Under general supervision, the Application Support Specialist provides user support and training to court staff, South Carolina Judicial Branch (SCJB) personnel, and other users of statewide technology services developed by the Judicial Branch. <b>Specialized Experience</b>: Three (3) years of progressively responsible professional, administrative, technical work experience in one or a combination of the following areas. Clerical work experience is non-qualifying:<br>
<br>
1. In a c<i>ourt or legal setting</i>, responsibility for supervising or overseeing the operational activities of a unit or section whose primary function is the preparation and/or processing of legal documents. Such experience must have included: (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problem areas; (4) timing and scheduling their work; (5) training and developing new employees; and (6) disciplining them when necessary. Examples of legal setting are: Office of the Prosecutor, Public Defender, Department of the Attorney General, legal department in a financial institution or trust company, private attorney&rsquo;s office.<br>

2. Independently performing professional work involving written analysis, evaluation and recommendations for problem resolution in a <i>court or legal setting, or those social work or administrative programs of the courts</i>. For purposes of this section, non-supervisory and supervisory work experience performing and/or supervising general clerical is not qualifying.<br>
<br>
<b>Staff Specialist OR Supervisory Experience</b>: Six (6) months of experience in one of the following areas:<br>
<br>
A. Staff Specialist Experience: Work in a <i>criminal justice system</i> which included the development and/or modification of an institutional program, and/or work in a criminal justice system which included program development; evaluation and the development of new and revised procedures; and advisory services to management in the overall aspects of program development and evaluation.<br>
<br>
B. Supervisory Experience: Experience which included: (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problem areas; (4) timing and scheduling their work; (5) training and developing of new employees; and (6) disciplining them when necessary.<br>
<br>
The required years of Supervisory Experience is separate from meeting the Specialized Experience requirement under #1 above.<br>
<br>
<b>Administrative Experience</b>: Six (6) months of progressively responsible work experience in a <i>court or legal setting, social work or administrative program of the courts </i>which involved active participation in and major responsibility for the development of policies and procedures; and the development, management, execution and coordination of program operations and activities.<br>
<br>
<b>Substitution of Education for Specialized Experience</b>:<br>
<br>
A. Master's degree in business, public administration or criminal justice administration or a closely related field may be substituted for one (1) year of Specialized Experience.<br>
<br>
B. Juris Doctor degree from an accredited school of law may be substituted for one (1) year of Specialized Experience.</p></div>

<p></p><p><b>Essential Duties and Responsibilities:</b> Includes the following and other duties may be assigned:</p>
<p>
Perform entrance control: Enforce the District's entry and identification system which includes operating security screening equipment to detect weapons, contraband, and prohibited items, checking items such as handbags, briefcases, computers, packages, baby carriages, wheelchairs, etc.</p>
<p>
Perform roving patrol: Patrol court facilities and grounds of the facility in accordance with applicable post orders.</p>
<p>
Perform stationary post assignments: Stand guard at stationary posts which include (but not limited to) monitoring closed-circuit television, duress alarm systems and other security equipment, courtrooms, judge chambers, and jury rooms.</p>
<p>
Perform escort duties: When directed, provide armed escort services for judges, court personnel, jurors, and other designated individuals.</p>
<p>
Perform garage parking and pedestrian control: Where applicable, direct traffic and control lights on court facility properties, as described in the post orders and/or standard operating procedures.</p>
<p>
Enforce law and order: Enforce federal law while in the performance of assigned duties. This includes (but not limited to) detaining any person attempting to gain unauthorized access to Government property, or a court proceeding(s), or attempting to commit acts that imperil the safety and security of Government employees, property, and the public.</p>
<p>
Prepare reports and records: Prepare various reports and records regarding contract performance issues, such as labor hours worked, accidents, fire, bomb threats, unusual incidents, or unlawful acts that occurred within the court facility area.</p>
<p>
Court attendance: Responsible for securing unattended courtrooms, an inspection of courtrooms prior to a proceeding, testing of security devices, and other duties concerning security of the court area.</p>
<p>
Preserve order: Responsible for providing security presence in the courtroom, enforcing federal law and judicial orders within the courtroom, enforcing local court rules regarding prohibited items, and providing protection to court proceedings as circumstances dictate.</p>

Requirements</b></p>

<div><p>Education and/or Experience: High school diploma or general education degree (GED). At least three (3) calendar years of verifiable experience as a certified law enforcement officer or its military equivalency (Master-at-Arms, CGPD, Security Forces Specialist, etc.); all three (3) years must have occurred within the last seven (7) years. The experience must have included general arrest authority.</p>
<p>
Language Skills: Must have the ability to read, write, speak, and understand English. Must possess the ability to understand, explain, interpret, and apply rules, regulations, directives, and procedures.</p>
<p>
Certificates, Licenses, Registrations:<b> </b>Must have a valid driver's license from state of residency and a safe driving record for the past five years; Must receive clearance from the Department of Justice. Must have completed or graduated from certified Federal, state, county, local or military law enforcement training academy and able to provide certification as proof.</p>
<p>
Other Qualifications: Must be at least 21 years of age; Ability to pass a pre-employment drug screen and criminal background check.</p>
