The Organized Retail Theft (ORT) program is grant-funded initiative from the Oregon Criminal Justice Commission (CJC) that supports a partnership between the DA&rsquo;s Office, local law enforcement and retailers to combat retail theft. The ORT Crime Analyst will serve as a critical member of the Deschutes County District Attorney's Office ORT team, and will focus heavily on fencing activity. The Central Oregon ORT initiative will improve law enforcement, prosecution, and retailers&rsquo; abilities to reduce the impact of organized retail theft in Deschutes County and Central Oregon.</p><p>
This position is responsible for identifying ORT fencing operations through social media and third-party resale networks, assisting Bend PD &amp; Redmond PD in investigating the fencing operations by providing critical data and information, attending ORT &amp; Organized Retail Crime Association (ORCAOR) meetings, and tracking fencing data locally and sharing at the local, regional and state levels.</p>
The position will work under the direction of the District Attorney Investigator and will work closely with the ORT program manager and law enforcement at both Bend and Redmond Police Departments. The DA Investigator will assign some work, review performance, and provide consultation on cases. The ORT program manager will assign program tasks related to grant reporting requirements.<p><b>
Goals for the EAP PDT:</b></p><ul><li>
Enhance identification, investigation, and prosecution of ORT crimes.</li><li>
Improve our understanding of the evolving environment and underlying causes of ORT within Deschutes County and Central Oregon to reduce ORT within the jurisdiction.</li><li>
Expand our collaborative relationships with retailers and other law enforcement agencies (locally, regionally and state-wide) to reduce ORT.</li><li>
Identify and address fencing operations.</li></ul><p>
Through this grant funding the team will achieve the above goals by increasing public awareness about ORT, hosting targeted enforcement events, using data driven investigative techniques, engaging retailers to increase reporting of retail theft, and identifying and prosecuting ORT groups and fencing operations.</p><p>
To help the ORT team achieve these goals of identifying, tracking, and stopping ORT-related activity in Central Oregon, the ORT Crime Analyst will work in close partnership with the DA Office, law enforcement, and retailers and will use a variety of sources and techniques to identify fencing operations and other ORT activity within the community.</p><p>
This position is located in Deschutes County and may be eligible for a hybrid of in-office/remote work as allowed by policy, and approved by the supervisor.</p><b>

 We are presently identifying candidates for a Management and Program Analyst position that will provide services to the FBI's Mutual Legal Assistance Treaty (MLAT) unit. The mission of the Mutual Legal Assistance Treaty (MLAT) unit is to collaborate with the Department of Justice Office of International Affairs (DOJ-OIA) to standardize and centralize MLAT protocols and requirements, to be the central repository for all incoming MLAT requests to the FBI, and to facilitate and monitor the progress of all incoming MLAT requests requiring FBI assistance. The MLAT Unit provides training and guidance on MLAT-related matters to LEGATs, FBI field offices, and foreign law enforcement partners. MLAT Unit supports the FBI&rsquo;s interests abroad by ensuring the FBI fulfills its duty to support the U.S.&rsquo;s reciprocal obligation to foreign countries in the collection, filtering, and production of evidence located in the U.S, including electronic evidence from U.S.-based Internet Service Providers (ISPs).

 Duties and Responsibilities

   Receive and manage traditional mail and e-mail from the Department of Justice (DOJ) Office of International Affairs (OIA) and United States Attorney Offices (AUSAs) throughout the U.S., ISPs, and FBI Field Offices; this correspondence contains legal documents, electronic production returns from ISPs, and FBI documents from the field offices.
  </li>
  <li>
   Collaborate with FBI employees and DOJ-OIA employees, daily.
  </li>
  <li>
   Review foreign and domestic legal documents to identify tasking for the FBI.
  </li>
  <li>
   Perform analysis and de-confliction utilizing multiple FBI internal databases and systems.
  </li>
  <li>
   Prioritize and manage multiple tasks and cases.
  </li>
  <li>
   Develop knowledge of FBI field offices to determine the most appropriate field office(s) for setting leads to assist.
  </li>
  <li>
   Author documents for the field to include case background and specific country requirements.
  </li>
  <li>
   Maintain awareness of, and periodically update, the Unit&rsquo;s tracking tools (Access Database).
  </li>
  <li>
   Utilize technology and software tools to review the electronic production returns received from the ISPs and filter out non-relevant content and/or information.
  </li>
  <li>
   Might be required to review obscene material as part of criminal, child exploitation, and counterterrorism investigations.
  </li>
  <li>
   Learn and utilize software/hardware to produce discs that will be delivered to DOJ-OIA for dissemination to our international partners for evidence entered into court proceedings.

   Author documents detailing work performed that will be used in court proceedings worldwide.

   Establish and utilize a network of internal and external resources to perform analysis and complete assigned work on a daily basis.

POSITION SUMMARY:</div><p>
The Digital Analyst is part of the analytical division of the County Detective Bureau. This position compiles, reviews and analyzes materials related to the investigation and prosecution of crimes in Bucks County. This position utilizes tactical, strategic and administrative crime analysis to develop connections between individuals and criminal networks.
