Under supervision of a Supervising Fraud Investigator I, Investigators are assigned law enforcement responsibilities of various complexity and volume commensurate with their background and training from entry level to highly complex duties and casework. Investigators conduct criminal investigations of felony violations of State and Federal law relating to insurance fraud and white-collar crime. Incumbents may work alone, with a team, or as a lead criminal investigator assigned to conduct investigations of criminal enterprises and profiteering and assist in the prosecution of cases involving these groups in both State and Federal courts; and conduct investigations involving a broad range of felony violations, both State and Federal judicial systems. Incumbents perform a full range of peace officer duties and responsibilities in the accomplishment of their assignments in accordance with the California Penal Code, Section 830.3.</p><div><br>
This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete a Statement of Economic Interest (Form 700), which includes an Assuming Office filing within 30 days of appointment, annual filings, and a Leaving Office filing within 30 days of physical separation. Non-compliance with the Conflict of Interest Code requirements may result in the voiding of appointment, financial penalties, or enforcement actions.</div><p><br>

The Department of Corrections is seeking a highly motivated and qualified individual for the critical position of <b>Investigator 2 </b>for Monroe Correctional Complex (MCC).</p><p><b>
The Monroe Correctional Complex (MCC)</b> is a 1700 bed male all-custody level facility located 30 miles northeast of Seattle. Employing approximately 1000 staff, the complex consists of five major units: the Washington State Reformatory Unit (WSRU), Sky River Treatment Center (SRTC), a large mental health in patient treatment unit, Twin Rivers Unit (TRU), Intensive Management Unit (IMU), and the Minimum-Security Unit (MSU). Services provided at the Monroe Correctional Complex include custody and security, classification, education, incarcerated individual work programs, health care (both inpatient and outpatient), mental health care, sex offender treatment, food service, maintenance, personnel, recreation, volunteer services, religious services, library services, offender records, visiting and extended family visits.<br>

Assist in obtaining accurate, comprehensive, timely intelligence, and investigative information related to illegal or unauthorized conduct perpetuated by incarcerated, associates of incarcerated, visitors, volunteers, and staff. Initiate and complete investigative reports of alleged WAC violations/RCW&rsquo;s and refer reports to the appropriate authority.</li><li>
Retain evidence according to applicable laws and Department policies and procedures in support of investigative activity which may result in prosecutorial pursuit and/or administrative disciplinary procedures.</li><li>
Provide thorough administrative and criminal investigative reports, analyze intelligence information. Establish sufficient proof of facts and evidence to be used in a court of law or administrative hearing.</li><li>
Conduct administrative/criminal interviews, obtain statements of fact, and document in accordance with applicable laws, Department policies and procedures, for the use in court or administrative hearings.</li><li>
Review and present appropriate cases to private attorneys, assistant Attorney General, prosecuting attorney, and Federal/State/local law enforcement.</li><li>
Testify in court or other proceedings as necessary.</li><li>
At the direction of and approved by the Chief Investigator and Superintendent may participate, lead, direct, or support, tactical/covert and/or investigative operations involving prison(s), community corrections, or law enforcement/criminal justice agencies.</li><li>
Assist law enforcement, prosecutors, and attorney general&rsquo;s office in gathering evidence or information required for civil or criminal cases.</li><li>
Gather information of employee, volunteer misconduct and immediately disseminate the information to the Chief Investigator and the Superintendent.</li><li>
Ensure the incarcerated are kept in compliance with all agency policies, procedures, Washington Administrative Codes (WAC), and the Revised Code of Washington (RCW). Strictly adhere to established staff safety procedures and maintain personal accountability for the safety of self and others.</li><li>
Operate and maintain specialized electronic monitoring, photographic, audio, and visual equipment per Federal and State law and Department policy and procedures.</li><li>
Provide the Chief Investigator, Superintendent, senior administrative staff, and the shift commander with accurate, comprehensive, and timely intelligence information.</li><li>
Document and file intelligence information according to policy and procedures, including but not limited to confidential information reports (CIR) and Kaseware reports.</li><li>
Appropriately collect and disseminate Security Threat Group (STG) related information as it relates to the facility/agency and illegal activity to those areas, department offices requiring STG information for operations, planning, and administrative purposes.</li><li>
Demonstrate professionalism and credibility with staff, volunteers, visitors, the community, and the incarcerated population.</li><li>
Assure confidentiality with the cultivation/collection of intelligence information according to laws and Department policies.</li><li>
Provide training to staff regarding STG and security issues.</li><li>
Accurately and promptly enter data into the STG tracking system on groups including but not limited to, militia organizations, violent anarchists, hate groups, street groups, security threat groups, and any other individual or group that pose a threat to public safety and overall security of the Department.</li><li>
Review archived calls and conduct live monitoring of the incarcerated communications to gather intelligence of known or suspected criminal activity of incarcerated, visitors, and/or associates of the incarcerated.</li><li>
Comply with all training requirements per policy.</li><li>
Accurately record these conversations for use as evidence in administrative and/or criminal court proceedings while complying with applicable Federal/State law and Department policy.</li><li>
Maintain confidentiality and only disclose information as required by policy.</li><li>
Collect all electronic intelligence for submission into Kaseware at the completion of an investigation and administration process.</li><li>
Complete Incoming Transfer and Job Screenings (ITJS) to ensure proper housing and job placement.</li><li>
Provide input on Multi-Disciplinary Teams (MST) and Facility Risk Management Teams (FRMT) for incarcerated custody promotions/demotions per policy and procedures.</li><li>
Respond to statewide emergencies and provide investigative/intelligence support at the request of HQ Special Investigative Services with approval from the Chief Investigator and Superintendent.</li><li>
May assist local, State, and Federal law enforcement request with prior approval from the Chief Investigator and Superintendent.</li><li>
Meet with staff to provide information on ongoing issues and to discuss facility or community safety concerns.</li><li>
May be assigned to act in place of the Chief Investigator when that individual is absent or unavailable.</li><li>
Maintain good working relations with all staff and LEO agencies.</li><li>

