The incumbent will work on projects and assignments involving the collection, validation, and analysis of crime reports, calls for service, arrest data, and other public safety information to identify trends, patterns, and emerging issues. The position will develop and prepare analytical products such as reports, summaries, bulletins, presentations, and staff reports, and will support department planning and resource deployment through clear, accurate, and timely information. The incumbent will also complete proofreading and related analytical tasks, along with general administrative work and the management of confidential and sensitive law enforcement information and files. This position is in person and is required to regularly work onsite at the Police Department Building. 9/80 flex schedule option available. Remote or hybrid work is not available for this role.
 
 
 The successful applicant will provide highly responsible analytical, technical, and professional staff support and will strive to maintain high quality service to internal and external customers. Participates in an extensive training program in order to gain the knowledge and abilities necessary to be a Capitol Police Investigator, attends formal classroom and in-depth basic field training in relation to the safety and protection of life and property in state offices under the jurisdiction of the Office of the Secretary of State; participates in on-the-job training on pertinent policies, procedures and rules of the Office of the Secretary of State, Department of Police. 
 
Duties and Responsibilities:<ul><li>
Receives training to learn security duties in enforcing rules and policies relating to building and grounds security by implementing rules relating to vehicle speed, emergency procedures, parking and use of walks in assigned areas; attends formal classes to be trained on but not limited to the care and use of firearms, first aid, self-defense, report writing, etc.</li><li>
Under the assignment of the Capitol Police Investigators, receives on-the-job training by observing and participating in investigative and enforcement activities, such as checking incoming/outgoing materials, inspecting delivery of supplies and materials, operating electronic security and surveillance equipment, monitor facilities to ensure proper precautions are taken for fire protection, operates and checks fire and burglar alarm systems and portable and stationary radio communicating equipment in order to gain familiarity with the day-to-day operations involved with the Department of Police.</li><li>
Receives training in dealing and maintaining good public relations with law enforcement agencies, the general public, prosecutors and community groups by displaying a professional manner of assistance.</li><li>
Performs other duties as required or assigned.</li></ul>
Education and Experience: 
 
Requires knowledge, skill and mental development equivalent to the completion of sixty (60) semester hours of college, preferably with coursework in law enforcement, criminal justice, law, government or related field.
 
 
Educational requirement may be waived if applicant has:
<ul><li>certification as a Police Officer from the IL Law Enforcement Training &amp; Standards Board or reciprocal qualification OR</li><li>
two consecutive years&rsquo; service in the armed forces and received an honorable discharge OR

Job Duties

Under the direction and guidance of the Office of Law Enforcement Services Unit Chief, Deputy Chief, Assistant Deputy Chiefs, and assigned Assistant Chief, the Special Agent is responsible for conducting thorough investigations of criminal violations against or within the Department of Corrections by employees, inmates, contractors, volunteers, visitors and others, and administrative investigations of violations of Standards of Conduct, and other investigations or inquiries of serious matters involving the Department. Ensures that all assignments meet accepted professional standards, are timely and curate. Responsible to assist development and implementation of prevention activities to reduce vulnerability of the Department to criminal activity.
 
 
Due to the sensitive nature of this role, candidates must demonstrate high standards of personal and professional integrity. A comprehensive background review will include employment history, criminal records, and references. Candidates should have no substantiated history of recent misconduct, dishonesty, or unethical behavior.

Minimum Qualifications

Applicants must possess a current Virginia Department of Criminal Justice Services (DCJS) Law Enforcement Officer Certification, issued pursuant to the Code of Virginia and maintained in connection with employment in a sworn law enforcement position within a public law enforcement agency in the Commonwealth of Virginia. Qualifying agencies include, but are not limited to, the Virginia State Police, sheriff&rsquo;s offices, and municipal or county police departments. DCJS certifications issued for positions classified solely as jailer, corrections officer, or other non-sworn roles do not meet this requirement. This requirement is job-related and essential due to the position&rsquo;s statutory authority and performance of sworn law enforcement functions. 
 
