<div>This is an exempt position. The incumbent reports to the Director of Operations and manages several operational units in the New Castle County Family Court.

<ul><li>2 years' experience as a manager in the interpretation and application of federal and state statutes, rules, regulations, standards, policies, and procedures related to the jurisdiction of Family Court, other juvenile court, juvenile services, or criminal justice system.</li></ul>

JOB SUMMARY</b></div><div>
Oversee the planning and forecasting of train crew workforce demands to ensure effective and efficient utilization of Train &amp; Engine (T&amp;E) employees. Supervise Crew Management Center (CMC) staff in deploying daily T&amp;E workforce to meet business needs and ensure service and cost objectives are being met. Develop and ensure timely implementation of scheduling and other long-term workforce planning programs that align with special schedules, collective bargaining agreements (CBA) and budgetary initiatives.</div><div><b><br>
DUTIES AND RESPONSIBILITIES</b></div><ul><li>
Oversee the process and compliance with staffing train and engine employees to cover regularly scheduled assignments, planned/unplanned absences, increases/decreases in Capital Flag work, and changes to assignments for special/holiday schedules.</li><li>
Manage, plan, and ensure effective coordination of the weekly CBA job advertisement/bids and awards process and the establishment of Extra Lists to cover planned absences. Supervise CMC managers and represented staff in the execution of these duties.</li><li>
Oversee and enforce MNR policies and procedures up to and including attendance as it relates to Kronos/Attendance Tracking System (ATS)/Discipline Tracking System (DTS) policies of represented and non-represented staff in accordance with the disciplinary process.</li><li>
Address personnel issues as they arise; in compliance with MNR policies and procedures.</li><li>
Initiate and support and new processes and platforms in support of the Crew Management office.</li><li>
Supervise staff in the execution of schedule loads (including schedules for crew book changes, Holiday and Special Schedules, Service Changes, and other ad hoc schedule changes). Coordinate with CMC managers to resolve Crew Management System (CMS) issues and any scheduling discrepancies in the system.</li><li>
Ensure effective coordination, scheduling and implementation of MNR special schedules (e.g., Holidays, Yankee Stadium Events). Oversee the review, analyses, and provide managerial approval of schedule changes, including approving and tracking that schedule changes are properly input into the Crew Management System (CMS).</li><li>
Independently review, analyze, and provide approval of T&amp;E employee claims submitted on CMS pursuant to the relevant collective bargaining agreement.</li><li>
Lead coordination with Capital Trainmasters, Assistant. Superintendents, and Line Superintendents to effectively organize required Capital work schedules/assignments for crew book picks.</li><li>
Develop, implement, and modify both short and long-term reporting on labor costs, including vacations, holidays, vacated train assignments, guarantee and relief days, etc.</li><li>
Respond to service disruptions to support field operation by coordinating T&amp;E crews for ad hoc schedule based on qualifications, hours of service. Manage CMC support and implementation of emergency service plans and other duties as assigned in support of corporate/departmental goals.</li><li>
Provide support to other CMC managers to meet daily operational needs. Requires availability to work nights and weekends to ensure continuous, 24/7 management coverage for the office.</li><li>
Provide supervision and guidance to the CMC Workforce. Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Responsible for overseeing Flagstaff Libraries safety and maintenance.</li><li>
Researches and writes policies and procedures for the Flagstaff Libraries and acts as consultant regarding policies and procedures for branch libraries: County Bookmobile, Tuba City Public Library, Coconino County Correctional Facility Library, Grand Canyon Community Library, and Forest Lakes Community Library.</li><li>
Manages the Flagstaff Library adult reference, Arizona reference, Arizona periodicals, maps, and genealogy collections</li><li>
Provides in-depth adult reference in person, by phone, and by mail for internal and external customers</li><li>
Oversees outreach and staff trainings for the Flagstaff Libraries under direction of the Library Director</li><li>
Oversees the coordination of programs, services and activities for all Flagstaff library departments and libraries</li><li>

