</i></p><h3 class="jobSectionHeader"><b>REPORTS TO:</b></h3>
<p>This position reports to the Director of Quality and Risk with additional oversite by the County Administrator and Board Chair.</p>
<p><b>911</b><b>:</b> Responsible for the administrative function of the 911 System under the direction of the County 911 Board. Carry out directives of the county 911 board and the board of commissioners. Assist in the development of the County 911 System. This person will be a liaison between the county 911 board, county commissioners and dispatch center. Must have good oral and written communication skills. Proficient in the use of Word, Excel, emailing and use of equipment to obtain GPS coordinates. Attend meetings related to 911 activities. Place, document and record fire number signs. Have a working knowledge of the EOC (Emergency Operations Center), radios and other equipment. Maintain an inventory of 911 equipment. This person will also maintain a budget, seek grants and prepare forms and documents.</p>
<p><b>Emergency Management</b><b>:</b> Prepare and maintain a county wide program of Civil Defense and Emergency Preparedness in the four phases of Emergency Management: Mitigation, Preparedness, Response, and Recovery. In conjunction with State and Federal statutes; prepares, reviews and maintains county Emergency Operation Plans and all supporting plans. Works closely with Emergency Response agencies in the county and assesses shortfalls and strengths, while providing support to address identified needs. Assist businesses and agencies, both public and private, as they develop agency specific emergency plans and exercises. Work with local community units of Government, including, Local, State and Federal, and businesses to facilitate their development of agency specific emergency plans or engagement. Businesses include, but are not limited to, K-12 schools, universities, hospitals, and skilled nursing facilities. Work in conjunction with Michigan State Police (MSP) Emergency Management and Homeland Security Division (EMHSD). Attend meetings related to emergency preparedness activities. Take part in hospital emergency preparedness drills.</p>
<p><b>Position Duties:</b></p>
<ul><li>Conduct and participate in exercises to assess community and agency readiness for emergencies. Prepare and maintain a county-wide program of Civil Defense and Emergency Preparedness for Baraga County. Develop and maintain the county&rsquo;s Emergency Operations Plans, Hazard Mitigation Plans, resource manuals and other support plans. Conduct capability assessments, hazard analyses, and vulnerability assessments to maintain eligibility for the counties to participate in federal grants. Coordinate local, state and federal emergency response and recovery efforts in the event of a catastrophic event or disaster. In the event of a disaster, coordinate with the County&rsquo;s Chief Elected Official and the Chairman of the County BOC to prepare declarations to submit to the Governor via the MSP &ndash; EMHSD in a timely manner to facilitate reimbursement for the costs of the disaster, up to a Presidential Declaration of Emergency. Maintain a close working relationship with representative of the local, county, and state units of government, including elected officials, and all agencies working within those units of government, including but not limited to, law enforcement, fire, EMS, public works, Health and Human service agencies and volunteers. Develop and distribute Emergency Management (EM) educational materials to the public, while working to educate the public regarding EM issues. Develop emergency notification capabilities to be able to notify all citizens of emergency conditions and situations, such as the Emergency Alert System and National Oceanic and Atmospheric Administration (NOAA) Weather Radio, as well as updating plans as appropriate. Investigate and evaluate Mass Notification systems for local and regional applications. Assist Incident Commanders (IC) on local emergency scenes in several areas, including but not limited to, logistical supports, such as, assess to Human Services, equipment, manpower, food, fuel, and communications &ndash; public information presentation and dissemination to media outlets.</li>
<li>Assist K-12 schools, universities, hospitals, governmental agencies and businesses, both public and private, in developing response plans and exercises, as entities desire or statutorily required.</li>
<li>Coordinate and track National Incident Management (NIMS) training and maintain records relevant to federal requirements for local and county units of government, including but not limited to, law enforcement, fire, medical first responders and EMS, to maintain eligibility to participate in federal grant opportunities, such as firefighters&rsquo; assistance grants and anon. Participate in Professional Emergency Manager (PEM) training for certification. Participate in continuing education training for professional enrichment and to satisfy requirements for PEM recertification. Develop state and federal work agreements and submit to EMHSD for review and approval, and submit quarterly work reports and financial statements to EMHSD for federal funding for our local county.</li>
</ul>
<p><b>Patient Transport</b>: This person will provide non-emergency medical transport for surrounding community members who require assistance making their medical appointments. Attend meetings related to patient transport coordination and other related activities. Perform other duties as deemed necessary at Baraga County Memorial Hospital. You must possess a valid driver&rsquo;s license as well as pass both a drug test and background check. Fingerprinting is also required. Current EMT license is preferred.</p>

<li>Contributes to develop network, maintain contact, and exchange information with MoH health authorities at local (hospital)/regional levels, PRCS, community members and other relevant health interlocutors as requested by the Health Department.</li>
<li>Collaborates and keeps correct contact with the Health colleagues and other ICRC colleagues in the different Departments to implement ICRC Health activities in their AoR.</li>
<li>Participates actively in the organization and facilitation of the training activities programmed by the Health Department (ERTC, BEC, etc.), in coordination with hospital and FA and Prehospital teams, and maintains the contact with the participants.</li>
<li>Participates in the written translation between local language and English of Health documents and information if required.</li>
<li>Represents the ICRC hospital project in meetings with the local authorities and other relevant stakeholders when needed.</li>
<li>Documents and shares reports timely with Health management team Coordinator or Deputy Health Coordinator</li>
</ul>
<p><b>Medical Logistics.</b></p>
<ul>
<li>Support the Health Coordinator in assessing medical and non-medical items needs and support in the management of donations.</li>
<li>Prepare SR&rsquo;s, donation letters, and ensure the correct documentation including signatures of the packing lists during the donation processes.</li>
</ul>
<p><b>Certifications / Education required:</b></p>
<ul>
<li>Degree in medicine, with emergency care expertise.</li>
<li>Qualifications in public health or hospital program management.</li>
<li>Fluent written and spoken command of English and the local working language (Pashtu, Urdu).</li>
<li>Licence to practice in his/her own country.</li>
</ul>
<p><b>Professional Experience &amp; Skills required</b></p>
<ul>
<li>3 to 5 years of total work experience (including 2 years of clinical experience) with minimum 2 years&rsquo; experience in the humanitarian sector.</li>
<li>Proven experience in developing and implementing public health programs. in overall emergency care and preparedness.</li>
<li>Demonstrated expertise in emergency care and preparedness and operational readiness.</li>
<li>Proven capacity to work independently, and to deliver on deadlines during periods of intense stress and activity.</li>
<li>Great capacity to synthetize information quickly and concisely.</li>
<li>Excellent interpersonal (team-work) with sound communication skills.</li>
<li>Fluidity in integrating changes and dealing with important volume of work.</li>
<li>Good connections with local health authorities or groups of interest for the ICRC is an asset.</li>
<li>Excellent knowledge of the assigned geographic area.</li>
</ul>
