Ten (10) years of progressively responsible experience to include three years (3) supervisory and management experience as a Chief Officer; or</li><li>

Reporting directly to the University Fire Chief or other designated University official, a Deputy Fire Chief is accountable for managing an administrative or operational division of the fire department and the Fire Marshal Unit. Under general direction, directs, manages, supervises, and coordinates the administrative activities and/or operations within the UConn Fire Department including fire suppression, fire prevention, emergency medical services, hazardous materials response, technical rescue, and related services and activities; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the Fire Chief. This includes proper management, evaluation, and training for all direct reports, as well as creating, implementing, or enforcing policies, rules, regulations, schedules, and procedures necessary for the efficient operation of the assigned work unit and the department. There are two primary duty stations (Storrs and Farmington), and a Deputy Chief will have responsibilities in both locations.</p>

DUTIES AND RESPONSIBILITIES</b></p>
<p>
Typical work activities for incumbents in this title include, but are not limited to, the duties listed below. The numbered duties listed below are not intended to be all-inclusive and do not preclude the Fire Chief from assigning other responsibilities that could reasonably be expected of a Deputy Fire Chief. Additional or different tasks may be assigned as needed to address operational needs or shifting business needs, or practices.</p>

<ul><li>Assumes management responsibility for assigned services and operations, including all fire suppression, fire prevention, community outreach, event planning, emergency medical services, hazardous materials, technical rescue, and related functions and activities.</li></ul>
<ul><li>Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and standard operating guidelines; oversees and/or participates in accreditation processes, and strategic planning.</li></ul>
<ul><li>Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.</li></ul>
<ul><li>Plans, directs, coordinates, and reviews the work plan for fire department personnel; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with department personnel to identify and resolve problems.</li></ul>
<ul><li>Selects, trains, motivates, and evaluates personnel; provides or coordinates training; works with personnel to correct deficiencies; implements discipline and termination procedures under the direction of the Fire Chief.</li></ul>
<ul><li>Participates in the development and administration of the department&rsquo;s budget; participates in the forecast of funds needed for staffing, equipment, training and education, materials, and supplies; monitors and approves expenditures; implements adjustments.</li></ul>
<ul><li>Ensures that equipment, safety clothing, apparatus, and supplies are specified, purchased, received, trained upon, and distributed effectively.</li></ul>
<ul><li>May serve as the liaison for the Fire Department with other divisions, departments, and outside agencies; negotiate and/or resolve sensitive and controversial issues; coordinate special community programs.</li></ul>
<ul><li>Develops and maintains lines of communication and cooperation with peers in surrounding local, state, and federal agencies; coordinates joint operations with outside agencies; mitigates conflicts with other departments, divisions, or agencies; oversees and participates in the development of mutual aid, automatic aid agreements, as well as dispatch procedures.</li></ul>
<ul><li>Responds to emergency and non-emergency incidents and events; utilizes the incident command system to direct activities and communications in said incidents and events; takes action to mitigate hazards and treat patients; makes decisions affecting life and property under emergency circumstances; develops tactics and strategies for major or critical incidents and events.</li></ul>
<ul><li>May serves as the fire department representative for a variety of committees; prepares and presents staff reports and other necessary correspondence.</li></ul>
<ul><li>Provides responsible staff assistance to the Fire Chief; conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to administrative matters or operational policies, guidelines, protocols, and procedures as appropriate.</li></ul>
<ul><li>Maintains awareness of new trends and developments in the operations and administration of an all-hazards response organization and incorporates new developments as appropriate.</li></ul>
<ul><li>Responds to and resolves difficult and sensitive citizen inquiries and complaints.</li></ul>
<ul><li>Manages the preparation and maintenance of records and files associated with the scope of work assigned.</li></ul>
<ul><li>May act on behalf of the Fire Chief in their absence or during periods of unavailability. Provides leadership during the Chief&rsquo;s absence, supports other Chief Officers, and provides guidance to the Division of University Safety&rsquo;s management team to enable them to make decisions.</li></ul>
<ul><li>May be assigned as the primary or secondary representative for the Fire Department in the Emergency Operations Center (EOC) when the EOC has been activated, and as a secondary representative in the Executive Policy Group (EPG).</li></ul>
<ul><li>Performs other duties as assigned by the Fire Chief or other designated University official.</li></ul>