Parsons is looking for an amazingly talented <b>Deputy Program Director</b> to join our team! The Deputy Program Director will provide overall management of project planning and control, contract performance, resource management, stakeholder management, budgets, risk management, continuity planning and miscellaneous project support activities to achieve client project priorities. They will be responsible for the program performance, monitoring progress, resolving issues, taking appropriate corrective actions and implementing measures to prevent and mitigate potential risks.</p><p><b>

Establish a scope of services that can be expanded in the future to address client ever-changing requirements.</li><li>
Deploy and manage a full-time business support team to deliver the Scope of Services</li><li>
Deploy Projects Delivery Teams to deliver Enabling Projects during the term of the Contract, as and when they are required.</li><li>
Develop the organization and capabilities to become self-sufficient in the management and operation of all infrastructure, within a collaborative team and partnering framework.</li><li>
Focus on improving a number of measured Key Performance Indicators (KPI) that will lead to an improved overall level of service.</li><li>
Ensure that the Management Contractor and client outperform on duties (using related payment mechanism directly linked to improvements in measured KPI)</li><li>
Oversee the on-time and in-full delivery of the scope initiation documents for the project delivery team in all areas of works.</li><li>
Ensure that management contractor personnel work is in accordance with an approved Quality Framework and continuously improve quality through the active participation among internal and external stakeholders.</li><li>
To support the Management in providing guidance and direction in all areas of Business for client including preparing the required communication, presentation, participating in events, meetings and addressing issues.</li><li>
Develop program management plan including Project scope of work, deliverables, schedules, resources, staffing requirement, risks, continuity planning, training and knowledge transfer and specific client requirements, if any.</li><li>
Lead diverse, multi-disciplinary teams to achieve program objectives on time and budget. Be the key interface to client and the Parsons executive team to provide reports and status on projects. Confirm program milestones are achieved and program risks are managed.</li><li>
Ensure that resources such as staff, equipment, and budget are being used efficiently and effectively to meet program goals.</li><li>
Promotes technical excellence on the project, including furtherance of the Quality Improvement Process. Ensures that adequate checking is performed in accordance with policy and procedure.</li><li>
Manage the scope and negotiates changes to the scope of work with the client and key subcontractors.</li><li>
Ensures that work is coordinated between the internal and external stakeholders by maintaining clear and frequent communications.</li><li>
Provide direction, making decisions and/or obtaining additional assistance as the situation warrants to ensure project completion per schedule and budget.</li><li>
Advises management regarding any problem areas, staffing requirements, scope changes, or other events which could affect project completion and/or profitability.</li><li>
Initiates and/or reviews change order requests for additions, deletions, or changes to the original scope of work.</li><li>
Conduct periodic meetings with client on the progress, feedback and corrective actions.</li><li>
Logistic Planning &amp; Management
</li><li>Planning and overseeing logistics operations, including transportation, inventory management, and distribution.</li><li>
Ensuring that all logistics activities are in line with the relevant regulations, policies, and procedures; and ensuring that all stakeholders are aware of and adhere to these regulations.</li><li>
Monitoring the logistics program performance and managing the risks associated with the program; and taking the corrective actions and implementing measures to prevent and mitigate potential risks.</li><li>

What Required Skills You'll Bring:</b></p><ul><li>
Bachelor's Degree in Engineering / Business Administration. Master&rsquo;s degree an advantage.</li><li>
Qualified professional who has reached the Senior Management level; capable of providing planning, leadership, direction, and technical expertise to manage complex tasks and multi-discipline projects.</li><li>
Minimum 25 years of experience in a relevant area, with at least 12 years in a leading role.</li><li>
Both regional and international experience is required. Minimum of 8 years of experience shall be gained working in North America, W. Europe, Australia or equivalent</li></ul><p><b>

Ability to exceptionally communicate verbally and in writing in English is required. Knowledge of Arabic is an asset.</li></ul><ul><li>
