<div>Job Description
The Detective supports the Detective Sergeant in conducting both criminal and non-criminal investigations. This role provides investigative expertise and oversight across a broad range of cases, ensuring thorough, professional, and timely case management. The Detective is responsible for enforcing criminal laws and university policies while promoting the safety, security, and well-being of students, faculty, staff, and visitors.
Key Responsibilities:
1. Investigate all major criminal matters and lengthy investigations; ability to effect forcible arrests of violators; ability to communicate with witnesses and complainants in an effective manner; conducts skillful interviews/interrogations of suspects, prisoners, complainants and witnesses to obtain information beneficial to the investigation and the apprehension and conviction of offenders; prepares investigative and activity reports, maintains records and responds to correspondence. Conducts investigations in cooperation with federal, state, county and local agencies and such other cases and matters as may be assigned; maintains a close working relationship and liaison with department members and other law enforcement agencies. Conducts complex criminal investigations; interpret complex information; frequently makes decisions without consulting a supervisor; exercises extensive independent judgment and take appropriate action with limited opportunity to evaluate alternatives; obtains and executes search and arrest warrants; as directed, supervise subordinates while they are conducting investigations, surveillances, interviews, interrogations and crime scene processing; ability to work effectively over a prolonged period of time; ability to maintain confidentiality of information and to restrict the use of such information.
2. Gives credible testimony in the criminal and civil courts of this state and The United States. Effectively testifies in grand juries, county, district and federal courts. Participates in public relations and crime prevention enhancement activities by attending civic club meetings, churches, schools and other places of public or university gathering and explaining the activities and functions of the police department and crime prevention methods. May conduct research on key topical areas and develop targeted presentations for departmental personnel. Prepare administrative documentation necessary for the work function. Conducts crime prevention programs on campus. Comply with all state and university policies. Maintains current knowledge of the policies, procedures, rules and regulations of the department pertaining to assigned area of responsibility; remains current on job-specific procedures, laws, rules and regulations through professional development courses, meetings, research and job-related publications; demonstrates the skill to apply these specialized techniques in the course of his/her duties. Keeps supervisor informed of activities and findings. Provides dignitary protection and transportation services as required.
3. When instructed by the Chief of Police or his/her designee, conducts undercover surveillance, investigations and internal investigations. Conduct audits of criminal cases and is responsible for case management; perform administrative duties for criminal cases to offices of various prosecutors. Develops sources of information; locates and interviews confidential informants; visits locations frequented by criminals to determine criminal habits, associates, characteristics, aliases and other relevant information; makes analysis of crime trends and patterns; possesses forensic and technical surveillance equipment knowledge. Conducts crime scene searches, at which time he/she appropriately searches for, seizes and preserves evidence which is needed for the investigation of the crime and the apprehension and conviction of the offender, acts as custodian and technician of evidence.
4. Committed to community policing and community engagement building trust by actively engaging with the community to better understand their concerns, issues, and needs.
Required Qualifications:<ul><li>
Education: High School Diploma or equivalent</li><li>
Experience: A minimum of 5 years of full-time experience as a POST certified police officer in the State of Massachusetts. A minimum 3 + years of criminal investigation experience conducting complex criminal, administrative, and internal affairs investigations.</li><li>
Certifications: Shall have completed an MPTC, Detectives Basic Training Course and Internal Affairs Certification course or equivalent.</li><li>
Skills: Proficient in the use of ExacqVision Camera Station Client, CCURE, and CJIS. Knowledge of State and Federal non-discrimination laws including Title VI of the Civil Rights Act of 1964, Title VII of the Civil Rights Act of 1964, the Violence Against Women Act, the Clery Act, Title IX, and the Americans with Disabilities Act.</li><li>
Other Requirements: Experience preparing and filing cases with the District Attorney&rsquo;s Office and the courts. Familiar with surrounding local law enforcement agencies.</li></ul>
Preferred Qualifications:<ul><li>
Property and Evidence Room certification, Sexual Assault Investigator certification, Demonstrated leadership qualities.</li><li>