<p><b>MINIMUM QUALIFICATIONS</b></p>
<ul>
<li>Bachelor's degree from an accredited institution and ten years of fire department experience that includes considerable knowledge of firefighting and fire prevention practices, emergency medical services, and hazardous materials response. Degree/training substitutions are as follows:</li>
<ul><li>A master's degree in a public safety or related field is the equivalent of 2 years of related experience.</li>
<li>A PhD in a public safety or related field is the equivalent of 3 years of related experience.</li>
<li>Full-time and/or paid experience/internship in a public safety or related field is a year-for-year equivalent.</li>
<li>Part-time and/or volunteer, unpaid experience/internship is a partial fulfillment. One year of part-time, volunteer, and/or unpaid experience is the equivalent of .5 years of related experience.</li>
<li>U.S. military veterans whose Advanced Individual Training (AIT)/Military Occupational Specialty (MOS) directly relates to fire service/public safety is the equivalent of 2 years of related experience.</li>
</ul><li>Five years' experience working as a &ldquo;manager&rdquo; performing administrative functions, demonstrating administrative-level leadership outside of, or in addition to, direct operational functions in a career or combination of organized fire departments.</li>
<li>A current and valid State of Connecticut or National Registry Emergency Medical Technician - Basic (EMT-B).</li>
<li>A valid motor vehicle operator&rsquo;s license with a &ldquo;Q&rdquo; endorsement or related qualification that allows for the operation of a motor vehicle in an emergency response.</li>
<li>Incident Safety Officer &ndash; Fire Suppression certification pursuant to NFPA 1521, or Hazardous Materials Incident Safety Officer certification pursuant to NFPA 472, accredited by the National Board on Fire Service Professional Qualifications (ProBoard) and/or the International Fire Service Accreditation Congress (IFSAC).</li>

An assessment center is one of several selection devices used to determine a candidate's qualifications for a particular supervisory or managerial position. Individual group exercises are administered under standardized conditions, which simulate the skills and abilities most essential for successful performance. The candidate's behavior is observed by a team of trained assessors, qualified individuals who are familiar with the requirements of the job and the format of the assessment center. They have been specifically trained in group and interpersonal skills, observation of behaviors, and the exercises used during the center.<br>

Assessment center exercises may include but are not limited to:</div><ul><li><b>
In-basket Exercise:</b> This consists of a variety of memos, letters, and documents of varying importance which the candidates respond to and prioritize.</li><li><b>
Tactical Exercise:</b> With this exercise, candidates will be given a fire scenario. He/she will be expected to function as incident commander, develop an overall incident strategy, manage tactical functions, and achieved desired conclusion.</li><li><b>
Oral Presentation Exercise:</b> With this exercise, candidates give an oral presentation in which they must defend their positions and recommendations to a specific issue.</li><li><b>
Role Play Exercise:</b> In this exercise, a candidate deals with a subordinate, irate citizen, or member of the community. This exercise measures such skills as communication, problem solving, and interpersonal skills.</li><li><b>
Written Report/Analysis Exercise:</b> With this exercise, a candidate is presented with a job-related topic and is instructed to write a report, position statement, or outline of a new policy.</li></ul><div>
Assessment centers offer a community an additional opportunity to assess those skills which do not surface on a written test or oral interview. The assessment center rates candidates on how well they perform during job-related exercises.</div><div></div><div><b><br>

<b>An Overview</b><br>

The Deputy Chief of Community Risk Reduction assists the Assistant Fire Chief or Fire Chief in overall division operations for the Fire Department and is responsible for planning, organizing, directing, and evaluating programs and services. Responsible for a division, the Deputy Chief will determine operational methodologies, commit resources, and develop effective strategies to support the direction and mission. This position may serve as a liaison between the Department and other jurisdictions, committees, and outside agencies; providing highly responsible and complex administrative support; as well as representing the Department in the absence of the Assistant Fire Chief. Work will be evaluated by an Assistant Fire Chief or Fire Chief.<br>

