<div>The primary purpose of the Detective position is to provide investigative expertise and oversight on a wide variety of criminal and threat investigations. Responsible for conducting investigations while enforcing criminal laws and institutional regulations that promote the protection, safety and welfare of students, employees, patients, visitors and all property within the areas under the control and jurisdiction of the University of Texas System. Serves as a Campus Security Authority as defined by the Jeanne Clery Disclosure of Campus Security Policy and Campus crime Statistics Act (Clery Act). 
 
The ideal candidate is an experienced, highly independent investigator with proven expertise in complex criminal casework, interagency collaboration, evidence handling, credible courtroom testimony, and mentoring others while upholding strict confidentiality and professional standards.

KEY FUNCTIONS: 
 
Lead investigator on all major criminal matters and lengthy investigations; ability to effect forcible arrests of violators; ability to communicate with witnesses and complainants in an effective manner; conducts skillful interviews/interrogations of suspects, prisoners, complainants and witnesses to obtain information beneficial to the investigation and the apprehension and conviction of offenders; prepares investigative and activity reports, maintains records and responds to correspondence. Conducts investigations in cooperation with federal, state, county and local agencies and such other cases and matters as may be assigned; maintains a close working relationship and liaison with department members and other law enforcement agencies. Conducts complex criminal investigations; interprets complex information; frequently makes decisions without consulting a supervisor; exercises extensive independent judgment and takes appropriate action with limited opportunity to evaluate alternatives; obtains and executes search and arrest warrants; as directed, supervises subordinates while they are conducting investigations, surveillances, interviews, interrogations and crime scene processing; ability to work effectively over a prolonged period of time; ability to maintain confidentiality of information and to restrict the use of such information. 
 
When instructed by the Chief of Police or his/her designee, conducts undercover operations, investigations and internal investigations. Conducts audits of criminal cases and is responsible for case management; performs transfer officer duties for criminal cases to offices of various prosecutors. Develops sources of information; locates and interviews complainants and witnesses; visits locations frequented by criminals to determine criminal habits, associates, characteristics, aliases and other relevant information; makes analysis of crime trends and patterns; possesses forensic and technical surveillance equipment expertise. Conducts crime scene searches, at which time he/she appropriately searches for, seizes and preserves evidence which is needed for the investigation of the crime and the apprehension and conviction of the offender; acts as custodian and technician of evidence. 
 
Gives credible testimony in the criminal and civil courts of this state and The United States. Effectively testifies in grand juries, county, district and federal courts. Participates in public relations and crime prevention enhancement activities by attending civic club meetings, churches, schools and other places of public or university gathering and explaining the activities and functions of the police department and crime prevention methods. May conduct research on key topical areas and develop targeted presentations for departmental personnel. Trains and mentors investigators by providing training and instruction in the methods and techniques of criminal investigations; prepares administrative documentation necessary to the work function; provides training for departmental personnel and conducts crime prevention programs on campus; determines investigators' training needs. Complies with all state and university policies. Maintains current knowledge of the policies, procedures, rules and regulations of the department pertaining to assigned area of responsibility; remains current on job-specific procedures, laws, rules and regulations through professional development courses, meetings, research and job-related publications; demonstrates the skill to apply these specialized techniques in the course of his/her duties. Keeps supervisor informed of activities and findings. Provides dignitary protection and transportation services as required.

EDUCATION:
 
Required: In accordance with current levels of education for commissioned police officers of the University of Texas System as adopted by the Board of Regents. 
Preferred: Bachelor's Degree Technical training in automated criminal justice information systems (NCIC, TCIC and JIMS). 
 
EXPERIENCE: 
Required: Three years as a Commissioned peace officer, with one as an investigator or detective. 
Preferred: Expertise in financial, fraud and computer related crime investigations. 
 
LICENSES AND CERTIFICATIONS: 
Required: OFC - Officer Commissioned Commissioned/licensed peace officer for the State of Texas.
 
Required: TDL - Texas Drivers License Valid Class C Texas driver's license.
 
Preferred: PO-A - Peace Officer - Advanced certificate from the Texas Commission on Law Enforcement Standards and Education.

GENERAL SUMMARY
</h1>The Police Detective is a critical role within the Nisqually Public Safety Department, responsible for upholding law enforcement and treaty rights enforcement to protect the Nisqually Tribe, its community, and its natural resources. This position is primarily tasked with investigating reported and suspected violations of the Nisqually Tribal Code and serves as the lead investigator for crimes occurring on the Nisqually Reservation and other properties held by the Tribe. The Detective conducts both assigned and self-initiated criminal investigations in support of all divisions within Nisqually Public Safety, including Police, Corrections, and Fish &amp; Wildlife. The work is primarily reactive, involving follow-up investigations to ensure thorough case development for prosecutorial review or referral to appropriate law enforcement agencies. The Detective collaborates closely with other divisions to maintain public safety and peace. Responsibilities include protecting life and property, preventing and investigating crime, apprehending offenders, and ensuring enforcement of the Nisqually Tribal code as well as applicable federal and state laws under the Tribe's jurisdiction. 
This position ensures the confidentiality, security, and accuracy of records, and promotes positive employee, customer, and community relations. Strong written and verbal communication skills are required and outstanding customer service to fellow employees, customers, vendors, etc. is expected. Regular attendance is required, and on occasion, later hours or weekend time may be required with project deadlines and a neat well-groomed professional appearance is essential at all times.<h1 class="jobSectionHeader">
PRIMARY RESPONSIBILITIES
</h1>Primary responsibilities are the basic job duties that an employee must be able to perform. Conducts criminal investigations by responding to emergency and sensitive calls, assessing scenes, collecting and preserving evidence, interviewing victims, witnesses, and suspects, and ensuring thorough case development.
</li><li>Responds to all emergencies including crimes in progress, domestic disturbances, and missing persons. Upon arrival, ensures scene safety, evaluate urgency, and determines the need for additional resources or escalation.
</li><li>Determines jurisdiction at crime scenes, detains or arrests suspects based on probable cause, preserves the scene, initiates investigations, and reports major incidents to the supervisor or Chief of Police.</li><li>
Responds to accident scenes; provides first aid as needed, requests medical assistance; secures the scene; interviews witnesses, sketches scene layouts, and prepares official accident reports. Issues citations or makes arrests as warranted.
</li><li>Collects and preserves physical evidence, photographs scenes, creates sketches, and processes prints or other materials using appropriate forensic tools.
</li><li>Arrests or detains suspects, using only the level of force necessary to control individuals under the circumstances; conducts searches, advises individuals of their rights, and transports them to appropriate detention facilities.
</li><li>Pursues investigative leads, apprehends violators, and performs suspect interviews in compliance with legal standards and without coercion.
</li><li>Interviews witnesses, victims, and suspects; obtain statements, investigate backgrounds, and ensure lawful and ethical interrogation practices.
</li><li>Appears in court to testify regarding arrests and investigations, presenting facts and responding to prosecution and defense questioning.
</li><li>Prepares clear, detailed, and accurate written reports for use in investigations, court proceedings, and department records.
</li><li>Explains relevant laws and legal proceedings to involved parties; advises on options or refers individuals to higher authorities when appropriate.