Qualified candidates must have professional experience in law enforcement, criminal investigations, or security operations, supported by current active Virginia Law Enforcement certification through the Department of Criminal Justice Services (DCJS). A strong background in conducting complex criminal and administrative investigations is essential, including working knowledge of legally sound methods and techniques that meet accepted professional standards. Candidates should be well-versed in applicable federal and state laws, administrative policies, and procedures related to evidence handling&mdash;such as identifying, preparing, examining, analyzing, and preserving evidence for use in criminal cases or administrative hearings. Familiarity with court procedures and rules of evidence is required. The role demands exceptional written communication skills to produce clear, detailed, and comprehensive investigative reports, as well as the ability to communicate effectively in person. Candidates must demonstrate the ability to build and maintain effective working relationships with Department leadership and staff, law enforcement agencies, prosecutors, and members of the public.

Additional Considerations

Candidates with extensive law enforcement experience and a demonstrated history of conducting complex investigations. Advanced training and certifications in investigative interviewing, evidence collection, and case development are highly desirable. Candidates who hold DCJS certification as a Specialized Instructor or possess equivalent advanced training in criminal investigations, intelligence operations, or related fields will be strongly considered. Job Duties

Under the direction and guidance of the Office of Law Enforcement Services Unit Chief, Deputy Chief, Assistant Deputy Chiefs, and assigned Assistant Chief, the Special Agent is responsible for conducting thorough investigations of criminal violations against or within the Department of Corrections by employees, inmates, contractors, volunteers, visitors and others, and administrative investigations of violations of Standards of Conduct, and other investigations or inquiries of serious matters involving the Department. Ensures that all assignments meet accepted professional standards, are timely and curate. Responsible to assist development and implementation of prevention activities to reduce vulnerability of the Department to criminal activity.
 
 
Due to the sensitive nature of this role, candidates must demonstrate high standards of personal and professional integrity. A comprehensive background review will include employment history, criminal records, and references. Candidates should have no substantiated history of recent misconduct, dishonesty, or unethical behavior. 
 
This position will serve the Eastern Region, covering Henrico County through the Eastern Shore. The ideal candidate should reside within this geographic area

Minimum Qualifications

This position will serve the Eastern Region, covering Henrico County through the Eastern Shore. The ideal candidate should reside within this geographic area. 
Applicants must possess a current Virginia Department of Criminal Justice Services (DCJS) Law Enforcement Officer Certification, issued pursuant to the Code of Virginia and maintained in connection with employment in a sworn law enforcement position within a public law enforcement agency in the Commonwealth of Virginia. Qualifying agencies include, but are not limited to, the Virginia State Police, sheriff&rsquo;s offices, and municipal or county police departments. DCJS certifications issued for positions classified solely as jailer, corrections officer, or other non-sworn roles do not meet this requirement. This requirement is job-related and essential due to the position&rsquo;s statutory authority and performance of sworn law enforcement functions. 
 
Qualified candidates must have professional experience in law enforcement, criminal investigations, or security operations, supported by current active Virginia Law Enforcement certification through the Department of Criminal Justice Services (DCJS). A strong background in conducting complex criminal and administrative investigations is essential, including working knowledge of legally sound methods and techniques that meet accepted professional standards. Candidates should be well-versed in applicable federal and state laws, administrative policies, and procedures related to evidence handling&mdash;such as identifying, preparing, examining, analyzing, and preserving evidence for use in criminal cases or administrative hearings. Familiarity with court procedures and rules of evidence is required. The role demands exceptional written communication skills to produce clear, detailed, and comprehensive investigative reports, as well as the ability to communicate effectively in person. Candidates must demonstrate the ability to build and maintain effective working relationships with Department leadership and staff, law enforcement agencies, prosecutors, and members of the public.

Additional Considerations

Candidates with extensive law enforcement experience and a demonstrated history of conducting complex investigations. Advanced training and certifications in investigative interviewing, evidence collection, and case development are highly desirable. Candidates who hold DCJS certification as a Specialized Instructor or possess equivalent advanced training in criminal investigations, intelligence operations, or related fields will be strongly considered. The ideal candidate will bring a high level of professionalism, sound judgment, and technical expertise to support the Department&rsquo;s mission in maintaining safety and security through proactive intelligence and investigative work.
