An important aspect of this work is the employment of casework skills in obtaining essential information, counseling children and members of their families, and helping them to utilize all available resources. Work involves the application of problem solving techniques, monitoring client behavior, and interacting with agencies within the social services network. Work is performed in accordance with established laws, regulations, policies and procedures, but employees are expected to exercise initiative and judgment in discharging their duties. Overview</b>
</p><p>This classification is responsible for professional case management work of considerable difficulty and lead work of routine difficulty; and performs related work as required. This is the lead level class in the DCS Case Manager job series. An employee in this class is responsible for leading and training subordinates in the performance of case management work for children under the State's supervision, in State custody, or at risk of State custody, and their families. This class differs from DCS Case Manager 2* in that an incumbent of the latter performs working level case management work. This class differs from DCS Case Manager 4 in that an incumbent of the latter performs supervisory work over an entire case management team or single/small in an institutional setting.</p><p><b>

Juvenile Court Services provides a wide variety of wraparound services in a culturally-competent and trauma-informed manner for youth and families involved in the court system and for those cases that have been diverted outside the court system. Purpose and Impact:</b></p>
<p>
The Operations Specialist is a child welfare professional with related experience in case reviews, staffing facilitation, training, and case management operations. This position is responsible for providing guidance and support to case management teams.</p>
<p><b>
Essential Functions:</b></p>
<ul>
<li>Maintains effective mechanisms to promote timely problem identification and resolution to assure quality services are delivered in an effective and efficient manner</li>
<li>Assure compliance regarding current federal, state, and local laws, contracts, accreditation standards, and policies and procedures</li>
<li>Apply critical thinking to create strategies and interventions resulting in measurable increased performance metrics.</li>
<li>Provide effective support and technical assistance to Case Management teams to meet performance and strategic objectives</li>
<li>Create reports and recommendations based on analytical findings, performance outcomes, reporting requirements, etc.</li>
<li>As requested, respond to the data and project management needs of the Program Director, Assistant Program Directors, Permanency Director, and Case Management Supervisors</li>
<li>Leads the tracking of critical operational, contractual, and statutory compliance requirements. Develops and monitors manual and automated tracking systems associated with operational and contract requirements in collaboration with other data management and technology services</li>
<li>Provides mentorship, guidance, and coaching to pre-service trainees and provisional case managers in preparation for successful child welfare certification.</li>
<li>Assist in analyzing outcome data and preparation of reports for submission to the Management team and community groups as necessary.</li>
<li>Provide technical assistance and support for the preparation and results of external monitorings (ie., Department of Children and Families, Medicaid, ASFA, Title IV-E, etc.)</li>
</ul>
<p><b>Other Functions:</b></p>
<ul>
<li>Participate in training and development activities as required.</li>
<li>Participate on local and statewide teams related to position responsibilities</li>
<li>Perform other duties as assigned.</li>
</ul>
<p><b>Physical Requirements:</b></p>
<ul>
<li>Must have high level of energy, be adaptable to irregular hours and travel as needed.</li>
<li>Ability to sit at desk for long periods of time and tolerate extended periods of data entry.</li>
</ul>
<p><b>Education:</b></p>
<p>
Bachelor&rsquo;s degree from an accredited university in the areas of psychology, social work, or related human service field required. Master&rsquo;s Degree preferred; Child Welfare Certification preferred.</p>
<p><b>
Experience:</b></p>
<p>
Minimum of three years of Florida child welfare experience is required as well as experience working in Florida Safe Families Network (FSFN) Integrated Child Welfare Information System. Supervisory experience preferred.</p>
<p><b>
Skills:</b></p>
<p>
Possess knowledge of statutes, contract terms, data analysis, and performance standards. Ability to analyze data and trends, apply that information to accepted standards, and create written reports and presentations. Must be detail-oriented, with excellent verbal and written communication skills. Computer experience in a Windows environment, Microsoft Office (Excel, WORD, POWERPOINT), ability to learn and utilize other software programs (such as FSFN and CoBRIS). Ability to apply data tables to charts, trend reports, and other data analysis tracking systems.</p>

<li>Must demonstrate sensitivity to our service population&rsquo;s cultural and socioeconomic characteristics and needs.</li>
<li>Must maintain an appropriate and valid state driver&rsquo;s license and meet state criminal background check requirements.</li>
