The Montana Office of the Public Defender is seeking a Director. We&rsquo;re seeking a candidate with strong leadership, change management, and analytical skills with a passion for public service and the ability to lead a statewide organization.
The Director manages the state public defender system and directs and implements initiatives in support of the agency&rsquo;s mission to ensure equal access to justice for Montana&rsquo;s indigent. The Office of the Public Defender consists of four offices: Central Services, State Public Defender Office, Appellate Defender Office, and Conflict Office. The director does not manage or direct litigation strategy. The director reports to the Director of the Department of Administration and the Governor.
Duties:<div>
Supervision &ndash; Manage the statewide public defender system. Hire the public defender, appellate defender, conflict defender, and central services division administrators. Establish and evaluate qualifications, duties, and compensation for division administrators. Establish and direct an agency-wide performance evaluation process. Responsible for developing a positive and supportive workplace culture focused on client outcomes.</div><div></div><div> 
</div><div>Policy Management, Planning, and Budget &ndash; Manage agency strategic planning and reporting process. Ensure agency delivers quality public defender services while operating within budget constraints. Implement policies, procedures, controls, and standards which promote efficiency and align with agency strategic plans. Establish a consistent and effective process for managing excess caseloads.</div><div></div><div> 
</div><div>Public Relations &ndash; Represent the interests of the Office of the Public Defender at meetings, events, and in the media. Actively seek grants and awards from the federal government and other sources. Develop partnerships with prosecutors, judges, law enforcement, corrections, elected officials, non-profit organizations, and other interest groups.</div><div></div><div> 
</div><div>Legislative Management &ndash; Represent the Office of the Public Defender during legislative sessions and at interim committee hearings. Direct legislative executive planning process and seek approval for agency budget. Provide interpretation and guidance on pending legislation. Confer with legislators and officials to promote effective legislative outcomes for Montana&rsquo;s indigent persons.</div></div><div></div><div><div> 
Knowledge, Skills and Abilities: 
 
This position requires the following:

Education and Experience: 
 
This position requires a Juris Doctor and at least 5 years of administrative-level public sector management experience. Experience with a poverty-based program is preferred.<div>

An individual is required who can show initiative, perform advanced data research, manage client relations and deliver to tight deadlines. This role will involve frequent client interaction and will require the successful candidate to prepare and make presentations to communicate results. It is preferred that the individual has previous experience in providing consultancy services on substantial and/or complex disputes in quantum related matters. The candidate may be supporting lead experts in formal dispute processes. They should be able to demonstrate experience in writing expert reports to a high level and have strong industry experience.
We anticipate that the successful candidate will have a good academic record and be able to demonstrate how they have distinguished themselves within their chosen field. They will be expected to work collaboratively with the team and deliver commissions under high pressure and to the client&rsquo;s satisfaction. We expect the individual will be able to contribute to business development through networking and marketing activities.
Job Responsibilities<ul><li>
Select appropriate analysis methodologies with guidance of manager, assist in Stage 1 commission reviews and identifying claim strategy</li><li>
Demonstrate ability to deliver concise and compelling event chronologies, draft completed sections of Claim Reports in your 1st Language</li><li>
Utilise appropriate structure and format of Report</li><li>
Peer review, critique and edit all subordinates work involved in commission</li><li>
Manage allocated staff on any given assignment, mentor junior staff</li><li>
Provide real time feedback on work product and other activities to allocated resources and upstream to manager, ensure allocated Commission elements are completed on time and on budget</li><li>
Assist in preparation of bi-weekly reports to client, ensure team timesheets are timely and accurate.</li><li>
Ensure Invoicing is timely and accurate and assist accounts team in recovering payment of fees.</li><li>
Engage in BD activities as requested by the BD Director, willing to draft articles for publishing</li><li>
Regularly attend marketing &amp; networking events</li><li>
Proactively assist in seeking out new work opportunities for the business</li></ul> 

Qualifications 
Qualifications<ul><li>
1st degree in construction or engineering subject</li><li>
2nd degree in legal or construction management subject</li><li>
Some training in dispute resolution matters</li></ul>
Required experience<ul><li>
5 years+ period of employment in leading international contracting organisation or owner organisation with international project portfolio</li><li>
3 years + period of employment delivering consulting services or high end internal claims preparation / defence experience</li><li>
Relevant claim preparation / defence experience</li><li>
Awareness of importance of work winning and client network</li></ul>
