 Position Summary:
 
 
 
 The Fire Chief &amp; Manager of Emergency Services provides strategic leadership and operational oversight for all fire protection and emergency management services within Wheatland County. This position is responsible for planning, administration, coordination, and continuous improvement of fire services, fire prevention, training, occupational health and safety compliance, and municipal emergency preparedness.
 
 
 The Fire Chief supports Council and Administration in resource allocation, policy development, and bylaw implementation to protect residents, property, the environment, and the local economy.
 
 
 This position serves as the statutory Director of Emergency Management (DEM) under the
 
 Emergency Management Act
 
 (Alberta) and the County&rsquo;s Municipal Emergency Management Bylaw, providing leadership to all volunteer fire departments operating within Wheatland County.
 
 
 This position has one direct report: Fire Prevention Officer. This position also oversees 9 Volunteer Fire Chiefs.
 
 
 
 Key Responsibilities
 
 
 
 <ul>
 <li>
 Provide strategic direction, guidance, and operational oversight for all volunteer fire departments in the County.
 </li>
 <li>
 Participate in recruitment, retention, onboarding / orientation, training, performance management, and progressive discipline for volunteer firefighters.
 </li>
 <li>
 Approve volunteer firefighter payroll timesheets.
 </li>
 <li>
 Ensure adherence to all applicable Wheatland County policies, bylaws, and procedures.
 </li>
 <li>
 Foster strong relationships with Council, senior leadership, staff, neighbouring municipalities, industry partners, regulatory agencies, and the public.
 </li>
 <li>
 Develop and maintain mutual aid agreements with neighbouring municipalities and industry partners.
 </li>
 <li>
 Prepare and present Council reports, Requests for Decisions (RFDs), and departmental communications.
 </li>
 <li>
 Lead corporate initiatives, special projects, and other duties consistent with the role.

 Fire Services
 
 
 
 <ul>
 <li>
 Provide operational and strategic leadership in the delivery of fire services to ensure life safety for County residents.
 </li>
 <li>
 Develop and manage annual operating budgets, 5-year operational plans, and 10-year capital budgets.
 </li>
 <li>
 Establish and maintain department policies, procedures, and standard operating guidelines.
 </li>
 <li>
 Oversee fire training programs and ensure OH&amp;S and WCB compliance.
 </li>
 <li>
 Administer the Fire Prevention Program, including education, inspections, and investigations under applicable codes and Safety Codes Council requirements.
 </li>
 <li>
 Coordinate with Planning and Development to ensure compliance with Alberta Fire and Building Codes.
 </li>
 <li>
 Chair the Fire Chiefs Committee.
 </li>
 <li>
 Manage the Fire Permit program and oversee annual Fire Guardian appointments and training.
 </li>
 <li>
 Support the development and maintenance of fire department records management systems to meet regulatory requirements.
 </li>

 Coordinate public information regarding fire services in collaboration with the Communications Specialist.
 
 
 </li>

 Emergency Management Services
 
 
 
 <ul>
 <li>
 Lead the development, implementation, and ongoing maintenance of the Municipal Emergency Management Plan.
 </li>
 <li>
 Conduct annual reviews, training exercises, hazard identifications, and risk assessments.
 </li>
 <li>
 Serve as the DEM for Wheatland County and participate in regional emergency management initiatives.
 </li>
 <li>
 Activate and oversee the Emergency Coordination Centre (ECC) during emergencies, including training, documentation, and coordination of command staff and external resources.
 </li>
 <li>
 Develop and maintain Memorandums of Understanding with municipal partners, industry, and non-government organizations.
 </li>
 <li>
 Act as the County&rsquo;s liaison with provincial authorities during emergencies or support requests.
 </li>
 <li>
 Maintain access to and oversight of industry Emergency Response Plans.
 </li>
 <li>
 Promote emergency preparedness and disaster prevention awareness within the community.
 </li>

 Support integrated communications and emergency notification systems for residents and stakeholders.