<ul><li>The Harris County District Attorney&rsquo;s Office employs investigators who are licensed peace officers as defined in Chapter 2.12 of The Texas Code of Criminal Procedure with a Texas Commission on Law Enforcement Officer Standards and Education (TCOLE). These Investigators are assigned throughout the Office of the District Attorney.</li>

<ul><li>Ensure legality, consistency, non-bias, diplomacy and good judgment in law enforcement activities.</li>
<li>Direct and coordinate the activities of patrol officers, investigators, and technical support personnel that are assigned to assist in the investigation of criminal activity.</li>
<li>Investigate criminal activity by using ethical, legal and approved methods.</li>
<li>Interview witnesses, suspects and victims of all ages and races with courtesy and diplomacy.</li>
<li>Confer with division commanders and administrative staff.</li>
<li>Assume command of law enforcement personnel responding to crime scenes and critical incidents in the absence of a ranking supervisor or command staff.</li>
<li>Manage a case load effectively, completing all necessary lead assignments and tasks in a timely manner to ensure the successful resolution of all cases</li>
<li>Analyze preliminary investigations, develop and prioritize lead assignments.</li>
<li>Make monthly inspections of all assigned equipment to ensure its reliability and state of readiness. Report any deficiencies immediately to the appropriate supervisor.</li>
<li>Meet with public officials and citizen groups to enhance public relations and to explain police functions.</li>
<li>Assume command of law enforcement personnel responding to crime scenes and critical incidents in the absence of a ranking supervisor or command staff.</li>
<li>Direct the processing of crime scenes. Coordinate lead assignments with support personnel, outside agencies and other organizations involved with the investigation.</li>
<li>Ensure that all evidence is properly submitted to the laboratory for analysis and evaluation.</li>
<li>Ensure that all worked performed, by assigned personnel, is properly documented and completed.</li>
<li>Develop and maintain informants that will aid in the collection of intelligence information. Maintain control of any cooperating individuals during police operations that are used in a proactive investigation.</li>
<li>Act as a liaison with the prosecuting attorneys, victims and witnesses and maintain contact with them throughout any judicial proceedings.</li>
<li>Give accurate and honest testimony during judicial hearings.</li>
</ul>
<p><b>Required Knowledge, Skills and Abilities:</b></p>

<ul><li>United States and Kansas Constitutions, Federal, State and City criminal and traffic laws and ordinances, and related court decisions.</li>
<li>General social problems and cultural diversity of citizenry.</li>
<li>Modern police methods, practices and procedures.</li>
<li>Considerable knowledge of municipal police functions, including principles, practices and techniques of law enforcement and crime prevention.</li>
<li>Considerable knowledge in investigative techniques, crime scene processing, laboratory services.</li>
<li>The geography of the City, community service organizations, location of facilities and buildings, and the established districts.</li>
<li>City of Liberal Personnel Rules/Policies, Administrative Regulations, department policies, General Orders and Special Orders.</li>
<li>First aid principles and practices.</li>
</ul>

<ul><li>Ability to analyze a wide variety of challenges and to assign and direct personnel in operations.</li>

<li>Ability to subdue within reasonable terms a violent and/or uncooperative person by methods requiring physical force.</li>

<li>Ability to extract and evaluate information from written, digital and oral reports to develop lead assignments necessary to successfully investigate cases.</li>

<li>Ability to develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations and the public.</li>
<li>Ability to communicate clearly and effectively both orally and in writing.</li>
<li>Ability to maintain a valid Kansas driver&rsquo;s license.</li>
<li>Ability to be flexible in hours worked, including night-time hours, weekends, and holidays if needed.</li>

<p><b>Additional Requirements:</b></p>
<ul><li>This classification requires the use of City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record.</li>
<li>The detective is directly assigned to the Investigations Division, but at times may be temporarily re-assigned to the Patrol Division during special functions and at times designated for the benefit of the department</li>
<li>Must meet all requirements of a police officer.</li>
<li>Must pass all pre-employment screenings</li>
</ul>
<p><b>Acceptable Experience and Training:</b></p>
<p>High school diploma and must be 21 years of age. 2 years of experience as a commissioned Police Officer with one year of this time in a non-training status, and one year consecutive experience as an Investigator or Detective with a law enforcement agency serving a population of at least 15,000, for Detective. Detective is a rank and could involve a pay increase at the discretion of the Chief of Police.</p></div><p></p>
