Under general supervision of the Youth &amp; Family Services Manager, provides leadership, management, and administration to ensure quality functioning of the Johnson County Early Childhood Iowa Area (ECIA), Early Childhood and Family Services, and partners. Implements ECIA Administrative Policies &amp; Procedures; monitors expenditures and procurement of service agreements; develops budget recommendations including modifications and allocation of additional funds to the ECIA. </h2>Bachelor&rsquo;s degree in early childhood education, child development or related field including but not limited to social work, psychology, or sociology AND two (2) years of experience working with young children or providing information and support to families of young children.
Experience in program management preferred.

</li><li>Serves as the liaison between the Johnson County ECIA Board and the state Early Childhood Iowa Board and Technical Assistance team. Conveys and interprets state guidelines to the ECIA Board.

</li><li>Participates as an active member of local collaborative committees addressing early childhood development, parenting, and child abuse prevention

</li><li>Collaborates with other ECI Areas to develop cost- and service-sharing agreements to increase efficiency and effectiveness of local services and meet state requirements for local areas.

</li><li>Oversees contractual relationships with service providers including provision of training, technical assistance and consultation.
</li><li>Develops and supports community-based efforts to support early childhood development, enhance and expand quality early care and education, promote child health, and reduce and prevent child abuse and neglect.
</li><li>Provide coordinated intake for families including facilitated referrals to Child Care Assistance, Head Start, Early Head Start, Shared Visions, Statewide Voluntary Preschool Program, and other early care and education resources.
</li><li>Facilitate and administer scholarship application processing, scholarship award contracting, program monitoring, and quality support to programs. Monitor budget, billing/reimbursement, and reporting.
</li><li>Identifies and addresses unmet community needs relating to early childhood and family services through needs assessments, priority setting, and the implementation of planning activities.
</li><li>Participates in state, county, and community boards, coalitions, and planning groups.
</li><li>Identifies available funding (federal, state, private) sources and prepares grant proposals. Administers grants and monitors for program compliance.
</li><li>Serves as a liaison with local and state institutions advocating for best practices and services.
</li><li>Collects data that is necessary for reporting, evaluation of performance outcomes, and impact analysis, and prepares reports as appropriate.

Position is responsible for coordinating and scheduling evaluations with the evaluator agencies to ensure evaluations are conducted within the regulatory timelines while maximizing the available evaluation resources. This position will manage evaluation scheduling and assist the program with analyzing capacity needs of evaluation services. 
 
The Early Intervention Referral Coordinator is a Services Coordination position that is the first point of contact for a family/caregiver to the birth to 3 Early Intervention system. The Referral Coordinator is responsible for providing the child&rsquo;s caregiver information regarding services provided by the Early Intervention system and to gather information to assist in the assessment of the child and family needs while ensuring that the 45-day timeframe from initial call to MDE/IFSP is met.</div>
<div><h2 class="jobSectionHeader">Essential Duties</h2></div>
<div>The incumbent in this position is responsible for coordinating and scheduling evaluations with the evaluator agencies to ensure evaluations are conducted within the regulatory timelines while maximizing the available evaluation resources. This position will manage evaluation scheduling and assist the program with analyzing capacity needs of evaluation services. 
 
The position provides case management services to children aged birth to 3 years at-risk/with developmental delays. This includes initial screenings, intake interviews, appropriate referrals, plan development and completion of progress notes and consumer contacts. The specific required tasks of each caseload vary based on the business needs of the department as well as the needs of the consumers. Some positions will have a greater emphasis on conducting intake meetings and evaluations, while other positions will primarily support children with active IFSPs or will primarily coordinate transition activities for consumers. All positions will be expected to complete all duties as a Service Coordinator when necessary. 
 
A person in this position is expected to demonstrate the system of care practice model, which maximizes all resources around an individual or family. The system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals.</div>

The Early Intervention Service Coordinator position comes under the provision of the Child Protective Services Law.