<b>The Opportunity</b><br>
<ul><li>Oversee a major division or functional area of the Fire Department including personnel management, development of plans and objectives for improving the level of operations, support services, and ensuring compliance within established rules, regulations, codes, policies and procedures. Coordinates and supports new initiatives and evaluates current policy and procedures with the Assistant Fire Chief. Monitors and ensures Federal, State and City-wide reporting requirements are being met.</li></ul><br>
<ul><li>Manages the department&rsquo;s Fire Marshal&rsquo;s Office for fire investigations and reducing the community&rsquo;s risk through inspections for compliance with fire codes, issuance of fire prevention and other fire code permits, and community education and fire prevention</li></ul>
<br>
<ul><li>Performs the duties and responsibilities as the Fire Marshall and Fire Code Official of the department.</li></ul><br>
<ul><li>Ensures the City Code reflects currency with the Virginia Statewide Fire Prevention Code; duties of the fire official, fire marshal, assistant fire marshal, deputy fire marshals, and inspectors are relevant; and specific City fire code provisions and changes in the Virginia Statewide Fire Prevention Code are relevant. Oversee the revenue generated from fire prevention permit and fire protection systems retesting fees in the fire operating budget.</li></ul><br>
<ul><li>Ensures City-wide service delivery of prompt, effective and professional emergency services through proper scheduling and staffing of personnel, and by proper allocation of related resources. Responds to major fire, emergency medical service, rescue incidents, and other emergency service calls; operates in an incident command structure (may assume command and generals staff positions as needed).Serves as a staff duty officer on a rotational basis. Serves as department representative in the emergency operations center (as needed).</li></ul><br>
<ul><li>Procures and maintains facilities, offices, supplies, equipment, and apparatus that supports the division. This includes conducting and/or overseeing inspections of assets, resources, and vehicles for operational readiness. Develops the training and needs assessments for their assigned division.</li></ul><br>
<ul><li>Communicates performance expectations, evaluates performance in a timely manner. Provides feedback and guidance to employees by recommending training and education, administering corrective action, coaching, and counseling team members .Addresses employee personal/performance issues, conflict management, and participates in the grievance process.</li></ul><br>
<ul><li>Assists in the development, administration and monitoring of the division budget including providing background information and data interpretation. Prepares and reviews forms, reports, schedules and other administrative documents in order to brief Assistant Fire Chief(s) or the Fire Chief routinely on division matters. Coordinates and communicates with fellow division leadership on matters related to, but not limited to, accidents, injuries, loss or damage to property, etc.</li></ul><br>
<ul><li>Keeps abreast of new developments and public safety changes related to departmental operations. Coordinates training and educational opportunities to keep staff current with latest management, leadership, and technological advances. Evaluates and manages training and development programs, policies, and initiatives.</li></ul><br>

The Alexandria Fire Department provides fire, emergency medical services, and special operations such as technical rescue, hazardous materials and marine response operations with additional capabilities including fire prevention, inspections, protection, and investigation to a 15 square mile city. The Alexandria Fire Department employs more than 350 personnel, which include firefighters, paramedics, fire prevention staff and administrative support. A network of ten stations protects 15 square miles. Among the department's specialized teams are the Northern Virginia Regional Hazardous Materials Team, Technical Rescue, Marine Operations, and the Special Operations Team. The Office of Homeland Security and Emergency Management is also a city-wide function within the Alexandria Fire Department.</div><br>

<div><h2 class="jobSectionHeader"><b>Minimum &amp; Additional Requirements</b></h2></div>
<div><p>Candidates for this class must have HS Diploma, GED or equivalent; 30 credits at an accredited college or university and have completed all certification requirements listed in this section. Must successfully complete a criminal background check, pass a drug test and pass an NFPA 1582 medical physical. Must have two years of experience at the level of battalion chief or greater in a local or municipal fire/emergency services department of comparable or greater size than Alexandria, including demonstrated executive-level competence (command, operations, planning, logistics or administration); or an equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Employees must possess a valid driver's license issued by the state of their residence.<br>

Other Certifications and/or Requirements by Specialty/Division Area:<br>

<b>Community Risk Reduction</b><br>
 Must have two years of supervisory experience in fire inspections and investigations in a state, local, or municipal organization comparable or greater size than Alexandria<br>
 Must be able to obtain and maintain the following certifications:<br>
 NFPA 1031, Fire Inspector (VDFP or ability to obtain reciprocity)<br>
 NFPA 1033, Fire Investigator (VDFP or ability of obtain reciprocity)<br>
 Environmental Investigations from the Virginia Fire Marshal Academy is preferred<br>
 Basic Law Enforcement for Fire Marshals for the Virginia Fire Marshal Academy or other law enforcement officer certification that satisfies the police powers training requirement to determine equivalency by the Department of Fire Programs in cooperation with the Department of Criminal Justice Services.<br>
 Core Module and Advanced Official Module from the Virginia Department of Housing and Community Development within 180 days of appointment.<br>
 Fire Official certification from the Virginia Department of Housing and Community Development within 1 year of appointment.</p></div><br>
