, defense attorney, and various other entities and individuals. Issues summonses and witness subpoenas. Assists in monitoring probationers to assure compliance with court orders. Corresponds with community agencies regarding probationers.</li><li>
Responsible for the accuracy of the records pertaining to case dispositions and convictions. Certifies and enters judgments into the state and federal judicial information systems as permanent records. Issues driver&rsquo;s license suspension orders to the Department of Licensing and vehicle impound releases.</li><li>
Screens and assigns individuals for indigent defense counsel by interviewing the defendant for personal financial data and analyzing the individual&rsquo;s ability to pay.</li><li>
Researches and compiles defendant criminal and infraction histories and other ad hoc statistical reports from a variety of state and local electronic databases to support judicial hearings, decisions and public disclosure requests.</li><li>
Prepares documents and digital recordings for response to individual or agency subpoenas. Testifies and certifies the authenticity of documents in Municipal, District, or Superior courts.</li></ul> 
ADDITIONAL WORK PERFORMED:<ul><li>
Telephone responsibilities, including responding to questions from the public and providing information on Municipal Court procedures or schedules, parking citations, or public disclosure requests.</li><li>
Assists with organizing, updating, maintaining, purging and archiving databases, files, records and other documents.</li><li>
Assists with training assignments for new specialists and/or on new legislative or procedural changes.</li><li>
Assists other staff with assignments during peak workloads or during absences.</li><li>

WORKING ENVIRONMENT:
Work is performed in a courtroom environment and in a congested, fast-paced office environment. Some assignments require working in the county jail and exposure to pathogens. Possibility of exposure to hostile, offensive language and the risk of physical harm associated with the emotional climate of court proceedings. Position may be exposed to graphic evidence of offenses and potentially hazardous physical and chemical evidence. Counter assignments routinely include interactions with angry, volatile or mentally ill individuals who may be verbally abusive and/or threatening.

</h2><div>ESSENTIAL JOB FUNCTIONS
Gives information at a counter or by telephone to the general public, attorneys, and law enforcement personnel regarding civil, criminal, traffic, probation or administrative court cases and legal or internal procedures following established court rules, applicable laws and internal procedures. Assists the public in filling out standard court forms, questionnaires and applications and prepares a variety of standard court forms as required by the instant action of the proceeding.
Prepares notices of hearings, examinations, appointments, and trials, and mails them to defendants, attorneys and law enforcement personnel to give notice of the proper court dates and probation appointments. Also prepares various forms and orders of the court.
Schedules courtroom proceedings for the court, coordinating such scheduling with judges, prosecutors, attorneys, and law enforcement personnel.
Checks judicial case dockets and validates the appearance of defendants, attorneys, issuing officers and witnesses as they appear for scheduled cases.
</div><div>Works closely with defendants regarding their financial status with the court. May approve payment schedules or other means to pay or advise judges of same.
Prepares bench warrants and/or inputs information to produce a bench warrant for signature of a judge for those individuals who fail to appear in court or fail to comply with an order of the court. Prepares warrant recalls and/or inputs information to produce a warrant recall when appropriate.
Prepares and/or inputs information to produce license suspensions for those individuals who fail to appear in court or fail to comply with an order of the court. Prepares and/or inputs information to produce a clearance of license suspensions when appropriate. Prepares and/or inputs information to produce Secretary of State abstracts according to the law. Prepares and/or inputs information to produce court ordered restricted driver's licenses.
Prepares Orders of Probation and Discharges from Probation.
Monitors and ensures compliance of unsupervised probation cases and processes them accordingly.
Prepares juror summons to notify citizens of their appointment for jury duty. Prepares pay vouchers for payments of juror attendance.
Prepares Judgements of Sentence and files with all required local and state agencies.
Obtains information through the Law Enforcement Information Network (L.E.I.N.) to receive driving record information and criminal history information.
Prepares computer input of data from tickets, citations, criminal and civil cases. Operates a computer terminal and enters data according to the court rules, applicable law, and internal procedures.
Assists in gathering statistical information by reviewing case files, office activity logs or computer reports.
May provide guidance to lower clerical employees of court policies, procedures and legal matters that pertain to the workload of the civil, criminal traffic, or probation units.
May assist in the training of new and/or lower-level clerical employees.
Utilizes current Countywide and/or department specific software to complete assignments.

<div>The Second Judicial District is accepting applications for Court Operations Manager in the Customer Service Unit. This is highly responsible advanced supervisory and administrative work in the Criminal Court Division of the Second Judicial District. Work involves managing Criminal and Traffic Court Customer Service Operations located in the Ramsey County/City Hall, Law Enforcement Center, and Suburban Courthouses.
This position exercises considerable independent judgment, initiative and discretion in developing work methods and operating procedures to implement established judicial system and district policies. The Court Operations Manager is permitted substantial latitude in organizing staff, designing and modifying procedures, determining priorities and work methods, and in resolving operational issues.
Work is performed independently within procedural and statutory guidelines under the general supervision of the Criminal Division Administrator.
Responsibilities
The following are examples of major job duties and are not intended to be all-inclusive
<ul><li>Directly supervises, through subordinate staff, all customer service and financial activities of the criminal division in a large branch court and high-volume court division. Directs, oversees, and coordinates the work of subordinate staff of the unit.
</li><li>Supervises court customer service counters and phones at the Kellogg Courthouse/City Hall, Law Enforcement Center and Suburban Courthouse.
</li><li>Manages Hearing Officer operations.
</li><li>Participates in strategic planning for the department and implements plans where appropriate.
</li><li>Directs workflow within the unit to ensure work is evenly distributed, priority work is handled promptly, and deadlines are met.
</li><li>Develops, recommends, and implements new policies and procedures to comply with current statutes and regulations as they pertain to the division; and simplify work processes to improve efficiency.
</li><li>Provides orientation, training and mentoring to staff members regarding new rules, legislation, branch initiatives, and projects.
</li><li>Interprets statutes, rules, and orders and provides process direction and/or recommendations.
</li><li>Supervises the preparation and timely dispatch of statistical reports, state and county financial reports as may be required or requested.
</li><li>Project management and implementation for customer-service related initiatives and new technologies.

</li><li>Serves as liaison between the court and justice agencies. Including law enforcement, city prosecutors and county attorney office regarding financial and operational workflows.
</li><li>Supervises the preparation of court records, documents, and information for distribution to the general public, partner agencies, and judges. Monitors data processing for accuracy.
</li><li>Manage the Hearing Office, ensure efficient and accurate hearing and case processing. Provide statistical analysis of Hearing Office operations; provide recommendations for changes and/or expansion.
</li><li>Participates in strategic planning for the division and implements approved initiatives related to customer service.
</li><li>Develops, recommends, and implements policies and procedures to comply with statutes, court rules, and judicial orders.
</li><li>Provides leadership and guidance to staff regarding new legislation, court rules, and procedural changes impacting customer service.
</li><li>Reviews performance, backlog, and exception reports; identify trends and implements corrective action as needed.

Minimum Qualifications

Work is performed primarily in an office or court setting with extensive public contact. Work includes contact with non-English speaking individuals, persons who may be mentally ill and disruptive.
Physical Demands
Work is primarily sedentary and requires frequent sitting, talking, and hearing, with occasional walking, standing, bending, and lifting items weighing less than 25 pounds. Extensive computer use is required.