Work Environment:<ul><li>
Available for occasional, high-priority, after-hours emergency response. Emergency recall and/or may be required to remain onsite or work extended hours during man-made or natural disasters and unusual occurrences on and around campus. Some travel may be required for training or other business purposes.</li><li>
May require working outdoors and may not be protected from weather conditions.</li></ul>
Supervisory Responsibilities:
Occasionally supervise officers while conducting investigations, surveillances, interviews, interrogations and crime scene processing.
Position Details:
The job grade for this position is Grade 6 (N). 
The expected hourly range for this position is between $32.82 to $39.49 which reflects what we reasonably expect to pay for this role.

 The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
 
 
 The DSS Accountability Office (DSS-AO) is responsible for protecting the integrity of social services programs administered by the New York City Department of Social Services (DSS) and ensuring that DSS complies with all statutory, regulatory, and contractual standards. Within AO, exists the Bureau of Fraud Investigations (BFI). They are mandated to conduct investigations of individuals and organized groups allegedly attempting or committing fraudulent acts against the social service programs administered by HRA/DSS. BFI has many sub-units. One is such units is the Investigation Division.
 
 
 BFI Referrals &amp; Investigation Division (RID) investigate several New York State mandated projects, public complaints and internally generated projects. BFI continues to have an ongoing investigative partnership with the Office of Welfare Inspector General (OWIG), New York City Housing Authority Inspector General (NYCHA IG), Department of Investigations (DOI) and Office of Legal Affairs (OLA).
 
 
 The Bureau of Fraud Investigations (BFI) is recruiting for two (2) Fraud Investigator II's to function as a Senior Investigator, who will:
 
 
 <ul>
 <li>
 Conduct complex investigations into allegations of fraud, waste, and/or abuse of social services benefits administered by HRA and the City of New York. Cases are received from unit supervisors and are generated from data mining, anonymous sources, and other match reports.
 </li>
 <li>
 Perform fieldwork activity including interviews with clients, witnesses, and participants who are under investigation to verify documents and records and gather evidence to build solid cases against persons committing fraud. Conduct collateral interviews with employers, landlords, and other witnesses to secure information. Interact with other law enforcement agencies at Federal, State, and local levels as part of the investigative process.
 </li>
 <li>
 Access numerous resources, such as the Welfare Management System (WMS), LexisNexis, HRA Viewer, ACRIS, ACCIS, and Data Warehouse to conduct research and obtain vital information relevant to the investigation.
 </li>
 <li>
 Write detailed case notes and annotated reports summarizing chronological events and developments. Resolve allegations of fraud by making eligibility determinations or recommendations for continued assistance, case closings, or reduced assistance.
 </li>
 <li>
 Perform extensive fieldwork activity including interviews, undercover operations, surveillance and interrogations.
 </li>
 <li>
 Meet with Supervisor to discuss activities, concerns, and findings in investigations.
 </li>
 <li>
 Liaise between DSS/HRA, DSS- AO/IREA, and local law enforcements. Represent and testify on behalf of HRA in court and at Fair Hearings.
 </li>
 <li>
 Assist in the training of new investigative staff. May provide coverage for Supervisor on a rotating basis.
 </li>
 <li>
 Perform other duties as needed.

 An associate degree or 60 semester credits from an accredited college or university, including or supplemented by 12 semester credits from an accredited college or university in criminal justice, forensic auditing, forensic science, police science, criminology, criminal justice administration and planning, and/or law or a related field and one year of satisfactory, full-time experience as an investigator as described in &ldquo;1&rdquo; above; or
 </li>
 <li>
 A baccalaureate degree from an accredited college or university; or
 </li>
 <li>
 Education and/or experience equivalent to &ldquo;1&rdquo;, &ldquo;2&rdquo; or &ldquo;3&rdquo; above. Undergraduate college credit can be substituted for experience on the basis of 10 semester credits from an accredited college or university, for three months of full-time experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent.

 Clerical experience in an organization which investigates criminal or fraudulent activities is not acceptable.