 Occupational Health and Safety (OH&amp;S)

 Work with senior management members to ensure appropriate workplace health and safety objectives are met and provide guidance to the Health and Safety Advisor regarding the planning and implementation of occupational health and safety initiatives; actively promote the County&rsquo;s OH&amp;S program; implement and monitor the OH&amp;S programs for all fire departments.
 </li>

 Maintain own compliance with OH&amp;S and ensure all applicable employees / volunteers (workers) are in compliance with OH&amp;S including employee attendance at regular safety meetings, employees being properly trained in OH&amp;S related topics, ensuring all inspections, tests and certifications are completed on all fire equipment and apparatus, and ensuring employees complete work in a safe manner.

As a Lead Emergency Services Technician &ndash; Water Mitigation, you are a front-line responder and team leader in water-related emergencies. Reporting directly to the Emergency Services Manager, you&rsquo;ll guide and support technicians in executing restoration tasks with precision, while ensuring compliance with safety and regulatory standards. This role requires both hands-on expertise and leadership skills, as you will model best practices, mentor junior team members, and help coordinate on-site response efforts with professionalism and composure.

Key Responsibilities</h4><ul><li>
Lead water mitigation projects from initial response to full completion.</li><li>
Manage emergency services with professionalism and urgency.</li><li>
Work directly with insurers, adjusters, and commercial property managers to clearly explain mitigation processes and project scope.</li><li>
Utilize project management software DASH (Mica), including documentation, notes, and billing workflows.</li><li>
Perform thorough site photography, scoping, and documentation.</li><li>
Apply technical tools such as DocuSketch and MATTERPORT Full View Photos for accurate project records.</li><li>
Follow industry best practices and IICRC standards for drying and restoration.</li><li>
Maintain detailed project notes in company systems to support estimating and billing.</li><li>
Mentor and guide team members in proper mitigation methodology and communication practices.</li><li>
Minimum 3 years of handson experience in water mitigation (residential &amp; commercial).</li><li>
Full IICRC Certification in water damage restoration.</li><li>
Strong working knowledge of insurance restoration losses process and documentation for claims.</li><li>
Proficiency in project management software (Micah or similar).</li><li>
Skilled in photography, project scoping, DocuSketch, and Matterport reporting.</li><li>
Excellent communication skills with the ability to explain mitigation methodologies to clients and stakeholders.</li><li>
Strong organizational and notetaking abilities for accurate records.</li><li>
Leadership qualities with ability to manage crews and projects effectively.</li><li>
Full preparation of pre loss information of the loss to prepare handoff to estimating teams</li><li>

Physical Requirements</h4>
The Lead Emergency Services Technician must be in good physical health, capable of meeting medical and physical examination standards (including drug screening) and respirator clearance.

This role requires stamina to perform and supervise restoration work safely and effectively, including:

Occasional climbing of stairs, ladders, and slopes.</li><li>
Frequent grasping and handling of tools and equipment.</li><li>
Periodic kneeling for field assessments.</li><li>

General Statement of Duties
The chief performs specialized technical work overseeing the administration and operations of the Fire Department.
Distinguishing Features of the Class
The chief is responsible for planning, directing and coordinating the Town&rsquo;s fire protection program. Work generally requires the employee to oversee and participate in fire prevention, fire suppression and emergency response of paid and volunteer staff, as well as administrative duties for the department. Work is conducted in accordance with National Fire Protection Association (NFPA) codes and standards; federal and state fire, building and mechanical codes, laws and regulations; local ordinances and departmental policies and procedures. The position will be responsible for leading a combination department comprised of 27 volunteers and 9 full-time firefighters. The chief reports directly to the Town Manager.
Desirable Education and Experience
Graduation from high school and 10+ years of experience in fire prevention, suppression, investigation or related area and administrative experience; or an equivalent combination of education and experience. Preference for college degree and training in fire science. Possession of a valid North Carolina commercial driver&rsquo;s license endorsement and a Fire Inspector, Firefighter, Fire Investigations, Fire Officer and emergency medical certification at the level specified by the Town are required.

JOB SUMMARY: 
The individual in this position is a member of the Executive Leadership Team of the Fire Department. Directs the activities of the Battalion Chiefs, Division Chiefs, and Division Managers in conducting the services provided by the Department. Oversees either the Response Operations Branch or the Internal Services and Community Preparedness Branch of the department, depending on assignment. May be delegated to direct all activities of the Department in the absence of the Chief. 
 
SALARY AND BENEFITS: 
The current full salary range for this position is $14,407/month - $17,432/month. Employees receive step increases biennially in accordance with the E-Team Handbook and City policy. The City places new employees within the published salary range based on qualifications and professional experience in accordance with City policy. For internal candidates, placement within the range is based on City Pay Placement Procedures.
In the event of compression, the supervising employee shall receive a salary adjustment. The salary adjustment shall remain in effect only during the period in which compression exists. Compression calculations will be based on the highest-paid subordinate employee one rank below the E-Team management position. For Uniformed Fire Management positions, compression shall be calculated based on subordinates&rsquo; base salary, plus longevity, plus administrative premium.

ESSENTIAL FUNCTIONS OF THE JOB:<ul><li>
Oversees and supervises the daily operations of the assigned branch of the Fire Department. Develops and/or reviews Department policies and procedures. Compiles regular reports from subordinates concerning Department activities for the Chief's review. Reviews and monitors operations on a regular basis. Oversees and reviews the work of subordinate staff. Provides direction for subordinates&rsquo; work plans. Informs staff of operating policies and procedures.</li><li>
May assume full administrative responsibility for the Department in the Chief's absence.</li><li>
Works closely with the Human Resources Department to ensure all ordinances, rules/policies, and collective bargaining agreements are properly enforced and interprets them for subordinate personnel. Coordinates Departmental records with the City's central record system. Conducts regular performance evaluations of assigned Battalion/Division chiefs and Division Managers. Advises supervisors concerning appropriate disciplinary action when necessary. Oversees assigned subordinates in determining and scheduling assignments, scheduling vacation, holidays and sick leave to ensure minimum staffing levels. Participates and advises in the hiring and promotion of Departmental personnel, including interviewing and background checks.</li><li>
Assists the Chief with collective bargaining. May serve as a member of the City bargaining team; develops proposals, presents issues important to the Department, and researches issues in preparation for and during negotiations. Regularly attends labor relations meetings with appropriate bargaining units.</li><li>
Represents the Chief at City government and board meetings when necessary. Serves on boards and committees in the City, County, and State at the Chief's request.</li><li>
Assists the Chief in preparation of the Departmental budget, budget control, long- and short-range planning, and recommends revisions in operating procedures and/or expenditures.</li><li>
Supervises the purchasing, inventory control, and maintenance of facilities, equipment, materials and supplies.</li><li>
Responds to all 'involved' emergency operations and assists in emergency strategies. May assume supervisory authority of an area of responsibility within the emergency event or assume overall command and control of the event.</li></ul>

WORKING ENVIRONMENT: 
Work is performed in an office setting using computer and other electronic business applications and equipment and also at emergency scenes on or off the normal workweek schedule. The emergency environment may require the use of alternative modes of communication and management/ performance of hazardous tasks under conditions that require exposure to the elements, strenuous exertion with limited visibility, exposure to hazardous or toxic chemicals and gases, extremes in temperature, cramped surroundings, exposed heights, activities in and around water and/or exposure to infectious diseases requiring the use of protective equipment. It may also involve working with citizens experiencing a wide range of emotions (rage, grief, confusion, etc.) as a result of an emergency. 
 
Physically perform the essential functions of the position, including:<ul><li>
correctable visual acuity to read a computer screen and a typeset page;</li><li>
fine finger dexterity to manipulate computer keyboard and mouse; and ability to talk and hear sufficiently to communicate with employees and the public.</li></ul></div>

<div><ul><li>Five years progressive responsibility in fire or emergency management services including a minimum of three years&rsquo; experience as Battalion or Division Chief or similar position as an administrative staff officer in a municipal fire department with progressive responsibility for a major function and its personnel, exercising significant judgment and authority.</li><li>
Bachelor's degree in emergency management, fire service administration, public administration or related field required.</li><li>
Current enrollment or completion of the National Fire Academy Executive Fire Officer program preferred.</li><li>
Record of successful staff and program management.</li></ul>
In place of the above requirements, an equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills and abilities to successfully perform the essential functions of the job will be considered.</div>
